Parity for Whom? Exemptions and the Extent of State Mental Health Parity Legislation

The authors present an estimate the number of individuals with mental health coverage and the extent of that coverage under state parity laws.  They emphasize the effects of exemptions for small firms and of the limits on covered conditions.
