This article demonstrates that by 2000 many Medicaid behavioral health clients were served by HMO-type arrangements. The authors highlight certain benefits of capitated health plans but note that they may adversely affect certain vulnerable populations. In addition, the article presents data for state, health plan, and waiver program levels where available.
