This grant will provide funding for the crisis counseling Regular Services Program in response to the mental health needs of those affected by the impact of Tropical Storm Jeanne which caused severe floods in the Commonwealth of Puerto Rico in the fall of 2004. The program will provide access to crisis counseling to approximately 14,000. The combined number of FEMA registrants for the disaster is 28,000. With about 20 staff members, the project will have 5 crisis counseling teams comprised of outreach workers and trained counselors, plus a commonwealth-wide hotline "Linea Paz" to assure ready access to services. Covering 21 municipalities, the assistance plan will place special emphasis on economically distressed families, youth who are experience ongoing disaster fears, and older adults who are functionally illiterate and feeling vulnerable. Special populations targeted include: families who have lost a loved one, or who were injured, children and adolescents, elderly survivors and first responders.

Under the Mental Health and Anti-Addiction Services Administration (MHAASA), the Puerto Rico Mental Health Initiative for Children (PR/MHIC) is directed to developing a culturally competent system of care (SOC) for Hispanic children with SED and their families in the Llorens Torres Housing Project in San Juan, and the rural municipality of Gurabo. The proposed six-year project will integrate representatives of the Puerto Rico Departments of Health, Education, Family, Juvenile Justice, Ombudsman for Persons with Disabilities and Juvenile Institutions with community and family-run groups such as the Independent Leaders Pro-Welfare of Llorens Torres and community-based organizations such as the Gurabo Community Health Center to form a governing board that will also include youth and parents of SED children.

This project will continue the State's effort to build infrastructure to collect data and report the remaining Mental Health Block Grant Uniform Reporting System Developmental Measures. Grant efforts will focus on (1) local provider training to improve data quality, (2) implementation of web-based technology using DS2K + data standards to collect, report, and improve accessibility of data, and (3) strengthening internal and external database linkages. Project outcomes will include consistent data definitions, timely capture of data, improved measure of service outcomes and client change, improved data quality, and enhanced ability to analyze and report on developmental measures such as school attendance, school performance, and involvement with the criminal justice system. The project outcomes will be evaluated based on the ability to produce the data required for URS and other desired reporting. The project will also be evaluated in terms of its ability to produce data that is useful to and is used by system stakeholders.
     

Center for Substance Abuse Prevention

The grantee will: (1) reduce substance abuse among youth and over time, among adults by addressing factors in the community that increase the risk of substance abuse and promote factors to minimize the risk of substance abuse; (2) establish and strengthen citizen participation and collaboration among communities, nonprofit agencies, and federal, state, local, and tribal governments to support community efforts to deliver effective substance use prevention strategies for youth; (3) use the Strategic Prevention Framework of evidence based prevention strategies to assess needs, build capacity, plan, implement and evaluate community prevention initiatives; and (4) assess and report on the effectiveness of community prevention initiatives to reduce age of onset of any drug use, frequency of use in the past 30 days, increased perception of risk or harm, and increased perception of disapproval of use by peers and adults.
     

Center for Substance Abuse Treatment

To develop and implement a community based substance abuse and HIV/AIDS outreach program. The total number of clients to be recruited is 400 women. The program will use outreach to target women from the Latino population.

Lucha Contra el SIDA, Inc. (LCS) is a non-profit, tax-exempted, community-based organization that provides biopsychosocial supportive services, permanent housing and employme nt to people living with HIV/AIDS, and those related to them, as well as to medically- indigent, substance abusers and homeless individuals.

The Caribbean Basin ATTC provides state-of-the-art addiction education and training programs to health care professionals, territorial and local governments, and community organizations in Puerto Rico and the U.S. Virgin Islands. The majority of the population served by this site is Hispanic/Latino and provide a unique site for designing and adapting culturally appropriate education and training programs for these populations. The science to services initiatives of this ATTC provide resources for all 14 Regional ATTCs to use with Spanish speaking populations.
