SSA Contract Request for Mental Health Treatment Study to Improve Employment Outcomes
The Social Security Administration (SSA) has a requirement for the services of a contractor to conduct a Mental Health Treatment Study (MHTS) demonstration that will test the extent to which eliminating programmatic work disincentives, establishing an accurate diagnosis, and delivering appropriate mental health and employment supports will lead to better employment outcomes and other benefits among Title II beneficiaries with a primary impairment of schizophrenia or affective disorder. Specifically, contractor services required include: (1) refining the final design of the demonstration and evaluation; (2) conducting the demonstration in multiple, geographically disbursed sites; (3) recruiting participants to be divided between a treatment group and a control group, who are Title II beneficiaries with a primary impairment of schizophrenia or affective disorder; (4) working with SSA's Medical Benefits Demonstration Contractor to ensure that appropriate medical services ar!
e provided; (5) recruiting a network of providers to provide employment supports (medical supports will be coordinated by the Medical Benefits Demonstration Contractor); (6) ensuring that medical treatment and employment supports are fully integrated; and (7) performing an evaluation of the demonstration and an analysis of its outcomes that will allow SSA to determine the feasibility of long-term programmatic changes.
SSA anticipates awarding a cost reimbursement type contract with an approximate 4 year period of performance. The estimated date for issuance of the Request for Proposal (RFP) on www.fedbizopps.com is May 31, 2005 with proposal responses due 30 calendar days thereafter (est. June 30, 2005). The solicitation and any amendments will be available for downloading at www.fedbizopps.gov for all interested parties. Paper copies of the RFP and affiliate documents will not be mailed.
