Medicaid Spotlight: Louisiana Express Lane Eligibility

On August 4, KFF released a brief examining the role of technology in reducing costs and improving efficiency for Medicaid enrollment.  Based on experiences in Louisiana, the brief outlines the impact of Express Lane Eligibility (ELE), a federal program allowing Medicaid and the Children’s Health Insurance Program (CHIP) to use other public program eligibility information to identify, enroll, and recertify children.  The authors found that the program improved the rate of Medicaid enrollment despite a 12 percent reduction in the workforce.  However, the brief notes that ELE can cause other difficulties, including problems stemming from mistakes on eligibility paperwork from other programs.

In a recent report, “Optimizing Medicaid Enrollment: Perspectives on Strengthening Medicaid’s Reach under Health Reform,” the Kaiser Commission on Medicaid and the Uninsured explored how the Medicaid program might be improved to prepare it for its expanded coverage role. Springing from that work, this new series profiles innovative applications of technology in Medicaid in selected states, illustrating a range of approaches states can adopt to improve their systems and to gear up to implement the Medicaid expansion and health reform overall. The series begins in Louisiana, a pioneer in using “Express Lane Eligibility.”
