The Statewide Actions For recovery Project (STAR) being proposed by SC SHARE is a plan for infrastructure change and development that will result in increased capacity in mental health workforce development, the expansion of the peer provider network and policy development that will transform the system of mental health care in South Carolina toward recovery. In collaboration with SC Department of Mental Health, the Mental Health Recovery Center, the Mental Health Association of SC, and the National Alliance for the Mentally Ill in SC the STAR project will infuse person-centered planning into the mental health treatment system. STAR project will also place consumers in employment positions in key administrative positions that serve as the internal management team for the state mental health system.

Our project proposes to build campus partnerships with specific faculty, staff and student organizations to increase knowledge of suicidal issues, assessing student emotional symptoms, and referral skills. The specific target population is college freshmen because they are making the biggest transition to university life. They are a captive audience, 95% live in campus housing, and attention to their mental health is an investment that will accrue through their matriculation at the university. Many students experience the transition of the security of the familiar life at home to unfamiliar university life as stressful and frustrating. Transitional issues include being away from the comforts and structure of home, negotiating new relationships, competing for grades, deciding on a major and career choice, as well as a myriad of other basic life decisions (when to sleep, how much to eat, drink, spend, etc.). This stress from these transitions and decisions can stimulate maturity, however it can become harmful when it is excessive and the student is not able to balance the new life style with existing personal and social resources. The imbalance and stress can lead to feelings of overwhelming depression. Since college life is supposed to be the best years of one's life, for many students' depressive, anxiety, and other psychological symptoms often go unrecognized. Thus too many students never get referred for appropriate treatment. If untreated the depression may worsen leaving the student feeling more isolated and at risk for suicide.

The Federation of Families of South Carolina (FFSC) proposes to coordinate the Statewide Family Netowrk (SFN) project, South Carolina Technical Assistance Center (SCTAC) for Community Family Networks. SCTAC will provide technical assistance statewide to children and adolescents with serious emotional disturbances and their families by making available information, training and support. The FFSC will make every effort to provide services that are culturally and linguistically appropriate to the family. FFSC staff will work to connect family members in communitities with each other to develop Community Family Networks (CFN). Technical assistance will be based on an individual needs assessment of each CFN. As the SFN grant recipient in South Carolina for six years, SCTAC will continue to provide assistance to strengthen the twenty-three existing CFN's. Family members identified by FFSC in new communities will be provided technical assistance in the development of new CFN's. Technical assistance will also be provided to assist networks in making community contacts and developing CFN's that will collaborate with community policymakers and srvice providers.

The FFSC is the only statewide non-profit organization that advocates solely for children, adolescents and their family's mental health needs. The FFSC is the state chapter of the national, Federation of Families for Children's Mental Health.

The South Carolina Department of Mental Health will launch YouthNet, a comprehensive system of care to capture and address the needs of seriously emotionally disturbed children and their families in three counties, Chester, Lancaster and York. YouthNet seeks to develop a broader array of services in its target area, and to integrate these services into a more effective system of care. Lancaster County has the 5th highest rate of child abuse and neglect in our state followed closely by Chester County. All three counties were ranked third highest in the state in the number of people ages 12 and older in need of alcohol or other drug treatment. Catawba Community Mental Health Center has the highest rate in South Carolina of out-of- home placements for child and adolescents with emotional disorders. While faced with significant challenges, these three counties have a strong history of working collaboratively to benefit the population. YouthNet will be created through each county with a local Community Resource Team (CRT) that will have wide representation from a variety of groups including family members and youth. Intensive Family Preservation Services will be developed for 240 families with children under the age of six. There are currently no such programs for families with young children with emotional problems in the state. Multisystemic Therapy, an evidenced-based practice, will be expanded for at least 50 families. Community-based treatment with an emphasis on wrap services will be greatly expanded. A Transition Facilitator will address needs of young adults. Mental health workers will be out-stationed in local schools, public welfare offices, a domestic violence shelter, and with the Catawba Indian Nation. Two Youth Coordinators will increase youth involvement in planning and implementation of appropriate services. An aggressive social marketing program will strengthen outreach and cross agency efforts.

The 2007 South Carolina Mental Health DIG for Quality Improvement endeavors to enhance the efficiency of data reporting, expand the use of data and its value to stakeholders, and refine and complete the data elements needed for reporting NOMs. The three goals of this proposal are: (1) enhancing the mechanisms needed for routine data reporting to the system, (2) expanding the use of data for planning, performance measurement, information sharing and use by consumers and other stakeholders, and (3) refinement of the data for URS and NOMS reporting including assessment of the data for completeness and accuracy and the development of data linkages that would allow for the collection of additional data elements.

The Mental Health Association in South Carolina proposes to implement Project SAFE (Suicide Awareness for Everyone), a suicide prevention program for youth in schools, colleges, substance abuse systems, mental health programs, foster care systems, and other child and youth support organizations. The targeted populations are primarily in rural areas of the state with a higher percentage of African Americans and a higher percentage of Hispanic/Latino individuals than the state average. Project SAFE will provide evidenced-based gatekeeper training for personnel in 80% of secondary schools in the targeted regions and will also provide gatekeeper training for personnel in institutions of higher education, local offices of public welfare and juvenile justice, pediatricians' offices, faith-based organizations, and to foster and adoptive parents.

The purpose of the Sober Truth on Preventing Underage Drinking (STOP) Act grant program is to prevent and reduce alcohol use among youth in communities throughout the United States. The STOP Act grant program will encourage existing local community coalitions to develop, assess, and implement effective strategies to prevent and reduce underage drinking. Strategoies may include: changing local attitudes and norms, and re-evaluating existing laws and policies.
(1) Grantee must participate in national evaluation activities of the STOP grant program.
(2) STOP Grantees must use the Strategic Prevention Framework (SPF), a five step evidence based process for community planning and decision-making. The five step rocess includes: needs assessment, capacity building, planning, implementation and evaluation.
(3) STOP grantees must plan and implement a comprehensive approach inclusive of multiple strategies as emphasized in the 2007 Surgeon General's Call to Action to prevent and Reduce Underage Drinking located online at: http://www.surgeongeneral.gov/topics/underage drinking/calltoaction.pdf Emphasis should be given to environmental strategies that incorporate prevention efforts aimed at changing or influencing community conditions, standards, institutions, structures, systems and policies. In addition, grantees must select strategies that lead to long term outcomes.
(4) STOP grantees must enhance, not supplant, effective local community initiatives for preventing and reducing alcohol use among youth. For current Drug Free Community grantees, STOP ACT foods can not be used to supplant or replace activities that are presently being supported by Drug Free Comunity funds, and , separate DFC and STOP ACT accouting systems must be maintained for the purposes of reporting.

The Children's Council will host the Prevention of Youth Substance Abuse in Rural Communities: Exploring the Gateway of Underage Drinking conference at the University of South Carolina- Lancaster in October 2009. The goal of this conference is to bring together statewide representatives from the field of substance abuse prevention, education, and juvenile justice to facilitate a shared awareness of their intersecting roles in preventing rural substance abuse. The goals, objectives and conference approach are consonant with the parameters of Healthy People 2010, and the Surgeon General's Call to Action on Underage Drinking by focusing on the prevention of substance abuse in rural communities and on how prevention relates to substance abuse treatment and law enforcement.

The South Carolina COSIG project will be a bold initiative to benefit adults with co-occurring mental health and substance abuse disorders. The project is designed to improve recognition, diagnosis, and treatment. System changes will be developed during the first two years of the grant, with pilot projects in the Charleston and Georgetown areas serving as test sites for implementation. Once perfected, these changes will be disseminated statewide during the later years of the grant. Evaluation efforts will continue through all five years to monitor statewide implementation efforts, assess sustainability of the changes, and monitor the expected improvements in client outcomes. The purpose of the pilot initiatives is to test the new methods to see if they are feasible, effective, and efficient.

The Mental Illness Recovery Center, Inc. will provide integrated assertive community treatment to individuals who are homeless with mental illnesses and/or dually diagnosed with a mental illness and a substance use disorder in Richland County, SC. In partnership with the SC Department of Mental Health, the Columbia Area Mental Health Center and the Lexington- Richland Alcohol and Drug Abuse Council, the PRO-ACT team will provide comprehensive community services (outreach, case management, mental health and substance abuse treatment, services and psycho social rehabilitation).

Quality Moves is a vehicle for change in South Carolina and an opportunity to demonstrate that we can reach out to those in need of substance abuse treatment and support their recovery. By year 3, the Department of Alcohol and Other Drug Abuse Services (DAODAS) and all 33 local substance abuse treatment providers will be using the model recommended by the Network for the Improvement of Addiction Treatment (NIATx). Our goal is to increase access and retention, remove the barriers to cost efficient and effective treatment, and reengineer systems to increase demand for services. The outcomes for Quality Moves are simple: we will increase admissions statewide, reduce wait times for admission and treatment, reduce no-shows, and increase continuation rates in treatment using a phased implementation approach with local substance abuse treatment providers.
