From SAMHSA's Weekly Financing News Pulse: National Edition - April 15, 2011:
On April 11, the Substance Abuse and Mental Health Services Administration (SAMHSA) announced Substance Abuse
Prevention and Treatment Block Grants and the Community Mental Health Services Block Grants. The changes will streamline the grant administration
and application process, allowing states to apply for both grants
simultaneously and eliminating the requirement to submit annual plans. Funding under the grants must be directed to
four purposes, consistent with national health reform goals: priority treatment
and support services for uninsured individuals or those cycling in and out of
coverage; priority treatment and support services that demonstrate success in
improving outcomes and/or supporting recovery that are not covered by Medicaid,
Medicare, or private coverage through health reform’s exchanges; universal,
selective, and targeted prevention; and collecting performance and outcome data
to determine the effectiveness of behavioral health services and plan the
implementation of new services.
