The Journal of Health and Human Services Administration published a study examining how governments and non-profits negotiate the cost of service delivery, especially for individuals with developmental disabilities and severe mental illnesses. The authors examine the cost component of transferring such services to community-based settings, as such research had not been conducted on costs.
