“This Technical Assistance Publication (TAP) isn’t the first to address substance abuse treatment in rural areas,” said Ali Manwar, Ph.D., a social science analyst in the Division of State and Community Assistance at SAMHSA’s Center for Substance Abuse Treatment (CSAT).
