Through the ACTION for Kids Project, Arkansas Division of Behavioral Health (DBH), working with other state and community agencies, youth and their families, will develop an integrated community-based, system of care (SOC) for children with severe emotional disorders (SED) and their families living in Craighead, Mississippi, Lee and Philips counties of eastern Arkansas. The target area for the ACTION for Kids Project is a region of contrast and diversity. This region contains an affluent metropolitan community juxtaposed to some of Arkansas's poorest Mississippi River Delta counties. It is home to approximately 4700 children with SED for whom services are often non-existent or located at great distances from their homes and provided through varied and disconnected systems. ACTION for Kids Project: will develop a comprehensive SOC for children/youth with SED and their families; and, ensure meaningful family involvement in all aspects of the SOC. The Division of Behavioral Health will provide the leadership at the state and community level. Project development will be managed through partnerships with two contracted mental health centers.

DBHS proposes the further development of the Consumer Satisfaction Survey methodology and the development of a web-based, client level service event reporting system integrating both community and state hospital reporting. In addition DBHS proposes to develop more stakeholder friendly data reporting formats and to initiate data driven quality improvement projects. DBHS anticipates being able to completely report out all URS tables. A private vendor deals with a substantial part of the data management, including maintenance of a web-based data warehouse and the administration of a statewide consumer survey.

The Arkansas Federation of Families for Children's Mental Health (AFFCMH) proposes to develop activities which include outreach, coordination and collaboration and training for sustaining a state network of families/caregivers and advocacy groups supporting children and young adults with a diagnosis of serious emotional disurbace (SED), serious mental illness (SMI) and children and youth with special healthcare needs (CYSHCN). They will also develop a youth leadership group respresentative of these populations with skills to assist policy makers in shaping a youth guided components on the evolving systems of care.

The grantee will: (1) reduce substance abuse among youth and over time, among adults by addressing factors in the community that increase the risk of substance abuse and promote factors to minimize the risk of substance abuse; (2) establish and strengthen citizen participation and collaboration among communities, nonprofit agencies, and federal, state, local, and tribal governments to support community efforts to deliver effective substance use prevention strategies for youth; (3) use the Strategic Prevention Framework of evidence based prevention strategies to assess needs, build capacity, plan, implement and evaluate community prevention initiatives; and (4) assess and report on the effectiveness of community prevention initiatives to reduce age of onset of any drug use, frequency of use in the past 30 days, increased perception of risk or harm, and increased perception of disapproval of use by peers and adults.

Arkansas was awarded a State Incentive Planning and Development Grant (SIPDG) in October, 2003 to enhance the capacity and collaboration of State agencies to provide a comprehensive, outcome -and research-based prevention system, comprising state-of-the-art monitoring and evaluation components to ensure sustainability and effective services. Building on lessons learned from its SIPDG, Arkansas successful won a five-year Strategic Prevention Framework State Incentive Grant (SPF SIG in July 2005.

The purpose of the Arkansas SPF SIG is to prevent the onset and reduce the progression of substance abuse through the lifespan; reduce substance abuse-related problems in communities; and build prevention capacity and infrastructure at the State and community levels. The major effort in building community capacity has resulted from State Incentive Grant funds supporting the training of local coalitions. Additionally, under the direction of Governor Mike Huckabee, and building upon the SIPDG Advisory Committee, Arkansas established an expanded Advisory Committee consisting of representatives from the Governor's Office and approximately 30 State agencies and other prevention stakeholders.

The Data Collection and Needs Assessment component of the Arkansas SPF SIG is designed to provide State agencies and local coalitions with the infrastructure and supporting data needed to conduct annual State and local community prevention needs assessments, creating a continuum of community resources, capacity, and readiness. The State is currently developing a SPF SIG State strategic prevention plan, using data for planning and making informed decisions to ensure that the State and communities develop an effective and sustainable prevention system.

Center for Substance Abuse Treatment (CSAT)

The purpose of the Benton County Adult Treatment Drug Court (BCATDC) project is to increase accessibility to acute care services for drug treatment court clients most in need of intensive services thus providing a fully integrated continuum of care. This program will specifically target individuals least likely to succeed with traditional drug court outpatient substance abuse treatment approaches - those with the greatest personal vulnerabilities, problem severity, complexity and chronicity, and fewest natural supports. The program anticipates serving 96 clients in year one, 110 clients in year two, and 140 clients in year three for a total of 346 clients over the three year funding period. The goals of this project are to: 1) Enhance/expand access to a full continuum of care for drug treatment, mental health services, and peer support; 2) Improve long-term recovery outcomes for the target population through provision of evidence-based treatment approaches and increased availability of non-clinical recovery support services before, during and after treatment; and 3) Sustain the integrated system of care.

Decision Point will serve a target population of homeless individuals with substance use disorders and/or co-occurring substance abuse and mental illness in northwest Arkansas. Using evidenced-based approach, Decision Point will provide comprehensive mental health and substance abuse treatment services across a full continuum of care. This project includes a strong process and outcome evaluation, and evaluation results will be used to advocate for long-term sustainability of services for the target population.

As a Community Health Center, JCCSI provides and makes provisions for comprehensive primary care services which include: medical, dental, mental health, social services, immunizations, women's health, family planning, outreach, enrollment for ARKids and Medicaid, case management, patient transportation, cancer screenings (breast, cervical, prostrate, and colorectal), translation services, diagnostic laboratory, x-ray, disease prevention, health promotion, HIV/AIDS prevention/treatment, tobacco cessation, nutrition, and education. Consequently, patients in this project who receive outreach and pretreatment services will be referred and linked to medical and ancillary support services. Additional services provided include substance abuse screenings, assessments, legal assistance referrals, utility assistance referrals, support groups (HIV infected/affected clients), recovery support groups, vocational training referrals, family support services via referral, and referrals to HIV clinical trials, consumer advisory board, continuous quality improvement activities, and patient advocacy. Also, JCCSI will provide outreach and pretreatment services (educational literature to support behavior change, facilitate access to drug treatment, HIV/AIDS testing and counseling services, and other medical and social services at JCCSI) in conjunction with HIV/AIDS services to women; men who inject drugs, including men who have sex with men (MSM) and at-risk non-injecting MSMs; and persons released from prison within the past 2 years. The project will serve African-American and Hispanic residents in Pulaski, Jefferson, Arkansas, Ashley, Chicot, Desha, Drew, Lonoke, Prairie, and Lincoln counties.
