Indiana Federation of Families for Children's Mental Health (IFFCMH)'s project will enhance existing statewide family support networks and promote the development of new networks in the State of Indiana.

IFFCMH is proposing to contiue enhancing and developing a statewide infrastructure of family members. Through this infrastructure, IFFCMH will accomplish its goals and objectives by disseminating information, providing emotional support and assistance, mentoring family members to participare in policy and planning groups, training police officers, facilitaing confernce workshps for mental health professionals, and implementing a youth leadership project.

The Indiana Cares Youth Suicide Prevention Project builds on current and prior work by the Indiana Suicide Prevention Council (ISPC) and the Indiana University-Purdue University Fort Wayne (IPFW) Behavioral Health and Family Studies Institute in planning and implementing programs and collaborations for youth suicide prevention and intervention for the state of Indiana. Goals include building infrastructure to expand and coordinate resources available to Indiana communities for youth suicide prevention; developing broad-based support and capacity for youth suicide prevention; assuring that persons responsible for state and local youth suicide prevention efforts have skills in cultural competence that will allow them to effectively engage and collaborate with all Indiana populations; and promoting efforts to reduce access to lethal means and methods of self-harm among youth at risk for suicide. This project will allow expansion of current programs and the addition of new programs, oordinated by a Youth Suicide Prevention Technical Assistance Center. Grants will be given to Indiana communities to increase their capacity to provide prevention programs. Statewide gatekeeper training will be provided through the ASIST, QPR and Frameworks programs. Lethal access education will be provided through the CALM program. State and community prevention council members and other persons in youth-serving organizations will receive cultural competency training. Awareness will be raised about the link between gambling and suicide. The focus population for outcomes is youth of Indiana ages 10-24. The catchment area is the state of Indiana, especially those areas with greater numbers of youth deaths by suicide and areas with increased minority communities. Youth who gamble will also be a focus of the project.

Funds will be used to (1) implement and strengthen annual data collection and reporting for URS and NOMS measures and fully adopt all standard federal definitions, (2) improve data quality by advancing the existing quality control measures and by collaborative quality efforts with providers, (3) improve state and local IT infrastructure for improved reporting and planning, including training to state staff to improve IT skills, (4) improve dissemination and understanding of reports for use in planning, working, (5) to support the federal initiative for client level data collection, and (6) begin exploring the feasibility of Electronic Health Records within the Indiana mental health system. An additional DIG supplement in 2009 will provide data analyses for the PHQ-8 Module on depression prevalence in the state implemented through the CDC's BRFSS survey.

Indiana will utilize grant funding to reduce the incidents of seclusion and restraint at two State Operated Facilities that treat youth ages 5-18. The grant will reach youth from across the State who are served in either Evansville Psychiatric Children's Center, Evansville, Indiana or Richmond State Hospital, Richmond, Indiana. Both facilities will utilize the State Incentive Grant to Build Capacity for Alternatives to Restraint and Seclusion to implement seven major activities:
1) Establish a Performance Improvement Team to review policies and procedures and oversee the implementation and evaluation of grant activities.
2) Train Evansville staff in the "Roadmap" curriculum. Richmond staff has already been trained and will assist in the training of Evansville.
3) Participate in Technical Assistance on Trauma Informed Care provided by the National Center for Trauma Informed Care.
4) Contract with the Girls and Boys Town National Resource and Training Center (NRTC) to evaluate the needs and infrastructure of both sites, develop a plan of action and implement strategies to reduce incidents of seclusion and restraint based on the Psychoeducational Treatment Model (PEM).
5) Participate in Cultural Competency Training.
6) Improve utilization of videoconferencing capabilities available at both facilities for increased family participation in treatment and for collaboration between facilities in grant activities.
7) Implement physical modifications to the facilities to further develop "comfort rooms" or "stress-free zones".
Through these grant activities, Richmond State Hospital and the Evansville Psychiatric Children's Center will make major progress towards the ultimate goal of provided seclusion and restraint-free treatment. This funding is critical to RSH and EPCC as both facilities currently experience incidents of seclusion and restraint that are much higher than the national average for this population.

It was created to strengthen collaboration among communities, the Federal Government, and State, local and tribal governments; to enhance intergovernmental cooperation and coordination on the issue of alcohol use among youth; to serve as a catalyst for increased citizen participation and greater collaboration among all sectors and organizations of a community that first demonstrates a long-term commitment to reducing alcohol use among youth; and to disseminate to communities timely information regarding state-of-the-art practices initiatives that have proven to be effective in preventing and reducing alcohol use among youth.

Empowering School Communities was awarded a $50,000 Sober Truth of Preventing Under-aged Drinking (STOP Act) FY 2009 grant by the Substance Abuse and Mental Health Services Administration (SAMHSA). The Coalition services Allen County, IN, with a population of 349,500.

The goals of the Coalition are to: (1) establish and strengthen collaboration among the Empowering School Community's partner organizations in support of the community's effort to prevent and reduce substance abuse among youth; and (2) reduce substance abuse among youth in Allen County, IN, and, over time, among adults by addressing the issues in our community that increase the risk of substance abuse and promoting the factors that minimize the risk of substance abuse.

The Coalition will achieve its goals by implementing these strategies: (1) surveying Alcohol, Drug, and Tobacco Risk Behaviors of 18,000 of 29,000 6th to 12th grade students by Indiana University's Indiana Prevention Resource Center (IPRC); (2) mobilizing cross-sector "No Alcohol No Drug" (NAND) groups in each of 16 high school communities for review, planning, collaboration, and action purposes; and (3) informing the community at-large of the scope of the problems and potential solutions for under-aged drinking and drug use.

The Damien Center will expand current outreach efforts to prevent and reduce the onset of SA and HIV transmission among racial and ethnic minorities that have been released from prison or jail within the past two years.

The program will provide brief interventions, provide literature to support behavior change, ensure access to drug treatment, provide HIV counseling and testing, and access to medical and social services. Motivational Interviewing Techniques, SISTA and VOICES/VOCES and SBIRT, all evidence-based interventions will be used.

The project will serve 3,000 unduplicated individuals through outreach, 750 individuals through evidence-based interventions and will refer 75 individuals to SA treatment programs over the 5-year grant period.

Transitions is an accredited residential treatment program that provides a continuum of care to addicted women and their minor children. The program seeks SAMHSA funding to expand services to address addiction, promote parenting, and teach life skills with the goals of self-sufficiency and family reunification. The program will serve 54 pregnant/postpartum women (PPW), 75 minor children, and 54 fathers/extended family members over three years. Participants will be low-income, have limited access to quality health services, be African- American, Hispanic and Caucasian, single parents, have less than a high school education, have a co-occurring diagnosis, be trauma survivors, and meet the criteria for homelessness at admission. Culturally-specific services for women, minor children, and family members are addressed on an individual basis and as a family unit. Treatment is provided in coordination with other community providers and includes recovery support; social services; family services; child care; parenting education; behavioral/mental/medical health services; education; employment skills; and home-based case management. Evidence-based programs integrated into this comprehensive service delivery system include A Woman's Path to Recovery (based on A Woman's Addiction Workbook); Living in Balance; Seeking Safety; Network Therapy; and The Nurturing Program for Families in Substance Abuse Treatment and Recovery. Clients attend face-to-face groups four times a day, three 12-steps meetings a week, and participate in both individual and family therapy. Continuing care is provided through Community Housing which is offered as Phase II of the program.

Indiana ATR will expand the State's treatment system in 7 specifically selected counties to include recovery support services, creating a continuum of care that significantly improves outcomes for clients. Clients will receive vouchers to obtain services at the provider of their choice. ATR will provide a system to identify recovery support service needs of addicted clients to assist them in identifying available services, and to facilitate their access to services. The ATR target population are people recently released from the criminal justice system, pregnant women and women with children, and users of methamphetamine.

The Indiana University School of Medicine (IUSM) proposes to integrate SBIRT into Indiana's health care system to improve the health of the large number of adolescents and adults at risk of substance abuse disorders. The goal is to train physicians to provide SBIRT and promote systemic change in residency programs through the integration of SBIRT into the curriculum on a long term basis. The ultimate goal is to place curriculum in medicine, medicine-pediatrics, pediatrics, family medicine, emergency medicine and ObGyn residencies. Collaborating groups will include the Indiana Prevention Resource Center to optimize special populations' dissemination; the Midtown Community Mental Health Center to train faculty and residents in motivational interviewing and link referrals to substance abuse treatment providers; and Drug Free Marion County serving as advisor to the practical application of SBIRT in the community. Over five years 600 residents from all areas will be trained.

The Indiana Department of Correction (IDOC) and the Division of Mental Health and Addiction (DMHA) are working together to implement a viable solution to reduce recidivism by addressing substance abuse and co-occurring disorders in an underserved region of the state. The proposed project; CARE (Community and Reentry Enhancement) will provide comprehensive, intensive, evidence-based services to individuals targeted from six Indiana counties: Bartholomew, Monroe, Orange, Crawford, Harrison, and Washington. The identified county service areas are based on four factors: (1) there are no Reentry Courts located in the south-east or south west regions of Indiana; (2) counties are not currently part of the SAMHSA Access to Recovery Grant (3) counties lack infrastructure to support offender reentry initiatives; and (4) counties are suffering high unemployment and crime rates which contribute to recidivism. Referrals for the project will come from the IDOC. Offenders will be adult males or females, identified as having a chronic addiction, who are returning to the identified target counties. The purpose of CARE is to provide integrated substance abuse and co-occurring treatment to individuals leaving the IDOC who are returning to communities who have higher then IDOC recidivism rates and need assistance leveraging and identifying existing resources and gaps in service delivery. This project will be accomplished through a collaborative effort with the DMHA, and the IDOC which includes Parole and the Community Correction Section, the Office of Faith Based Initiatives, Centerstone and Centerstone Research Institute.

South Central Community Mental Health Centers, Inc. DBA Center for Behavioral Health (CBH) Substance Abuse Treatment and HIV Services will expand and enhance access to structured, culturally competent care for 400 adults over the 5-year project period. The target population is primarily African-Americans, Asians, Hispanic/Latinos, and other ethnic/racial groups. In addition, the proposed project will target MSMs and ex-offenders released from prisons and jails within the past two years, and who are abusing substances and at-risk for HIV/AIDS. The project will use the evidenced-based Integrated Dual Disorders Treatment (IDDT) Model, and will serve 11 counties in South Central Indiana. Using the IDDT Model, CBH will provide intensive outpatient therapy, including individual and group counseling, intensive case management, and aftercare. In addition, the project will provide comprehensive community outreach and education, assessments, psychiatric evaluations, health screenings including rapid HIV testing on all participants, as well as referrals for primary care as needed.
