H.R. 3962, entitled the Affordable Health Care for America Act, was passed in the U.S. House of Representatives on November 7, 2009 as a proposal for health care reform.  It aims to "provide affordable, quality health care for all Americans and reduce the growth in health care spending, and for other purposes."
