This project will continue the State's effort to build infrastructure to collect data and report the remaining Mental Health Block Grant Uniform Reporting System Developmental Measures. Grant efforts will focus on (1) local provider training to improve data quality, (2) implementation of web-based technology using DS2K + data standards to collect, report, and improve accessibility of data, and (3) strengthening internal and external database linkages. Project outcomes will include consistent data definitions, timely capture of data, improved measure of service outcomes and client change, improved data quality, and enhanced ability to analyze and report on developmental measures such as school attendance, school performance, and involvement with the criminal justice system. The project outcomes will be evaluated based on the ability to produce the data required for URS and other desired reporting. The project will also be evaluated in terms of its ability to produce data that is useful to and is used by system stakeholders.

The Mental Health System of Indiana is often complex and at times confusing to consumers to gain access to needed care. As a result, the DBSA plans to utilize funds to develop a statewide network of information that allows easy access for consumers. The database will create an interactive website for consumers to access as a one-stop communication central for their needs. The network is consumer driven and maintains a key role as stakeholder in the Indiana system. The resource list will compile county specific data about resources and health related information. The database will provide information statewide allowing consumers an opportunity to create personal recovery plans and gain empowerment about their mental health issues.

The purpose of ALIVE at Purdue is to prevent adverse outcomes for students with depression and suicide risk by increasing the likelihood that they will be connected with appropriate services. ALIVE at Purdue has two specific goals: 1. increase the likelihood that RAs will identify and refer at-risk students; and 2. improve the help seeking behavior of at-risk students. To accomplish these goals, ALIVE at Purdue will design and deliver RA training and direct outreach programs and a media campaign that address knowledge about mental health and behavioral problems and resources; attitudes toward help seeking; and skills in referring at-risk students. The program uses the Theory of Planned Behavior as a theoretical framework to guide program development and evaluation.

The state will specifically focus on reducing youth access to alcohol and tobacco; reduce alcohol, tobacco, and marijuana use among youth and adults; reduce substance abuse related crime and problem behavior; and increase the capacity and effectiveness of Indiana's prevention system. The State strategic prevention framework will promote an Infrastructure that can more effectively coordinate prevention responses to state and local emergencies
