Proposals Due January 17, 2006
Consumer and family driven mental health care is already a mainstream effort and a central pillar of the entire mental health field (1). The major goal of the Conference is to create a recovery and resiliency oriented care system focused on the goals of the consumer. The recovery informed environment is one which is coercion free, trauma informed and emphasizes taking personal responsibility. The impact of this new approach on workforce development, financing, the possibility of blended funding, the interests of children and families, and the potential for providing resources for consumer driven health care will be additional foci.
Conference attendees will be encouraged to dialogue about consumer-centered vs. consumer driven services. The focus of the discussion will emphasize self determination and self direction around care quality and assessment.
Additional presentations are solicited in the following areas:
. Evaluation methods, including assessment from the consumer perspective,
the administrator's interest, provider concerns, and the evaluator's
considerations
. Presentations on innovative practices for the use of data
. Presentations on the Decision Support 2000+, the Uniform Reporting
System, National Outcome Measures (NOMS), the new MHSIP Quality
Report, and performance measures within guidelines for working in a multi
stakeholder environment
. New IT applications, particularly around Electronic Health Records and
Personal Health Records

Proposals for Presentations
Proposals for presentations must include the following:
. A complete proposal cover form
. An abstract - limited to one page and not to exceed 200 words
. A half page biographical sketch for the primary presenter and
each secondary presenter
. A labeled diskette for the abstract and biographical sketches in MS Word
(preferred), WordPerfect, or Rich Text format.
Each presenter and secondary presenter will be given a combined total of 30 minutes for his or her presentation, which includes time for audience participation. Two such presentations will be included in each breakout session. Presenters are encouraged to include a mental health consumer/survivor family member, and a broad diversity of presenters from State Planning Councils. All proposals will be reviewed to determine their appropriateness for inclusion in the program.
Proposals must be postmarked no later than January 17, 2006. Please submit only one proposal per person/group. Notification of acceptance will be sent on or about February 28, 2006.
Last year's joint conference was attended by more than 650 persons, including data experts, State planners, consumers and family members who are mental health planning council members, and State and Federal program officials.
