Health Care Reform: Implications of a Two Subsidy System

This presentation, from the December 4 American Enterprise Institute for Public Policy Research (AEI) conference on fairness in health care reform, examines the dilemmas surrounding a health care reform subsidy that is not available to people with employer-sponsored health insurance. The article considers the potential impacts of a system where low- and middle-class workers are better off receiving insurance from an exchange than an employer, focusing on labor markets, equity issues and administration.
