STATEMENT BY TOMMY G. THOMPSON
Secretary of Health and Human Services
Regarding International Day of Disabled Persons

I would like to join the nation in commemorating this year's International Day of Disabled Persons and reaffirm HHS' commitment to promote understanding of disability issues and mobilize support for the dignity, rights and well being of persons with disabilities. This year's theme for the observance is A Voice of Our Own. In the United States alone, 54 million Americans are living with disabilities. Our work here at HHS is vitally important to them and to their families, friends, caregivers and communities.

While many nations across the globe celebrate the International Day of Disabled Persons, the United States, in particular, recognizes the special significance this day brings as it reflects President Bush's New Freedom Initiative, a comprehensive effort to remove the barriers that keep people with disabilities from fully participating in community life.

Reflective of this year's theme, HHS has undertaken many new initiatives that truly lend a voice and support to the millions of Americans with disabilities. Just last month, my department held its first ever symposium on homeownership to encourage inclusion and community based living for people with disabilities. And in another first, HHS recently presented Secretarial awards to individuals and organizations that embody the spirit and hope of the New Freedom Initiative. These activities were coordinated by the department's Office on Disability, which has made significant strides since its official opening in October 2002.

These accomplishments underscore HHS' commitment to promoting and implementing the goals of the New Freedom Initiative. They also reflect a work in progress. Over the past three years, HHS has taken many steps to empower people with disabilities. But there is much work to be done, and we continue to set new goals and develop innovative approaches every day.

Every person in this great country of ours has talents and an ability to contribute to the betterment of society. We want to make sure that all Americans have the opportunity to contribute their talent.
