Purpose and Method of Operation
The Samaritan Initiative is a new program jointly administered with the
Departments of Housing and Urban Development, and Veterans Affairs. Through
this initiative, States and localities will be able to access the full range of
services that chronically homeless people need including housing, outreach and
support services such as mental health services, substance abuse treatment and
primary health care. Priority will be given to grantees who seek to expand
access to mainstream Federal programs for those who experience chronic
homelessness.
