Guam Identifies Families Terrific Strengths (G.I.F.T.S.), Inc., a parent organization formed through the efforts of I Famagu'on-ta (Our Children) Guam's System of Care with Guam's Department of Mental Health & Substance Abuse, aims to provide suppport, advocacy, and training for children with Serious Emotional Disturbances (SED) and their families. G.I.F.T.S. intends to utilize "Gifts to Guam" to build its capacity to more effectively and efficiently facilitate and provide family-driven community-based services.
The island-wide project will target 280 children/youth/young adults, up to age 26 if being serviced by an Individual Service plan, experiencing or at risk for SED and their families participating in Guam's child-serving agencies and I Famagu'on-ta- Guam's System of Care.
The "Gifts to Guam" project will foster collaboration with community partners to provide training and support to enable G.I.F.T.S. to assume a leadership role in providing effective community support services to families/children with SED. a train-the-trainer approach will ensure continued availability of certified individuals to provide services. Through a link to Guams's Get Care website, G.I.F.T.S. will make information regarding services and training readily available.
By training families to provide effective support services and expanding service sites, "Gifts to Guam" will increase the number of families receiving services by 40% to improve the mental health of SED children and maintain the child within the home/community setting.

The University of Guam's Isa Psychological Services Center in the College of Liberal Arts and Social Sciences will further develop and institutionalize a sustainable Campus Suicide Prevention Program addressing student suicide risk through training programs, linkages with community mental health care providers, educational seminars, linkages to local and national crisis hotlines, and informational materials for students and their families.

|
Project Karinu (Loving our Babies) reflects Guam's unique culture in which children, families and relationships are highly valued and the focus of family and community life. Project Karinu will develop, implement, and sustain a system of care that: promotes young children's mental health; prevents disruption in young children's social/emotional development; and provides direct intervention for young children and their families. Project Karinu goals are: (1) to expand Guam's capacity to serve young children, birth - 5, with diagnosable mental disorders, and those children who are at imminent risk for developing these disorders through a public health approach and system of care framework; (2) to provide a comprehensive array of accessible and effective services that are clinically effective and developmentally, culturally and linguistically appropriate; (3) to create and sustain systems change through policy reform, infrastructure development, and the commitment of local funding streams; (4) to provide family-driven, culturally competent individualized service planning and care coordination through a wraparound approach; and (5) to authentically involve families in all aspects of developing, evaluating and sustaining Guam's early childhood system of care.

|
DMHSA with the help of the FY 2007 DIG will establish a web-based system that allows a flow of data on consumers who are jointly receiving services from DMHSA and private providers. It will also expand the scope and include clients receiving services from private providers who received referrals from DMHSA. The FY 2007 DIG will support efforts to integrate planning councils into the data infrastructure system and automate the Client Evaluation of Care project. It is DMHSA intent to automate the process and allow the capture of consumer perception of care through the TIER system. Finally, DMHSA will continue Phase III of the 1st DIG cycle, in order to complete its objectives.

Governor of Guam Felix P. Camacho approved Guam's Focus on Life State Plan for Suicide Prevention and Early Intervention and calls upon his PEACE Council and Guam's State Epidemiological Workgroup to work collaboratively with the Department of Mental Health and Substance Abuse to prevent further suicides. The Guam Police Department (GPD) reported unofficially that for the months of January 1, 2007 through November 30, 2007, twenty-nine (29) deaths by suicide and sixty-one (61) attempts were investigated. Guam endures a disturbingly high rate of suicide among its youth and adult population. Suicide was the fourth leading cause of all deaths on Guam during the period of 1998-2003 (BSP, 2006). This State Youth Suicide Prevention Grant will focus on individuals between the ages of 10- 24 years. All available resources will be leveraged to ensure the successful achievements of this proposal's stated goals and objectives, to include establishment of Guam's suicide surveillance and monitoring system. Studies on Guam's suicide problem are few and sporadic. The island's current system and capacity to uniformly collect, analyze and report data relative to intentional self-harm, suicide attempts and deaths by suicide will be strengthened at a state and community level. Available resources will be leveraged to ensure the successful achievements of this proposal's stated goals and objectives.
