The Substance Abuse and Mental Health (SAMH) Program of the Federated States of Micronesia (FSM) submits this application in order to enhance and expand the mental health data collecting, compiling, analyzing, and reporting efforts of the FSM National and four State SAMH Programs. The overall goal of the effort is to improve the reporting of complete and accurate SAMH information to those health professionals and others who plan and provide SAMH services to the FSM's residents who are in need of such assistance.

The Federated States of Micronesia (FSM) proposes to use a comprehensive Strategic Prevention Framework model to develop a data-driven, community based substance abuse prevention system for the entire population of 116,800 across its geographically distant islands, which includes the culturally diverse States of Chuuk, Yap, Kosrea and Pohnpei.
