This site from the National Conference of State Legislatures summarizes the budgets for all 50 states, including the challenges that states are facing in passing their budgets and the shortfalls that are being seen in the budgets themselves.

From the executive summary:  

Forty-six states started their new fiscal year (FY) on July 1, 2010. Last year, nine states missed their budget deadlines and began FY 2010 without a spending plan in place. The adverse fiscal conditions that played a role in states missing their deadlines last year have not subsided. In developing their FY 2011 budgets, states faced a cumulative shortfall of $83 billion. Resolving these massive gaps can significantly complicate, and often lengthen, state budget deliberations.
