The Statewide Family Network funds will support the continuation and expansion of a family driven infrastructure which will be oriented to the needs of the families of children with a serious emotional disturbance. Parents and youth as partners in the design, development and decision making processes of a conumer needs based service delivery system is summed up on our theme of "Families Matter" when it comes to successful children's mental health services.

The Idaho Federation of Families for Children's Mental Health (IFFCMH) seeks to continue the development and implementation of a statewide integrated system of family advocacy services for families of children with mental, behavioral and emotional disorders throughout Idaho. The primary focus consists of two parts: 1. outreach to those families in rural/frontier areas, as well as urban, to provide information, education and training to famiiies and children/adolescents in order to increase their understanding, involvement, and desision making in policies, programs, services, and evaluation of such related to children's mental health services as a system and as an adult/sibling/child facing the challenges of dealing with a severe emotional disorder (SED) and 2. to strengthen the coalition among families, youth, servide providers, policymakers, and communities.

The Idaho DIG project proposes to strengthen and improve the AMH data infrastructure system. Goals to achieve infrastructure development and capacity expansion include 1) full implementation and strengthening of the data system to allow collection of URS and NOMs by automation and credible data capture; 2) identification of a single comprehensive data management system for state hospitals and SMHA 3) improving MHSIP reporting. Strategies to achieve project goals will include monthly data committee meetings with regional data specialists. Data specialists will be responsible to provide input into system development and train regional staff in data system use.

The goal of the Idaho Awareness to Action Youth Suicide Prevention and Early Intervention Project (AA YSP) is to reduce suicides among Idaho youth ages 10-24 by implementing objectives from Idaho's Suicide Prevention Plan. Proposed goals include information dissemination, collaboration with prevention stakeholders, gatekeeper training, and data collection/evaluation. The Governor's Council on Suicide Prevention will provide input and evaluate the project. An Awareness to Action Academy will be held for advocates/survivors and mental health professionals to increase suicide assessment and advocacy skills. There are five goals that support this project, all of which reflects goals of the Idaho Suicide Prevention Plan: 1) Disseminate evidence-informed practices, including an awareness campaign toolkit, Signs of Suicide (SOS) program, and culturally appropriate practices. Train QPR trainers statewide. 2) Conduct Idaho's nationally recognized gatekeeper training, Better Today's/Better Tomorrows, with trainees recruited from adult caregivers representing high risk groups, including emergency services presonnel and first responders, Indian tribes, Hispanics, Asian/Pacific Islanders, and Alaska Natives as well as LGBT groups, attempters, survivors, child welfare/foster care workers, juvenile justice, law enforcement, childcare, parents/grandparents, college campuses, and faculty/staff of Idaho's 114 school districts. 3) Collaborate with the Governor's Council on Suicide Prevention for guidance, input, and evaluation of project progress. Consult independently with specific cultural, high risk, and racial/ethnic groups not represented on the Council. Also consult with SPAN Idaho and others for Awareness Campaign activities, including evidence informed materials relevant to crisis workers, medical response and first responders, juvenile justice, childcare, foster care, sexual orientation, and previous attempters.

Madison will use infrastructure development and service provision to create and sustain a competent, child-centered, family-driven system of care tied directly into the educational system which will fill a critical gap in our region's mental health system. Madison CARES is a system of care for children ages 0-21 who are exhibiting severe emotional and behavioral difficulties within the rural, agricultural area of Madison County, Idaho. The project represents an innovative partnership between the two school districts in Madison County - Madison School District (MSD) and Sugar-Salem School District and the regional child behavioral health authority - the Idaho Department of Health and Welfare.

Center for Substance Abuse Treatment (CSAT)

Easter Seals-Goodwill Northern Rocky Mountain (ESGW) proposes to develop a public/private partnership to create a one-stop Reentry Center to serve adult offenders with co-occurring disorders leaving the Idaho Department of Correction (IDOC) prison system and returning to Idaho's Fourth Judicial District (District 4). The Reentry Center will serve 650 individuals over the project's lifetime (170 in year one; 240 in years two and three). The Reentry Center will provide both substance abuse treatment and system linkages for Idaho's reentering offenders. ESGW has developed partnerships with key stakeholders to reduce and/or eliminate many reentry barriers facing men and women with co-occurring disorders who are leaving prison. Barriers include gaps in substance abuse evaluations and treatment upon reentry; limited mental health and medication management services; lack of coordinated and centrally- located reentry services; and lack of family strengthening programs designed to help offenders reunite with families and communities. The Reentry Center's goals are to 1) reduce recidivism rates, 2) reduce substance abuse relapse rates, 3) help offenders successfully integrate back into their families and communities, 4) help offenders obtain and maintain employment, and 5) develop a self-sustaining program that can be replicated across the state. To achieve these goals, the Reentry Center will provide reentry services in a centrally located facility and in a coordinated and streamlined manner. Services include pre-release assessments, substance abuse evaluations and treatment, mental health counseling, medication management, case management, job readiness programs, life skills classes, family strengthening programs, HIV testing and community referrals.
