The Iowa Federation of Families for Children's Mental Health proposes to continue and enhance its activities as the existing Statewide Family Network in Iowa for families with children who have serious emotional, mental, and behavioral disorders. The Federation's plan for the next three years includes the further development of a regional network structure for carrying out its mission in local communities as well as at the state level, which will include the identification, training, and support of parent advocate volunteers in local communities throughout Iowa to serve as local Federation representatives working with individual families, schools and service systems.

This project will continue the State's effort to build infrastructure to collect data and report the remaining Mental Health Block Grant Uniform Reporting System Developmental Measures. Grant efforts will focus on (1) local provider training to improve data quality, (2) implementation of web-based technology using DS2K + data standards to collect, report, and improve accessibility of data, and (3) strengthening internal and external database linkages. Project outcomes will include consistent data definitions, timely capture of data, improved measure of service outcomes and client change, improved data quality, and enhanced ability to analyze and report on developmental measures such as school attendance, school performance, and involvement with the criminal justice system. The project outcomes will be evaluated based on the ability to produce the data required for URS and other desired reporting. The project will also be evaluated in terms of its ability to produce data that is useful to and is used by system stakeholders.

The Northeast Iowa Child Mental Health Initiative (CMIII) will build upon existing resources to implement a system of care for children with serious emotional disturbance (SED). This community-based initiative will be developed in partnership with youth and families to target children at risk for out-of-home placement, hospitalization, involvement with multiple systems, and those transitioning into adulthood. The 10 county northeast Iowa region was chosen as the site for the CMIII because of its unique characteristics and its potential to be a leader in the state for serving children with SED. The CMHI system of care will use a wraparound approach to support individualized, child- and family-centered services developed through collaborative partnerships between families and providers.

The Prairielands ATTC (PATTC) located at the University of Iowa provides state-of-the-art addiction education and training services to health care providers in the states of Iowa, Nebraska, North Dakota, South Dakota, and Minnesota. The PATTC provides leadership in the provision of science based services to traditionally underserved populations. Interfacing with state and local governments, community based organizations and institutions of higher education, the Center strives to provide appropriate workforce development initiatives for the states covered.

The Pediatrics Department at the University of Iowa is working with community partners such as the Juvenile Court Services and the Mid-Eastern Council on Chemical Addictions to develop a system of care (i.e., identification, screening and assessment, referral and a continuum of treatment levels for substance abusing youth). The project will coordinate case management via the Comprehensive Assessment Center (CAC), incorporate the Stages of Change Model into treatment services, and provide Strengths-Oriented Family Therapy (SOFT). The project's target population are youth ages 12 to 18.

The City of Cedar Rapids is requesting funding to expand and enhance methamphetamine treatment services in three Iowa Counties-Linn, Benton and Jones. The overall purpose of the Cedar Rapids Methamphetamine Clinic (CRMC) is to provide intensive outpatient residential treatment and wrap around services to indigent individuals with methamphetamine addiction in the target counties. In addition to the 400 plus methamphetamine clients currently receiving treatment services in the target counties, the proposed CRMC will serve 135 new unduplicated clients with 14 of those receiving residential treatment.

The project will develop an infrastructure to systematically address identified gaps and issues on a statewide basis through NIATx process improvement principles and techniques. This will be accomplished by: strengthening individual agency capacity to implement the activities; assisting agencies in implementing process improvement techniques; and sustaining the process improvement activities over time. This will be accomplished by implementing a peer learning network and a core learning and development team that will be integral in spreading process improvement activities statewide. The goal of the peer learning network will be to establish an inclusive, self-sustaining network of key agency staff trained in process improvement techniques who will have a forum to share experiences and strategies as a support network. The core team will provide training, mentoring, coaching and technical assistance services to facilitate agencies' implementation of process improvement techniques statewide.
