| The consumer network of Alabama Consumer Empowerment and Supports, Inc. proposes to develop quality outcome based training program for the consumers of Alabama. In an effort to strengthen consumer organizational relationships, the agency will promote consumer skill development with emphasis on advocacy and leadership. Alabama consumers continue to express desire to have an organized presence in Alabama. The applicant organization plans to develop and implement training programs that will address needs of rural and urban communities. Trainings will be based on best practice approaches to educating consumers on the history of disability, health insurance, medicine, transportation, housing and employment; administrative issues such as team building, the structure of mental health services in Alabama, strategic planning; and consumer specific issues of consumer rights, family movement and effective communication. Graduate of the training program will perform lead roles on community projects to develop a consumer council. Each community leader will complete an evaluation to assess program development and barriers encountered during the process. An Advisory Committee consisting of consumers and professionals will be established to evaluate the program every six months. | ||

ASC currently provides case management and counseling and intends to use this initiative to increase mental health services to include onsite psychiatric evaluation and psychopharmacologic treatment of clients. The AIDS Services Center was founded as a community-based organization in 1987 and opened a volunteer medical clinic in 1990. | ||

| This project will continue the State's effort to build infrastructure to collect data and report the remaining Mental Health Block Grant Uniform Reporting System Developmental Measures. Grant efforts will focus on (1) local provider training to improve data quality, (2) implementation of web-based technology using DS2K + data standards to collect, report, and improve accessibility of data, and (3) strengthening internal and external database linkages. Project outcomes will include consistent data definitions, timely capture of data, improved measure of service outcomes and client change, improved data quality, and enhanced ability to analyze and report on developmental measures such as school attendance, school performance, and involvement with the criminal justice system. The project outcomes will be evaluated based on the ability to produce the data required for URS and other desired reporting. The project will also be evaluated in terms of its ability to produce data that is useful to and is used by system stakeholders. | ||

| Aletheia House, a community-based nonprofit organization, will plan integrated HIV and substance abuse prevention services for African-American men, ages 20 to 34, who are returning to Jefferson County, Alabama, from prison. One in fifteen of Alabama's African-American men in the age group is incarcerated. In Alabama, African-American men have the highest rate of HIV infection with a rate (68.7 per 100,000) which is six times higher than the infection rate of white men (11.1 per 100,000). Men returning from prison are at a very high risk for HIV infection and/or substance abuse, especially since a majority of Alabama's inmates are substance abusers. The project will use an advisory committee that will include African-American ex-offenders to develop services that are effective and culturally relevant to the target population. Planning activities will include focus groups, interviews with experts, assessment surveys, literature reviews, interviews with offenders inside and outside prison, and visits to successful prevention programs in similar communities. The final stage of the planning process will be the development of a strategic implementation plan that will be submitted to CSAP and other funding sources. | ||

| The Getting Stronger project in Birmingham, AL has received a 5 year Strategic Prevention Framework (SPF) grant to provide substance abuse prevention and HIV and Hepatitis prevention services to minority populations and minority reentry populations. The grantee will conduct an in-dept assessment of the needs of minorities in the Birmingham area. Based on the assessment, the project will select the target population that is in greatest need and services will include: outreach, screening (including rapid HIV testing), pre/post test substance abuse and HIV counseling, education and prevention interventions, referrals to appropriate medical treatment, counseling and supportive services for clients who are confirmed to be HIV postive, referrals to counseling for persons who have previously tested negative to decrease their risk to acquiring HIV, and referrals to hepatitis A and B immunization services. The grantee will include services designed to meet the special needs of minorities who are returning to the community from prison. | ||

By carrying out appropriately resourced assessment, the project will manage the multiple eligibility and admissions criteria of the existing multiple service systems. The project expects to serve about 50 people from a mostly poor rural population in Northeast Alabama. Mountain Lakes will provide outpatient counseling. | ||

| We serve a small county with approximately 77,000 in our catchment area, we serve a large number of clients who are addicted. Cullman County is a predominately rural county and has a very high level of addiction to and abuse of Crystalmethamphetamine, as well as other drugs and alcohol. We serve low income and no income persons, both in the court system and those not yet identified by the legal system, who are seeking to find a way to clean up their lives, to gain sobriety, and to become contributing members of society again. We have a small state contract for treatment of substance abuse and an even smaller contract to assist in serving those in the Drug Court system. Each year we serve more and more people and have to limit our ability to serve others because of the state's financial condition. Last year we serve 388 persons in this county ranking us as 12th in the state in number of persons served. We could easily double the number of persons assisted in we had the dollars to fund the services rendered. | ||
