The State DIG funds will be used by the West Virginia Department of Health and Human Resources to expand use of electronic medical records by comprehensive behavioral health providers throughout the State. Additionally, funds will be used to improve data quality and implement the NOMS as provider performance measures. The project will be statewide, include all populations and be known as the West Virginia Data Infrastructure Grant for Quality. The project will leverage the existing reporting capacity which is sufficient to provide data for all NOMS and develop similar measures of performance at the provider level.

|
'Strength Builders' is a quality improvement program developed by the Youth Health Service, Inc., of Elkins, West Virginia, as a National Child Traumatic Stress Initiative, Community Treatment and Services Center. The goals of Strength Builders are to improve the mental health status of children and adolescents who have experienced complex trauma and to improve community practices and collaborations for the care of traumatized children and adolescents. An array of trauma-specific best practices is integrated into an already broad range of resiliencebuilding, prevention, early intervention and treatment mental health services for children (ages 2-17 years) and their families. These services are offered in a community outpatient setting. The program enhances local expertise in trauma-focused outreach, diagnosis and care by infusing evidence-based interventions for children suffering from post-traumatic stress or post-traumatic stress symptomology and traumatic grief. Training, public education and community collaboration are combined to create an environment that supports and sustains the delivery and use of effective best practices for trauma-focused treatment and care services. The program builds on the expertise, training and resources available through the National Child Traumatic Stress Network and expands the reach of the Network into the Appalachian Highlands where poverty, child maltreatment and other forms of child and adolescent trauma are prevalent.

West Virginia's ASPEN project proposes to serve youth in Kanawha County schools by providing a mobile quick response team and awareness training to students, faculty, and staff regarding the signs and symptoms of suicidal behavior. ASPEN will increase access to clinical services for children and adolescents; increase awareness of the impact of risk factors on suicide among educators, mental health and substance abuse counselors, foster care, and the juvenile justice system; provide awareness training for signs of suicide and suicidal tendencies; conduct train-the-trainer sessions to increase the pool of qualified trainers to provide awareness training for the networks of child serving agencies; organize a network of support for survivors and parents of youth who have attempted suicide; and increase the number of child serving agencies and organizations that routinely screen for suicidal thoughts and tendencies.

The two largest cities in West Virginia are collaborating to SHAPE the future of chronic homelessness in the area. The SHAPE project places one supportive services team in each city with one common goal: the responsibility of moving chronically homeless individuals and homeless families into permanent housing and providing therapy and/or the culturally competent individualized support services they need to stay there. The SHAPE project proposes to serve 80 unduplicated chronically homeless individuals or homeless families per year for a total of 400 over the life of the award. The average age of the chronic population to be served is between 36 and 53 years of age. The majority of the chronic population is Caucasian, Appalachian males who are unemployed and report dropping out of school before the 12th grade.

The Prosecuting Attorney's Institute will host the "Drug Endangered Children: Meth and Beyond" conference which will bring together local stakeholders who impact the lives of West Virginia's (WV) drug endangered children. This three day conference is anticipated to occur September 3-5. The conference will provide information for local community members, state agencies, faith-based organizations, educators, law enforcement professionals, legislators, medical professionals, behavioral health treatment providers, parents and others who are impacted by the drug endangered children of the state. Topics include information on the key drugs impacting youth in WV, adn understanding the hazards that result from drug abuse such as child neglect, family violence, sexual abuse of children, exposure to toxic chemicals and fires and explosions. It is estimated that 300 conference attendees from at least 40 of WV's 55 counties will participate in the conference.

The Strategic Prevention Framework State Incentive Grants are used to advance community-based programs for substance abuse prevention, mental health promotion, and mental illness prevention. The SPF SIG implements a five-step process known to promote youth development, reduce risk-taking behaviors, build on assets, and prevent problem behaviors. The five steps are: (1) conduct needs assessments; (2) build state and local capacity; (3) develop a comprehensive strategic plan; (4) implement evidence-based prevention policies, programs and practices; and (5) monitor and evaluate program effectiveness, sustaining what has worked well.
These grants will allow the programs to provide leadership, technical support and monitoring to ensure that participating communities are successful. The success of the grants will be measured by specific measurable outcomes, among them: abstinence from drug use and alcohol abuse, reduction in substance abuse-related crime, attainment of employment or enrollment in school, increased stability in family and living conditions, increased access to services, and increased social connectedness.
West Virginia will use the grant to complete and implement a comprehensive system that will allow the state to: 1) better coordinate alcohol, tobacco and other drug prevention funding; 2) improve the overall quality of prevention programs and the state's prevention workforce; and 3) increase the availability of prevention services to communities statewide.

The West Virginia SBIRT is a collaboration between four community-based comprehensive behavioral health centers and 18 rural community-based health care clinics. The population is rural Appalachian men, women and children ages 12 and over who are patients at these sites. The model is to screen 100% of patients at these sites for a total of 260,000 screens over five years. Those screening positive will immediately see a licensed clinician who conducts further screening and identifies the level of care needed. The goals are to increase access to substance use treatment in rural or medically underserved areas; reduce the use of drugs and alcohol and increase abstinence through SBIRT intervention; improve related client outcomes in areas such as criminal justice and reduced medical services use; identify and develop statewide policy changes to increase access to substance abuse treatment; and develop a sustainability plan for the continuation of SBIRT.

STARS is a school-bases substance abuse treatment, wrap around program developed for the purposes of improving the likelihood that substance abusing adolescents will become successful members of society. The project focuses upon one of the most rural and impoverished areas of West Virginia and proposes to serve students from one High School (Tolsia) and two feeder middle schools (Fort Gay and Crum). The STARS project team will serve 48 students per year for a total of 144 students over the life of the award. In addition to serving the adolescents, the project is also designed to serve their respective families with home-based services. Specific services provided by STARS for students and their families include school bases substance abuse treatment services utilizing the ACRA treatment model; case management services in the home utilizing the proven ACC model; and replacement activities, which are intended to utilize community resources as well as expose participants to new cultural events. Adolescents will be engaged in the program for 12-14 weeks of intensive therapy while case management services are being provided to the participant and the family. Referrals and other services will be provided according to the individual and family need. Community stakeholders have joined forces and have agree to actively serve on the STARS steering committee to guide the project. Parents, principals, the Superintendent of the Wayne County Board of Education, the Wayne County Sheriff, the Wayne County Chief Probations officer; Valley Health Systems, faith-based organizations, and DHHR, in addition to the Safe and Drug Free Schools Program and the West Virginia Prevention Resource Network have all joined forces with the project.
