The operational goals of this program are to: provide educational and training services to the college community; train and counsel student clients in effective techniques for managing stress, substance abuse issues, dysfunctional families, and peer relationahips; assist students in developing a positive self-concept; train and counsel student clients in interpersonal skills; organize and implement peer counseling groups; provide an intervention service for those students who are identified as having difficulties dealing with stress, dysfunctional families, peers, and personal and school related adjustments; and facilitate and promote long term counseling for students who are identified as being in need of such service. The management goals of this program are to: develop and maintain links with appropriate outside agencies; organize and implement effective internal and external referral systems; and organize and manage a communication and record keeping system. The program services are provided in four venues: educational services, intervention services, counseling services, and group services.

This system of care shall provide the foundation and impetus for delivering and sustaining effective, efficient, and culturally appropriate mental health services to American Indian children, youth, and their families with serious mental health needs who reside within the 11-county area of northeastern Oklahoma served by the tribe.

The Creek Nation Protecting the Future project shall identify participants, expand the current capacity to serve children, provide a broad array of treatment and support services, and manage care utilizing an individualized treatment plan and intensive case management. Further, this project will act as a catalyst to promote genuine philosophical and systemic change across the current operational health care system. All services and project related activities shall be culturally and linguistically appropriate and will be planned, developed, and evaluated with the full participation of youth and families. American Indian (AT) children and youth, age 0 to 21 years, and their families will be served during the course of this project.

The purpose of this project is to allow the Oklahoma Federation of Families for youth & Children's Mental Health (OFF) to develop a statewide Resource and Referral Center specifically for families with youth and children with severe emotional disturbance and mental illlness, with a special emphasis on developing and supporting family support groups for those targeted familes.
OFF is a family-run organization with a strong Systems of Care orientation, though its embrace includes all communities across the state. This proposal was developed in collaboration with the OFF Board of Directors - comprised primarily of family members - and other advisors.
OFF will use this funding to provide a statwide Resource and Referral Center with a specific aim at familes with children and youth with complex behavioral needs. The center will provide resource and referral services for phone, internet and walk-in clients; assess and develop appropriate training opportunities for families, youth and children, and agency staff; develop new family support groups across the state, and support exiting ones; and initiate a new anti-stigma campaign in Oklahoma schools. It will also develop and implement an outcome measures program in conjunction with the Oklahoma Center for Nonprofits.
OFF will market its services to all families, child-serving agencies and advocacy organizations across the state. It will work hand-in-hand with the Oklahoma Department of Mental Health and Substance Abuse Services and Oklahoma Systems of Care to build our infrastructure and continue to assist families in need.

The University of Oklahoma Health Sciences Center, Department of Psychiatry and Behavioral Sciences will establish and manage the Terrorism and Disaster Center (TDC), a new Treatment and Service Adaptation (TSA) Center, of the National Child Traumatic Stress Network (Network). TDC will focus on improving the standard of care and access to culturally proficient mental health services for children and families affected by mass trauma resulting from terrorism and disasters. TDC will take a leadership role to identify, develop, adapt, evaluate, standardize, and disseminate promising practices in the field of child disaster mental health.

The Oklahoma Systems of Care Statewide Initiative OSOCSI will make systems of care statewide while making significant inroads in decreasing disparity. The ultimate vision is that all Oklahoma's children and youth with serious mental health and co-occurring needs and their families will have access to Systems of Care in the communities of their choices. The OSOCSI will serve children and youth ages 0-21 with serious emotional disturbance, and their families. Special priority will be given for youth ages 16-21 with co-occurring needs who are involved with the juvenile justice and/or child welfare systems. We will serve a minimum of 200 children, youth, and their families annually by the second year of funding, 700 by Year 4, and 1000 by Year 6. All served will have a diagnosable mental health challenge and be at risk of out-of-home and/or out-of-school placement, requiring multiagency interventions.

The Oklahoma Department of Mental Health and Substance Abuse Services will continue to develop the State's mental health service system data infrastructure by accomplishing four goals: completion of full URS and NOMs reporting with the development of a centralized data repository of electronic prescriptions at state-operated facilities; implementation of a Data Integrity Review Team to improve the quality of data; development of dashboard indicator reports utilized by treatment providers, administrators and advocates to aid continuous quality improvement; and development of personal health records that allow consumers to use their behavioral health information to aid in their recovery.

Oklahoma Alternatives to Seclusion and Restraint (OKASAR) Program will develop an infrastructure for change that focuses on creating a trauma-informed atmosphere that supports wellness and recovery for each consumer via improved and sustained training for direct care and administrative staff. Elimination of seclusion and restraint is a priority for the Oklahoma Department of Mental Health and Substance Abuse Services (ODMHSAS). Funds from this grant will be used to suppor t training and organizational changes that reflect an understanding of the complex interactions that occur among service recipients and service providers and the importance of managing these in a respectful manner. Grant activities will improve the sense of safety and well-being of all involved and therefore positively impact treatment outcomes.

Oklahoma's vision for a transformed mental health system is one in which people of all ages and cultures prosper and achieve their personal goals in the communities of their choice. Through comprehensive planning, this proposal will develop a strong, sustainable infrastructure to promote lasting changes across all state agencies, enabling persons with mental illness to access individualized care and support readily. Resilience is woven throughout Oklahoma's history from its proud Native American heritage, to the pioneering spirit of the land runs, to the survivors of the Dust Bowl, and, more recently, the Oklahoma City bombing. Oklahomans have faced tough times and have come through them stronger and with hope for the future. Building on this strength, the state will conduct a thorough needs assessment and collaborate with SAMHSA to develop, implement and evaluate a Comprehensive Mental Health Plan (CMHP) that will enable people with mental health needs to achieve and sustain recovery. A Transformation Working Group (TWG) will develop this plan, which will prioritize strategies to achieve the state's vision. The TWG will include state cabinet secretaries, agency directors, representatives of Native American Tribes and health organizations, people receiving services, family members, advocates, legislators and members of philanthropic and business communities. Designated staff members will work within agencies as transformation agents to facilitate infrastructure and policy changes.

Oklahoma Mental Health Consumer Council, INC., (OMHCC) is establishing a Key Leadership Institute (KLI). The purpose of KLI is to train mental health consumers to be community leaders and subject matter experts in mental healthcare advocacy, to participate in state networking activities, and to act as trainers and leaders for mental health care transformation in the state of Oklahoma. The method of delivery for KLI is to use West Virginia Leadership Academy (WVLA) as the model for operations and curriculum. This model has been shown to improve outcomes of mental health consumers by promoting empowerment, leadership, organizational skill development, citizenship rights and collective advocacy. Objectives to meet these goals include developing consumer representation from various racial and tribal groups, developing students to further determine technical assistance needs and promoting community awareness.

The Oklahoma Department of Mental Health and Substance Abuse Services plans to develop an integrated system of care for persons with co-occurring disorders that is accessible to consumers and their families, culturally competent, and grounded in evidence-based practices. To support this vision, the Department will work to develop, implement, and evaluate a standard protocol for the screening and assessment of persons with co-occurring disorders across mental health and substance abuse treatment settings, and to develop, implement, and evaluate an integrated treatment model that conforms to the best standards of care for persons with co-occurring disorders. To develop the infrastructure necessary to support these goals, the project will build upon existing systems strengths, including training, information technology, the leadership of the Single State Agency, and the active involvement of consumers and their advocates.

The State of Oklahoma proposes to utilize this funding opportunity for the continued provision of the Oklahoma Youth Suicide Prevention and Early Intervention Initiative. Funding for the initiative will be used to implement evidence-based youth (ages 10-24) suicide prevention programs throughout the State of Oklahoma through university, tribal, and community-based contracted providers and through the coordination and implemenation of the state's suicide prevention plan. As a Cohort I grantee of SAMSHA's Garrett Lee Smith Project in 2005, the State of Oklahoma has taken important steps toward the development of a public health infrastructure that is conducive to the prevention of suicide among the youth population. Targeted projects were initiated in three communities, a state university, and a tribal government/ community. Across the state, universities, schools, hospitals, faith communities, public health entities, armed forces, mental health and substance abuse treatment facilities, and other youth-serving agencies received suicide prevention and early intervention training and adopted training and other prevention modalities as part of their institutional protocol. In addition, Oklahoma's Youth Suicide Prevention Council leveraged grant funding to strengthen statewide collaboration and initiate suicide prevention acitivites statewide. Project goals include: Promote public awareness that suicide is a public health problem and is preventable; Implement community-based suicide prevention programs utilizing evidence-based strategies; Implement training for recognition and referral of atrisk behavior for suicide; and Develop strategic partnerships to improve statewide and institutional infrastructure that supports and sustains suicide prevention. The proposed catchment area is the state of Oklahoma and seven communities funded to provide community-based services.

The cultrual appropriateness of the project shall be assured through the active participation of community members, consumers, tribal leaders, tribal members, and highly qualified and experienced native staff who bring their own traditional beliefs and values to the planning, implementation, and evaluation processes.

The purpose of the Sober Truth on Preventing Underage Drinking (STOP) Act grant program is to prevent and reduce alcohol use among youth in communities throughout the United States. The STOP Act grant program will encourage existing local community coalitions to develop, assess, and implement effective strategies to prevent and reduce underage drinking. Strategoies may include: changing local attitudes and norms, and re-evaluating existing laws and policies.
(1) Grantee must participate in national evaluation activities of the STOP grant program.
(2) STOP Grantees must use the Strategic Prevention Framework (SPF), a five step evidence based process for community planning and decision-making. The five step rocess includes: needs assessment, capacity building, planning, implementation and evaluation.
(3) STOP grantees must plan and implement a comprehensive approach inclusive of multiple strategies as emphasized in the 2007 Surgeon General's Call to Action to prevent and Reduce Underage Drinking located online at: http://www.surgeongeneral.gov/topics/underage drinking/calltoaction.pdf Emphasis should be given to environmental strategies that incorporate prevention efforts aimed at changing or influencing community conditions, standards, institutions, structures, systems and policies. In addition, grantees must select strategies that lead to long term outcomes.
(4) STOP grantees must enhance, not supplant, effective local community initiatives for preventing and reducing alcohol use among youth. For current Drug Free Community grantees, STOP ACT foods can not be used to supplant or replace activities that are presently being supported by Drug Free Comunity funds, and , separate DFC and STOP ACT accouting systems must be maintained for the purposes of reporting.

The Cherokee Nation seeks to develop and implement a voucher program titled "Cherokee Nation 'Many Paths' Project" to improve access and increase availability to a comprehensive array of substance abuse treatment and recovery services. The target population is American Indian (AI) adolescents and adults, including both males and females, judged to be in need of substance abuse services. The applicant proposes that approximately 30% of its clients served will be methamphetamine users. The project will build upon three SAMHSA planning grants that have been funded in the region. The proposed project service areas include approximately 20 counties in the northeastern region of Oklahoma and includes the Cherokee, Creek, and Osage nations. The counties are: Adair, Cherokee, Craig, Delaware, Mayes, McIntosh, Muskogee, Nowata, Ottawa, Rogers, Sequyah, Wagoner, Washington, Tulsa, Creek, Hughes, Okfuskee, Okmulgee, and Osage. The cultural appropriateness of the program will be assured through the active participation of tribal leaders, tribal members, community members, and highly qualified and experienced staff who bring their own traditional beliefs and values to the planning, implementation, and evaluation phases of the project. The program seeks to expand capacity by enrolling clinical providers that meet specific certification/licensure criterion. The number of RSS and faith-based providers are unknown but are estimated at 4. The program expects to enroll at least 88 RSS and faith-based providers to ensure choice.

Chi Hullo Li, under the administration of the Choctaw Nation of Oklahoma, seeks SAMHSA funding to expand comprehensive, culturally-sensitive, high-quality residential treatment (Tx), recovery support, and family service. The target population is low-income Native women in Oklahoma who are pregnant or postpartum (PPW) and suffer from alcohol and other drug problems, and their minor children, age 11 and under, who are impacted by the effects of substance abuse (SA). Specifically, the project aims to provide an additional 8-PPW and 16-child beds to clients having limited accessibility to services. Tx tracks for methamphetamine addiction, SA addiction, and physical abuse issues will be offered and a culturally-based Tx protocol for pregnant substance abusers, including those using methamphetamine, will be developed. The program has been operating at 100% capacity for nearly 12 years, resulting in a staff experienced in meth addiction, women's needs, and physical, psychological and emotional needs of their children. The program will provide services to 16 women and up to 32 children annually over three years. Though no specific promising program has been tested for Native women in residential treatment, parenting programs and treatment interventions have been developed through NREP and the TIPS protocols published by SAMHSA. Those treatment elements will be utilized and adapted where possible for use with Native women and their children in the residential treatment environment.

The Creek Nation acting through the tribal behavioral health and substance abuse department seeks to expand the provision of substance abuse treatment services currently offered to American-Indian adolescents who reside within the six targeted communities of the 11 county area of rural northeastern Oklahoma served by the tribe. The purpose of the Creek Nation Honoring the Future Project is to forge a comprehensive, integrated, and community-based substance abuse treatment system. Utilizing the evidence-based CMCA, MET/CBT Models and a Creek Nation culturally-specific life skills curriculum, the project will provide the foundation for delivering and sustaining effective, efficient, and cuturally appropriate substance abuse treatment services to American-Indian adolescents.

Oklahoma Citizen Advocates for Recovery and Treatment Association (OCARTA), an RCO in collaboration with over a dozen community organizations and substance abuse prevention and law enforcement agencies, will implement Sister to Sister, the state's first model of peer-driven substance abuse recovery support services for women in Oklahoma County who have children. This four-year project will serve 580 women in all stages of recovery and their children. Based on extensive 2006 peer survey and focus group work, the project will provide members with: peer-led case management; 1:1 peer mentoring and counseling and support for family reunification (emotional supports); life and job skills training and parenting education (informational supports); and The Recovery Zone, a clubhouse-type environment where members can socialize and access program services in a comfortable infant and child-friendly peer setting. Key to the project will be the provision of childcare and transportation assistance (instrumental supports) to support women's participation in recovery support activities, and family-oriented recreational events demonstrating the quality of "clean/sober" socialization.

The Oklahoma Access to Recovery Program will increase capacity to serve adults in the criminal justice system in need of substacne abuse treatment and recovery support services. OATR targets: 1)females with a history of methamphetamine use, and 2) males with methamphetamine use, and places emphasis on services that address methamphetamine use and aid reintegration into communities. The three year goal of the program is to provide assessment of all individuals leaving the criminal justice system with substance abuse-related problems to determine the need for treatment and/or RSS; provide those with such needs the opportunity to chose a provider of treatment and/or recovery support services from no less than two providers (at least one secular); and engage those with needs in appropriate services that encourage a healthy lifestyle free from substance abuse and crime. Oklahoma will expand the number of non-traditional treatment and RSS providers by a total of approximately 96 by the end of the three-year grant. The OATR program will also assist communities to incorporate evidenced-based practices of treatment and recovery support services specifically for those with methamphetamine use or addiction. The program is planned to be implemented in all 8 regions of the state.
