UPLIFT, a non-profit organization for families of children with emotional,behavioral, and learning disorders, will continue to work to advance Wyoming's system of care for children's mental health through expansion of their organizational infrasturucture, leadership capacity and youth leadership acitivities. UPLIFT is Wyoming's Federation of Families for Children's Mental Health and is partnering with the Wyoming Department of Health to implement activites of the Wyoming SAGE Initiative.
Through funds from this program announcement, UPLIFT"s Family Outreach Program will expand its infrastructure develpment activities to increase their capacity to assist famiies and youth to participate in activities and policy development related to children's mental health and increase the number of Wyoming families and youth who will have the opportunity to become transformative agents of change for children's mental health.

We are modifying our system to expand the collection of the URS tables and NOMs outcome measures. The Data Infrastructure Grant will enable us to collect system level performance measures and client level outcomes and enhance our Quality Leadership process. In addition, we are in the process of implementing a new management information system (MIS). We are also developing and implementing a performance and outcome measurement system to assess client improvement and system performance over time. This project will continue to support our efforts to collect, manage, and report mental health and substance abuse data. We are in the process of adding the capacity to collect the NOMs to understand client level outcomes at the local, regional, and statewide levels.

The overarching mission of the Wyoming Youth Suicide Prevention (WYSP) Initiative is the reduction of suicidal behaviors among the approximately 110,000 Wyoming youth aged 10-24. Emphasis will be placed on stigma reduction, environmental change, and positive community norms. An innovative component of the instant proposal is a plan to utilize the five-step strategic framework model within targeted communities. This process will include local needs assessment, strategic planning, implementation, and program evaluation of comprehensive suicide prevention strategies.The WYSP Initiative comprises five key objectives that directly support the State of Wyoming Suicide Prevention Plan and the National Strategy for Suicide Prevention. These are (1) Statewide Coordination and Leadership; (2) School-Based Initiatives; (3) Community-Based Prevention and Early Intervention; (4) Programs for High-Risk Youth; and (5) Anti-Stigma and Public Awareness. The initiative is supported by an active Wyoming Suicide Prevention Advisory Council (WySPAC), which includes leaders and stakeholders from across the state with a special interest and/or expertise in areas related to youth suicide prevention. WySPAC provides advice and consultation in development, implementation and evaluation of the objectives and programs of the WYSP Initiative. During the grant period, WDH will work closely with an outside evaluator from the University of Wyoming, Wyoming Survey & Analysis Center (WYSAC). WYSAC was created by executive order of the governor as Wyoming's clearinghouse for policy studies and evaluation research and has a proven record evaluating state and federal prevention programs in Wyoming. This includes current evaluations of the Garrett Lee Smith Memorial Act Program at the University of Wyoming.

The "Enhanced University of Wyoming (UW) Lifesavers Initiative" aims to prevent suicide and suicide attempts via a comprehensive, collaborative, and coordinated approach that consists of education, training, outreach, and support. Key components include: (1) A campus-community coalition and networking/infrastructure-building with Wyoming community colleges; (2) Educational strategies targeting the entire UW population; and (3) Gatekeeper trainings. The rural nature of Wyoming, coupled with the cowboy culture of rugged individualism presents challenges in effectively addressing the mental and behavioral health needs of Wyoming residents. Consequently, Wyoming ranks fourth in the nation for individuals committing suicide, with a rate of 17.7 per 100,000 population. Total enrollment on the campus is nearly 10,000 students. Efforts will be focused on training gatekeepers in the following areas: UW student population and particularly military reservists and veterans, students in pre professional and professional health science majors, UW staff and faculty and specifically faculty in health sciences, and gatekeepers at Wyoming community colleges. Specific program strategies include: development of a student-led peer education program (Active Minds); educational seminars and informational materials for students, staff, faculty, and families; a social marketing campaign; gatekeeper trainings; a campus-community coalition; and a conference for Wyoming community colleges. We propose the following outcomes of the Enhanced UW Lifesavers Initiative: 250 Gatekeepers will be trained (5% increase per year of grant). Of those trained, 25% will be students in military reserves, veterans, pre-professional health science majors and professional schools; and 25% will be faculty; 5% increase in new clients at the University Counseling Center reporting suicide risk factors; and 150 individuals will participate in outreach / educational seminars (5% increase per year).

It was created to strengthen collaboration among communities, the Federal Government, and State, local and tribal governments; to enhance intergovernmental cooperation and coordination on the issue of alcohol use among youth; to serve as a catalyst for increased citizen participation and greater collaboration among all sectors and organizations of a community that first demonstrates a long-term commitment to reducing alcohol use among youth; and to disseminate to communities timely information regarding state-of-the-art practices initiatives that have proven to be effective in preventing and reducing alcohol use among youth.

The Tribe will develop a decision making-framework that is data-driven, culturally relevant, and research driven to address program sustainability, effectiveness, and funding issues.
