SAMHSA is Accepting Grant Applications for HIV and Substance Abuse Programs to Help At-Risk Racial and Ethnic Minority Populations

The Substance Abuse and Mental Health Services Administration (SAMHSA) is accepting applications for up to $54 million over 5 years in cooperative agreements (grants) to provide integrated substance abuse and HIV/AIDS prevention services to at-risk minority populations.

These grants, referred to as the Ready-To-Respond Initiative (RTR), are available to previously-funded grantees under Substance Abuse, HIV, and Hepatitis Prevention for Minority Populations and Minority Reentry Populations in Communities of Color (Request for Applications or RFA No. SP-05-001). Other entities may be eligible to apply for SAMHSA’s HIV Capacity Building Initiative (SP-10-004) grant program, to be announced at a later date.

The Ready-To-Respond Initiative is designed to prevent substance use among high-risk minority populations and reduce the incidence of new HIV infection. The goal of the program is to engage experienced community-level domestic public and private nonprofit entities in preventing and reducing substance abuse and new HIV infection among at-risk racial and ethnic minority populations in underserved communities affected by these problems. The grants will be awarded by SAMHSA’s Center for Substance Abuse Prevention (CSAP).

The RTR program builds on previous accomplishments of SAMHSA/CSAP Minority AIDS Initiative grantees in developing a comprehensive strategy for substance abuse and HIV prevention. Grantees will be expected to provide HIV testing and use evidence-based HIV and substance abuse prevention practices.

A total of 36 grant awards of up to $300,000 per year will be made to each grantee for up to five years. Annual continuation awards will depend on the availability of funds, grantee progress in meeting project goals and objectives, timely submission of required data and reports and compliance with all terms and conditions of awards.

WHO CAN APPLY:  Applicants are limited to grantees previously funded under SAMHSA/CSAP’s RFA no. SP-05-001 Substance Abuse, HIV, and Hepatitis Prevention for Minority Populations and Minority Reentry Populations in Communities of Color. SAMHSA is restricting eligibility to these grantees because of their demonstrated success in implementing the Strategic Prevention Framework and combining evidence-based substance abuse prevention programs with evidence-based HIV- prevention programs to achieve robust outcomes. Those not eligible for these awards may be eligible to apply for SAMHSA’s FY 2010 HIV Capacity Building Initiative RFA No. SP-10-004.
