For twenty years, Keys for Networking (KEYS) has worked to build culturally competent, accessible community services for Kansas children. Leveraging the collective experiences of diverse families to inform transformational planning, KEYS will expand the statewide infrastructure to foster leadership among a broad spectrum of parents and youth to become self and system advocates, connect to each other, to quality providers and decision makers. The project will target Kansas parents and youth who have serious emotional disabilities with specific outreach to those who are minority, rural/frontier, poor, culturally and gender diverse and engage them in mental health transformation. Project goals are to: A. Strengthen KEYS relationships with mental health stakeholder organizations to foster a climate that welcomes parent and youth access to mental health planning and shared policymaking. B. Foster leadership and business skills among parents and youth to become self and system advocates, connect to each other and to quality providers and decision makers. C. Improve KEYS internal capacity to provide the support, assistance and training (technical assistance) statewide to parents and youth with SED so they can evolve as system change agents. D. Strengthen coalitions between and among family members, policy makers and service providers to ensure that the experience of families, presented by families is the catalyst for transforming the mental health system. E. Connect youth to each other and to transformation efforts of the subcommittees of the GMHPC. The capacity expansion goals of Per Aspera promote an infrastructure development agenda and connect the parents and youth who are primary customers of Medicaid to the State Plan implementation effort and the transformation agenda of the Governor's Mental Helath Planning Council. |

| This project will improve the Kansas public mental health system's data infrastructure by developing and implementing the means to provide local, state and federal stakeholder's access to web-based reports. This project will also develop the mechanism and processes required to allow the SMHA to dependably utilize connections across data systems that will produce accurate and efficient methods for tracking and reporting of shared Outcome Measures across the array of mental health, SMHH, and substance abuse services. Furthermore, the proposed project will enable the inclusion of Performance Measures and Consumer Outcomes specifically for children receiving services provided in a Psychiatric Residential Treatment Facility. | |

| The Kansas Project LAUNCH Initiative enhances the Kansas Early Childhood Comprehensive Systems (KECCS) and develops a parallel system in Finney County-a diverse rural community where 22 languages are spoken in the schools. The state/local focus utilizes a public health approach to address needs of at-risk populations and promote healthy child development. Over 605 families (121 annually) will be served through Parents as Teachers, the Incredible Years, Healthy Families, and mental health consultation. Overall, the program will target 39,000 residents of Finney County. | |

| The Kansas Consumer Advisory Council for Adult Mental Health, Inc. (CAC) proposes to undergo a three-year process that will enhance the existing state-wide consumer network in Kansas, recruit and educate partners in the process of building ownership over these important technologies for the consumer movement, and result in a long-term strategic plan that includes the needs, wants, and dreams of people in recovery. The goals of the project are to enhance relationships (both existing and new), take the lead as the curriculum approval agent and certifying body for certified peer specialists in Kansas, enhance capacity for disseminating information on trauma-informed care (TIC), develop and implement standards for TIC peer support, and involve the broadest possible base of consumer leadership in all proposed activities. The CAC and its membership will, through a series of regionally facilitated meetings and at the CAC's annual meeting, develop consensus on standards for trauma-informed care, peer support services, and systems transformation as a whole. The results of this consensus will be built into the practices and programs of the CAC and included in local- and state-level agreements, contracts, and memoranda between the CAC and its supporters. The CAC's existing network will use available technology to maintain the largest possible network of people in recovery involved in this process. In three years' time, the Kansas consumer movement will be the recognized and practical voice of authority on recovery, transformation, and the tools necessary to achieve and sustain both. | |

The Johnson County Mental Health Center's Family Assertive Community Treatment (FACT) Program will provide Adolescent Community Reinforcement Approach (A-CRA) and Assertive Continuing Care (ACC) treatment to adolescents and transition age youth ages 12-24 in Johnson County, Kansas. The FACT Program will serve clients with co-occurring substance use and mental health disorders and their families/caregivers. The Johnson County Mental Health Center (JCMHC), located in Johnson County, Kansas, part of the Kansas City metro area, offers a wide variety of mental health and substance abuse services, including evidence-based practices, to adolescents and transition age youth. However, there is a significant population of adolescents and transition age youth with co-occurring disorders whose needs are not being fully addressed, either because primary mental health services do not directly address substance abuse, or because traditional substance abuse services do not adequately provide family-focused, individual services. |
