Proposals Due January 16, 2004

Both the President's New Freedom Commission on Mental Health, in its final report on Achieving the Promise, and the Institute of Medicine, in its report on Crossing the Quality Chasm, have called for major change and transformation in how mental health services are organized and delivered. An essential part of this work is the creation of a consumer and family centered mental health system focused on recovery. The theme for the Conference derives from the need to move these developments forward.

Unlike previous years, the 2004 Joint National Conference will bring together voluntary teams of State representatives to discuss and address key issues required for change using the set of strategies outlined by the Institute of Medicine. The issues by strategies matrix for the Conference is attached. State and Territory participation in this exercise will be optional. The exercise will be structured around one or more issues chosen by the State team, and approximately 4 hours of Conference time will be devoted to applying the set of strategies to it. States and Territories will be asked to indicate their wish to participate in this exercise.

All proposals submitted through this Call for Papers must address at least one cell of the issues by strategies matrix. Proposals submitted by State planners designated by the Commissioner and State Planning Council members designated by the Chair should address planning and service organization and delivery domains; those submitted by State statisticians and others concerned with information should address date and information technology domains with particular relevance to developments in Decision Support 2000+, the Uniform Reporting System and the new MHSIP Quality Report. Because a component of the Conference will be used for State teams, the number of contributed papers that can be accepted for this year's Conference will be smaller than in previous years. Hence, competition will be greater. Letters will be sent to State and Territorial Commissioners requesting designation of a State planner, a State Planning Council representative, and a State statistician to attend the Conference.

Proposals for presentations must include the following:

___ An abstract limited to one page and not to exceed 200 words
___ A half page biographical sketch for the primary presenter and each secondary presenter
___ A labeled diskette of the abstract in MS Word (preferred), WordPerfect, or Rich Text format

Each presenter and secondary presenter will be given a combined total of 30 minutes for his or her presentation, which includes time for audience participation. Two such presentations will be included in each breakout session. Presenters are encouraged to include a mental health consumer/survivor as a presenter, family members, and a broad diversity of presenters from State Planning Councils.

All proposals will be reviewed to determine their appropriateness for inclusion in the program.

Proposals must be postmarked no later than January 16, 2004. Please submit only one proposal per person/group. Faxed proposals will not be accepted.

Notification of acceptance will be sent on or about February 27, 2004.

Last year's joint conference was attended by more than 650 persons, including data persons, State planners, consumers and family members who are mental health planning council members, and State and Federal program officials.
