This project will continue the State's effort to build infrastructure to collect data and report the remaining Mental Health Block Grant Uniform Reporting System Developmental Measures. Grant efforts will focus on (1) local provider training to improve data quality, (2) implementation of web-based technology using DS2K + data standards to collect, report, and improve accessibility of data, and (3) strengthening internal and external database linkages. Project outcomes will include consistent data definitions, timely capture of data, improved measure of service outcomes and client change, improved data quality, and enhanced ability to analyze and report on developmental measures such as school attendance, school performance, and involvement with the criminal justice system. The project outcomes will be evaluated based on the ability to produce the data required for URS and other desired reporting. The project will also be evaluated in terms of its ability to produce data that is useful to and is used by system stakeholders.

Through the ACTION for Kids Project, Arkansas Division of Behavioral Health (DBH), working with other state and community agencies, youth and their families, will develop an integrated community-based, system of care (SOC) for children with severe emotional disorders (SED) and their families living in Craighead, Mississippi, Lee and Philips counties of eastern Arkansas. The target area for the ACTION for Kids Project is a region of contrast and diversity. This region contains an affluent metropolitan community juxtaposed to some of Arkansas's poorest Mississippi River Delta counties. It is home to approximately 4700 children with SED for whom services are often non-existent or located at great distances from their homes and provided through varied and disconnected systems. ACTION for Kids Project: will develop a comprehensive SOC for children/youth with SED and their families; and, ensure meaningful family involvement in all aspects of the SOC. The Division of Behavioral Health will provide the leadership at the state and community level. Project development will be managed through partnerships with two contracted mental health centers.

The University of Arkansas will invite expand participation to include the general public, particularly women of childbearing ages, in its 23rd Annual Perinatal Conference. The Spring 2007 conference in Little Rock will increase awareness of maternal mental health and substance abuse, perinatal and postpartum depression. Based on previous years, about 300 attendees are expected.

Arkansas was awarded a State Incentive Planning and Development Grant (SIPDG) in October, 2003 to enhance the capacity and collaboration of State agencies to provide a comprehensive, outcome -and research-based prevention system, comprising state-of-the-art monitoring and evaluation components to ensure sustainability and effective services. Building on lessons learned from its SIPDG, Arkansas successful won a five-year Strategic Prevention Framework State Incentive Grant (SPF SIG in July 2005. The purpose of the Arkansas SPF SIG is to prevent the onset and reduce the progression of substance abuse through the lifespan; reduce substance abuse-related problems in communities; and build prevention capacity and infrastructure at the State and community levels. The major effort in building community capacity has resulted from State Incentive Grant funds supporting the training of local coalitions. Additionally, under the direction of Governor Mike Huckabee, and building upon the SIPDG Advisory Committee, Arkansas established an expanded Advisory Committee consisting of representatives from the Governor's Office and approximately 30 State agencies and other prevention stakeholders. The Data Collection and Needs Assessment component of the Arkansas SPF SIG is designed to provide State agencies and local coalitions with the infrastructure and supporting data needed to conduct annual State and local community prevention needs assessments, creating a continuum of community resources, capacity, and readiness. The State is currently developing a SPF SIG State strategic prevention plan, using data for planning and making informed decisions to ensure that the State and communities develop an effective and sustainable prevention system.

University of Arkansas for Medical Sciences (UAMS) proposes to collaborate with multiple partners to expand the capacity of the UAMS/Arkansas Center for Addictions Research, Education, and Services (Arkansas CARES) to provide evidence-based services to low-income pregnant and postpartum women with a substance abuse disorder or co-occurring substance abuse disorder and mental illness, and their families, including children and partners. The three goals of the project are: (1) Increase accessibility to treatment services for the target population, particularly women who may be impacted by "Garrett's Law"; (2) Improve outcomes for pregnant and postpartum women and their families through the provision of a comprehensive continuum of evidence-based services; and (3) Sustain the expanded and enhanced services after the end of SAMHSA grant funding. Multiple strategies will be used to increase accessibility and availability of treatment to the target population. UAMS will expand the existing residential treatment program to add an additional 10 family treatment slots and to include pretreatment outreach and case management to the target population. To improve family outcomes through the use of evidence-based interventions, UAMS will enhance the existing comprehensive residential treatment services with the Integrated Dual Diagnosis Treatment (lDDT) model to more fully address the needs of dually diagnosed women and their families. Outcomes from this project will be used to apply for public/private individual and joint funding opportunities among substance abuse, mental health, child welfare, and dependency-neglect agencies in central Arkansas. UAMS proposes serving 40 new pregnant and postpartum women each year and providing supportive services to those women after residential treatment for up to 3 years.

Substance abuse is a critical problem among urban and rural adolescents in America and is associated with poor school performance, criminal justice involvement, high-risk sexual behaviors, and escalation to more severe drug use. Recent surveys indicate that adolescents in the Arkansas Delta, which is part of the larger Mississippi River Delta region, are initiating substance use at ages comparable to or younger than the rest of the state and nation. Yet the Arkansas Delta-impoverished, rural, and primarily African-American has no formal substance abuse treatment facilities, services, or providers. To address the problem and needs of this region, the University of Arkansas for Medical Sciences Department of Psychiatry and Counseling Services of Eastern Arkansas are partnering to offer a community-based treatment program in the Arkansas Delta for high risk, primarily African-American adolescents ages 12-18 years. During the next three-years, participants will include 180 adolescents residing in Phillips and Lee Counties - two contiguous counties of the Arkansas-Mississippi Delta-who meet criteria for a substance use disorder (SUD). A majority of these adolescents will also meet criteria for a co-occuring mental health disorder, such as depression, post-traumatic stress disorder, or oppositional defiant or conduct disorders. The program-Delta Positive Reinforcement of Minors to Increase Self Esteem (Delta PROMISE)-will promote the adolescent's positive development, competency, and coping skills, rather than focus only on his or her problem behaviors.

Decision Point will serve a target population of homeless individuals with substance use disorders and/or co-occurring substance abuse and mental illness in northwest Arkansas. Using evidenced-based approach, Decision Point will provide comprehensive mental health and substance abuse treatment services across a full continuum of care. This project includes a strong process and outcome evaluation, and evaluation results will be used to advocate for long-term sustainability of services for the target population.
