On February
22, the U.S. Department of Health and
Human Services (HHS) awarded 13 states a total of $45 million for
community-based Medicaid services demonstration projects. Part of the Money Follows the Person program,
the 2011 grants will finance demonstration projects in which states move
Medicaid beneficiaries from nursing homes and other institutional settings into
community-based care. The recipient
states are Colorado, Florida, Idaho, Maine, Massachusetts, Minnesota,
Mississippi, Nevada, New Mexico, Rhode Island, Tennessee, Vermont, and West
Virginia. The same day, HHS officials
proposed rules
that would award states increased federal matching funds for home and
community-based services (HCBS). Under
the proposed rules, states would receive a 6 percent increase in federal
Medicaid matching funds for home and community-based Medicaid services. Slated to take effect in October, federal
officials say the rules would provide up to $3.7 billion through 2014. HHS is accepting comments on the rules for 60
days.
