| Wraparound Oregon: Early Childhood (W/O:EC) is a system of care for young children 0-8 who are exhibiting severe emotional and behavioral difficulties. The project represents an innovative partnership between Multnomah Education Service District (MESD) and the local public child welfare authority, firmly supported by families of children with emotional disorders, public and private mental health agencies, and an array of other stakeholders. A primary emphasis will be placed on serving young children and families with child welfare involvement. Systems of care that focus on infants and young children are rare, even though it is clear that intervention in early years can forestall future problems and expense. Using a high-fidelity wraparound planning process, family-driven, collaborative teams will create plans of care that respond effectively to the unique needs of each child and family. | |

| NARA Native Youth Suicide Prevention Project (NYSP) Phase II will serve 800 American Indian/Alaska Natives (Al/AN) ages 10-24 from eight federally recognized Oregon tribes, and Al/AN students at Portland State University by (1) Expanding and strengthening youth suicide prevention networks; (2) Building local capacity for intervening with youth at risk for suicide; (3) Developing youth suicide prevention resources for each community; and (4) Advancing culturally-specific strategies for preventing youth suicide. In 2005, NYSP Phase 1, originally known as No More Fallen Feathers, funded by SAMHSA, was initiated by Native American Rehabilitation Association (NARA) to create a statewide Al/AN youth suicide prevention program amongst a coalition of the Oregon Native American Tribes and the United Indian Students in Higher Education (UISHE) at Portland State University. The focus of Phase I was on assessing needs and community readiness, and laying the foundation for the creation of an effective youth suicide prevention system. The NYSP Phase I succeeded in raising community awareness, mobilizing and training tribal staff arid establishing culturally appropriate prevention activities which are based on protective factors which are known to reduce the risk of suicide. Phase II will build on this foundation. | |

| Oregon's Caring Connections Program will be implemented by the Oregon Public Health Division Youth Suicide Prevention Program in 22 counties and Tribes. The project activities include: a coalition; community awareness campaigns; gatekeeper training; attempt reports by emergency departments to document patient access to community resources after discharge for treatment for a suicide attempt and use of those data to determine the need for outreach; comprehensive high school based RESPONSE program; and evaluation. Suicide is the 2nd leading cause of death among youth. The goal is to reduce suicide among youth aged 15-24.The program is implemented in 22 county and Tribal sites by existing Prevention Coordinators. Site selection is based on four criteria: suicide and suicide attempt rates, letter of intent and finalization of contracting elements. Preference will be given to all nine federally recognized tribes in Oregon. Prevention coordinators will implement gatekeeper training, work with schools to implement RESPONSE, and convene an existing local coalition to implement community awareness campaigns. Emergency departments will report suicide attempts and results of follow up calls, and use those data to determine the need for outreach. The project evaluator will work with the State Advisory Committee to monitor progress and plan for future expansion of program activities statewide. Expected short-term project outcomes include: increased referrals to care, increased linkage to care, decreased barriers to care, increased knowledge among clinicians, crisis response workers, school staff, youth, and lay persons, and increased social support for survivors. | |

Many children experience risk factors for neglect and abuse due to poverty, substance abuse and multiple barriers to care such as lack of parent awareness of services, lack of insurance, and a "medical home." The program will offer long term case management services for a minimum of 20 of the 35 mental health consumers and offers the following evidence based services: supported housing & employment, medication management, Dialectical Behavior Therapy, co-occurring disorders-Integrated Dual Disorder Treatment, and cognitive behavioral therapy. Routine case management includes help in securing permanent housing, coordination of health and psychiatric care. | |

The purpose of the Sober Truth on Preventing Underage Drinking (STOP) Act grant program is to prevent and reduce alcohol use among youth in communities throughout the United States. The STOP Act grant program will encourage existing local community coalitions to develop, assess, and implement effective strategies to prevent and reduce underage drinking. Strategoies may include: changing local attitudes and norms, and re-evaluating existing laws and policies. (1) Grantee must participate in national evaluation activities of the STOP grant program. (2) STOP Grantees must use the Strategic Prevention Framework (SPF), a five step evidence based process for community planning and decision-making. The five step rocess includes: needs assessment, capacity building, planning, implementation and evaluation. (3) STOP grantees must plan and implement a comprehensive approach inclusive of multiple strategies as emphasized in the 2007 Surgeon General's Call to Action to prevent and Reduce Underage Drinking located online at: http://www.surgeongeneral.gov/topics/underage drinking/calltoaction.pdf Emphasis should be given to environmental strategies that incorporate prevention efforts aimed at changing or influencing community conditions, standards, institutions, structures, systems and policies. In addition, grantees must select strategies that lead to long term outcomes. (4) STOP grantees must enhance, not supplant, effective local community initiatives for preventing and reducing alcohol use among youth. For current Drug Free Community grantees, STOP ACT foods can not be used to supplant or replace activities that are presently being supported by Drug Free Comunity funds, and , separate DFC and STOP ACT accouting systems must be maintained for the purposes of reporting. |

Strategoies may include: changing local attitudes and norms, and re-evaluating existing laws and policies. (1) Grantee must participate in national evaluation activities of the STOP grant program. (2) STOP Grantees must use the Strategic Prevention Framework (SPF), a five step evidence based process for community planning and decision-making. The five step rocess includes: needs assessment, capacity building, planning, implementation and evaluation. (3) STOP grantees must plan and implement a comprehensive approach inclusive of multiple strategies as emphasized in the 2007 Surgeon General's Call to Action to prevent and Reduce Underage Drinking located online at: http://www.surgeongeneral.gov/topics/underage drinking/calltoaction.pdf Emphasis should be given to environmental strategies that incorporate prevention efforts aimed at changing or influencing community conditions, standards, institutions, structures, systems and policies. In addition, grantees must select strategies that lead to long term outcomes. (4) STOP grantees must enhance, not supplant, effective local community initiatives for preventing and reducing alcohol use among youth. For current Drug Free Community grantees, STOP ACT foods can not be used to supplant or replace activities that are presently being supported by Drug Free Comunity funds, and , separate DFC and STOP ACT accouting systems must be maintained for the purposes of reporting. |

STEP On-line plans to enhance the current use of MET/CBT and FSN by putting the interventions online, offering them on the evenings as well as weekends, and by offering online Relapse Prevention groups for youth who have finished the MET/CBT intervention but still wish to maintain therapeutic contacts. The outcomes expected of STEP On-line are to: increase rates of long-term abstinence at 6 months, increase the percentage of youth who reduce their frequency of use at 6 months, and to increase the number of youth who complete treatment. The use of web-based services (e-therapy) will reduce the cost of service delivery to the agency and the customer, thereby increasing program capacity and efficiency.
