The State of Maine, Children's Behavioral Health Services, intends to build an infrastructure and implement an integrated system of care for children ages birth through eighteen with serious emotional disturbances while learning more about and more effectively addressing the needs of a particularly vulnerable and high risk group, young people who have experienced trauma. Children's Behavioral Health Services has teamed up with Child and Family Services (child welfare), Department of Corrections, Department of Education, parents, youth and Tri-County Mental Health Services, a comprehensive mental health center with experience in the development and implementation of trauma-informed practices for adults, to develop its system of care. The focus will be in three western counties, Androscoggin, Oxford and Franklin, with some of the highest rates of immigrants and refugees as well as over average incidences of poverty, child abuse reports and foster care placements. Over 30 state and local agencies, respected professionals in the field of children's mental health and childhood trauma, statewide family organizations and national experts have committed their support for this project.

Maine is proposing a strategic expansion of its nationally recognized youth suicide prevention program to reach high-risk and particularly vulnerable rural communities and culturally sensitive populations. New partnerships will be developed to address priorities identified in the Maine Youth Suicide Prevention Program (MYSPP) Plan in selected partner communities through enhanced state and local level collaboration. Stakeholders have identified and prioritized the gaps and needs to which SAMHSA funding will be directed, including state level improvements in the analysis of data; increased public awareness of the risk factors for youth suicide; implementation of suicide prevention activities within partner community youth serving systems; enhanced accessibility of early intervention services; family supports; and strengthened postvention and grief support resources. In addition, project staff will work with members of at risk populations and their families, including Native Americans and lesbian, gay, bisexual, and transgender youth.

Maine Patent Federation, Inc. will carry out a project called Project CANDO, Creating A Network for Diverse Opportunities. The activities of the project will be carried out regionally baed on cultural differences and the needs of families within each region. Maine families will act as catalysts for change to ensure supports and services are available as well as family and consumer driven.

This project will continue the State's effort to build infrastructure to collect data and report the remaining Mental Health Block Grant Uniform Reporting System Developmental Measures. Grant efforts will focus on (1) local provider training to improve data quality, (2) implementation of web-based technology using DS2K + data standards to collect, report, and improve accessibility of data, and (3) strengthening internal and external database linkages. Project outcomes will include consistent data definitions, timely capture of data, improved measure of service outcomes and client change, improved data quality, and enhanced ability to analyze and report on developmental measures such as school attendance, school performance, and involvement with the criminal justice system. The project outcomes will be evaluated based on the ability to produce the data required for URS and other desired reporting. The project will also be evaluated in terms of its ability to produce data that is useful to and is used by system stakeholders.

For five years, the Advocacy Initiative Network of Maine has provided advocacy and program development for consumer of the mental health system. The agency seeks funding to strengthen consumer networks and the mental health system by combating stigma. To provide a pathway for a recovery based system of care, the project will teach leadership and self-recovery skills to consumers while discerning how consumer input can alter policy and resource allocation. With support from the state, regional and local collaborators, the project will develop peer support initiatives for partnerships in the state's mental health system. Technical assistance will train consumers about peer support initiatives; promote leadership and organizational skill development; provide in-state recovery education centers and design a fiscal plan for future network growth. The project will also expand training and telecommunication capacity. Such capacity will be provided on promising self-help/recovery models of care; connect with rural and underserved communities; and develop an accessible resource of consumer information.

The Strategic Prevention Framework State Incentive Grants are used to advance community-based programs for substance abuse prevention, mental health promotion, and mental illness prevention. The SPF SIG implements a five-step process known to promote youth development, reduce risk-taking behaviors, build on assets, and prevent problem behaviors. The five steps are: (1) conduct needs assessments; (2) build state and local capacity; (3) develop a comprehensive strategic plan; (4) implement evidence-based prevention policies, programs and practices; and (5) monitor and evaluate program effectiveness, sustaining what has worked well. These grants will allow the programs to provide leadership, technical support and monitoring to ensure that participating communities are successful. The success of the grants will be measured by specific measurable outcomes, among them: abstinence from drug use and alcohol abuse, reduction in substance abuse-related crime, attainment of employment or enrollment in school, increased stability in family and living conditions, increased access to services, and increased social connectedness. Maine's Strategic Prevention Framework State Incentive Grant will build a statewide data-driven prevention infrastructure that provides common tools and supports for prevention and health promotion programs.

The Maine Department of Health and Human Services, Office of Substance Abuse (OSA) proposes to expand the use of the Rapid Cycle of Change process to improve client access and retention in Maine’s outpatient treatment system. In Year 1 Maine will work with two groups of providers: six current users of the process (Early Adopters) and three to five new providers (Group 2). OSA will expand the group of users two more times over the three years of funding, eventually engaging providers that are responsible for 80% of Maine's outpatient admissions. OSA will support Change Projects within local treatment agencies. It will directly initiate its own Change Projects at the state level, altering state policies, procedures and allocation of resources in order to make services more accessible and responsive to client needs across all outpatient treatment providers. In order to disseminate knowledge of the process and lessons learned from the process, OSA will create Peer Learning Communities for the participating organizations. Communications mechanisms among the participants will include regular conference calls, semi-annual meetings of the Maine based organizations and their Change Coaches, and participation in the annual national meeting of the National Improvement of Treatment (NIATx) network.
