The primary objectives of the request for funding from the New Jersey Alliance of Family Support Organizations, Inc are integral to the strengthening and evaluation of the current New Jersey Initiative which has already established 15 local Family Support Organizations throughout the State of New Jersey. These objectives aim to create and put innot use an objective system to help the Family Support Organizations in NJ evaluate how these organizations help families progress and become empowered in order to:
1. Become able to effectively care for their child with emotional and behavioral challenges.
2. Get the appropriate services for their children.
3. Learn to advocate for those things that their child and family need to become as health as possible and integrate holistically into their own communities.
4. Establish a yearly Youth Partnership confernce, planned and executed by the Youth Partnerships throughout the State of New Jersey.
We also intend to apply for the Youth portion of the opportunity. The Youth Partnership programs throughout the state will plan, establish and execute a yearly conference especially taylored for Youth.

The primary goals of the project are to prevent suicide among students, and reduce problems associated with suicide including depression and alcohol abuse. These goals will be achieved through the implementation of the following activities: an enhanced and more culturally sensitive training program for peer educators, faculty and staff to respond to students with mental ehalth and substance abuse problems; a cadre of trained peer educators to assist current counseling staff in the implementation of project activities including a suicide response plan patterened after the University of Idaho's Suicide Behavior Response Plan; annual ethnic diversity and mental ehalth wellness fair; and educational workshops on suicide prevention, identification, and reduction of risk factors. A unique feature of the project is an active outreach to families of Hispanic students to educate them on the college experience; and to teach them skills to reduce parent-child conflicts (a major cause of suicidal behaviors among adolescent Hispanic females). A two part evaluation, process and outcome, will be conducted.

The NJ Division of Mental Health Services (NJDMHS) hereby submits its proposal to fully implement the SAMHSA National Technical Assistance Center (NTAC) Core Strategies with the goal of reducing and eventually eliminating Seclusion and Restraint (S/R) use in four state psychiatric hospitals. The proposal, entitled "A Wellness and Recovery Approach to the Development of Alternatives to Seclusion and Restraints", will monitor relevant outcomes and allow the Division to partner with a consumer-run mental health organization that will provide onsite peer advocates to assist in these efforts. This project will be part of a broader Wellness and Recovery Transformation Agenda taking place statewide in NJ's mental health system. NJDMHS believes that use of S/R in the hospitals significantly erodes the ability of consumers and staff to collaborate in recovery-based treatment, in addition to negatively impacting consumers and staff by putting them at risk of injury and emotional trauma. The target population, for the purpose of this project, is adults with serious mental illness across the lifespan that are served in each of the four (4) non-forensic state hospitals. NJDMHS will also be including subpopulations such as older adults, (65 years of age and older) and younger adults (18-24 years of age). The catchment area will be all 21 counties of NJ. In 2003, the NTAC Strategies were the focus of a NJDMHS training forum for administrative and clinical leadership across all of our state psychiatric hospitals. Subsequently, a statewide Seclusion and Restraint Reduction Workgroup with representatives from all of the state psychiatric hospitals was formed to coordinate and disseminate S/R reduction activities and information across the state hospital system. Hospital performance reviews have revealed that efforts to provide alternatives to S/R, especially trauma-informed interventions, are inconsistent. The New Jersey International FACES program promotes the well-being of refugee children and their families in Northern New Jersey through culturally and linguistically accessible holistic services designed to mitigate the effects of trauma associated with the refugee experience and acculturation in resettlement. Intervention is offered at multiple levels, with children, their families, their schools, and their communities to encourage individual and systemic understanding of the multiple cultural and psychosocial challenges facing refugee children and families, and to foster pathways to healing and adaptation. This comprehensive continuum of caring support services includes: On-site Bilingual/Bicultural Case Management Services; Individual and Family Counseling; Psychiatric Assessment and Treatment; New Americans Club Support Groups; Tutoring; Parent Workshops; Professional Development and Multicultural Training for Communities. Referrals are facilitated to community resources for a variety of practical concerns, as needed.

The purpose of the Sober Truth on Preventing Underage Drinking (STOP) Act grant program is to prevent and reduce alcohol use among youth in communities throughout the United States. The STOP Act grant program will encourage existing local community coalitions to develop, assess, and implement effective strategies to prevent and reduce underage drinking. Strategoies may include: changing local attitudes and norms, and re-evaluating existing laws and policies.
(1) Grantee must participate in national evaluation activities of the STOP grant program.
(2) STOP Grantees must use the Strategic Prevention Framework (SPF), a five step evidence based process for community planning and decision-making. The five step rocess includes: needs assessment, capacity building, planning, implementation and evaluation.
(3) STOP grantees must plan and implement a comprehensive approach inclusive of multiple strategies as emphasized in the 2007 Surgeon General's Call to Action to prevent and Reduce Underage Drinking located online at: http://www.surgeongeneral.gov/topics/underage drinking/calltoaction.pdf Emphasis should be given to environmental strategies that incorporate prevention efforts aimed at changing or influencing community conditions, standards, institutions, structures, systems and policies. In addition, grantees must select strategies that lead to long term outcomes.
(4) STOP grantees must enhance, not supplant, effective local community initiatives for preventing and reducing alcohol use among youth. For current Drug Free Community grantees, STOP ACT foods can not be used to supplant or replace activities that are presently being supported by Drug Free Comunity funds, and , separate DFC and STOP ACT accouting systems must be maintained for the purposes of reporting.

The "Enhanced HIV-Services for Substance Abuse Use Disorder Women in Treatment and their Families" project allows the MatriARK Family Center (MAFC) and Community Health Center, Inc. (CHCI) to add onsite rapid HIV screening for residents and visitors; HIV risk reduction counseling for residents, family members and visitors; and medical case management services for residents and children with special emphasis on the needs of HIV+ residents and children. Located in Cumberland County, NJ, MAFC is a residential addiction rehabiilitation treatment program for NJ low-income female residents of NJ. CHCI is a federally Qualified Health Center serving southern NJ. The population served by this project consists of women in the residential addictions treatment program, as well as their preadolescent children residing at MAFC and their visitors. This project will provide rapid HIV screening and confirmatory testing and a 5-session evidence based intensive HIV risk reduction skill building training to residents. Services included will consist of case management services for women and their children as well as residential addiction treatment.

Services include HIV/AIDS testing/counseling, Intensive Outpatient Treatment (using SAMHSA's TIP#8), access to primary care, employment training, life-skills, and follow-up support. Objectives are: 1) 30% ex-offenders/probationers/parolees will receive services including full clinical assessments, individual treatment plans, linkage to primary medical care, and health care advocacy as needed; 2) 50% of HIV/AIDS infected clients who are substance abusers will be drug free after one year and will utilize after-care to acquire self-sufficiency; and 3) 45% of HIV/AIDS infected clients who are substance abusers will continue with support services and aftercare, become employed or engaged in occupational training.

The North Jersey AIDS Alliance, d.b.a. NJCRI, will implement Project COPE (Community, Outreach, Prevention and Education), in the greater Newark, New Jersey area. The target population will be African-Americn and Hispanic women and men who inject drugs, including men who have sex with men (MSM) and at-risk non-injecting MSM, with a strong focus on clients over 44 years of age. The evidence-based practices that will be used are the NIDA Community-Based Outreach Model and the Transtheoretical Model of Change (i.e., Stages of Change Model). Project COPE will enroll and collect GPRA data for 265 annually, solely through outreach. HIV rapid testing will be conducted for up to 1,000 to 1,500 clients contacted through outreach. NJCRI will provide pre- and post- HIV testing and counseling and referral through their services funded by the New Jersey State Department of Health and Senior Services and the City of Newark Ryan White Part A program funded by HRSA.

The Urban Renewal Corporation (URC) Intensive HIV Outreach and Treatment Program will target adult male and female homeless individuals from the Newark Eligible Metropolitan Area (EMA who are either HIV infected or at-risk for HIV infection). The program's primary target group will be adult African-Americans. The project will serve the following populations: 1) pregnant women, young adults, injecting and at-risk non-injecting drug users, individuals who have been released from jail or prison, and veterans. The New Hampshire-Dartmouth Integrated Dual Disorder best practice for engagement and treatment will be implemented. The project objectives are to: 1) reach 200 treatment resistant homeless individuals per year, 2) provide intensive case management, substance abuse treatment, mental health and HIV prevention/treatment services, and 3) provide supportive wraparound services including housing, food, educational opportunities (GED), medical care, and job training.

PROCEED, Inc. will expand and enhance substance abuse treatment in conjunction with HIV/AIDS services, for a total of 935 "out-of treatment"substance abusers, in Union County, NJ. The proposed project will target Hispanic/Latino males and females, and other non-Hispanic out of service substance abusers many of whom will be recent prison/jail releases within the County's urban areas of Elizabeth and Plainfield. The proposed Conexiones/Connections to Care Project ("CCCP") will expand integrated outreach, pretreatment and treatment services by adding new capacity, and enhance existing outreach/pre-treatment and treatment services with innovative, culturally competent and appropriate, evidence-based interventions designed to reduce the impact of Substance Abuse (SA) and HIV/AIDS, and improve the lives in the targeted communities. PROCEED's proposed CCCP will demonstrate that culturally appropriate, coordinated outreach, engagement, pretreatment and treatment services, delivered in vivo with sensitivity will decrease morbidity and mortality, improve the quality and length of life, and increase the functional competence of out-of-treatment, substance abusing individuals, including those recently released from prison/jail.
