SEARCH FOR NEW DIRECTOR OF DIVISION OF SERVICE AND SYSTEMS IMPROVEMENT FOR THE CENTER FOR MENTAL HEALTH SERVICES

SAMHSA/CMHS is conducting a nationwide recruitment for the position of Director, Division of Service and Systems Improvement (DSSI). The Director of DSSI has oversight over several major discretionary programs, including Community Support, Homeless Programs, and Systems of Care for Children with Serious Emotional Disturbances and Their Families. DUTIES AND RESPONSIBILITIES:

DSSI plans, implements and evaluates service delivery systems that stimulate the adoption of new, more effective approaches to mental health treatment and services for particularly vulnerable people, with emphasis on adults with serious mental illnesses, individuals who are homeless and have a serious mental illness, as well as children and adolescents with serious emotional disturbances and their families.

If selected for this position, you will serve as Division Director with responsibility for planning, developing, directing, supervising and evaluating efforts to stimulate and support service programs that contribute to the improvement and expansion of mental health services and positive outcomes for mental health consumers (adults and children). Specifically, you will direct a comprehensive national program to support service capacity and infrastructure developments, best practice implementation and support, bridging science to service and providing policy guidance to the mental health and other relevant fields; establish program goals, plans, priorities and results based on the results of analyses of the nation's short and long range mental health service needs; oversee the dissemination of service and systems development information to the mental health services community; support the integration of guidelines and standards that enhance service capacity development; and ensure the integration of discretionary grant activities with other program development and evaluation activities supported by CMHS and SAMHSA.

BASIC QUALIFICATIONS:

You must have one year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-14 grade level in Federal Government.

Specialized Experience is experience that provided:

  • Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.

  • Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.

  • Knowledge of a specialized public health program.

  • Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.

  • Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.

Examples of specialized experience include: providing advice and assistance to State and local governments, and to various public, nonprofit, and private agencies and organizations on matters relating to the improvement of their public health activities.
