In New Jersey, the Collaborative Support Program proposes to establish a training program for consumer leadership in state hospitals and as consumer advocates in the community. The project will increase consumer capacity to perform outreach into the community and broaden access to peer support activities. Consumers will be trained on leadership skills that will enhance and develop advocacy skills in a network created by consumers who live in the community. These same consumers will have opportunities to educate consumers and staff of state institutions about recovery and recovery related resources in the community.

The overall goals of this grant are to enhance public and professional efforts toward early identification and protection of potential abuse victims and to improve children's access to evidence based as well as developmentally and culturally sensitive treatment services. Through this initiative, The Center for Children's Support, at the University of Medicine and Dentistry of New Jersey - School of Osteopathic Medicine will disseminate its Model Program (Trauma-focused Cognitive-Behavioral Therapy (TF-CBT)) on a statewide and national basis. In addition, the Center will further its efforts and collaborate with other network members in the development and refinement of evidence-based treatments for other populations including families with a history of physical and/or domestic violence, and high risk adolescents who engage in self-destructive behaviors. The Center will collaborate with local constituencies (i.e. child protective, law enforcement, school and medical personnel, parents, youth and the public) as well as national network members to increase awareness, identify obstacles, and improve access to effective mental health services for children who have suffered abuse or other violent crime.

The primary goals of the project are to prevent suicide among students, and reduce problems associated with suicide including depression and alcohol abuse. These goals will be achieved through the implementation of the following activities: an enhanced and more culturally sensitive training program for peer educators, faculty and staff to respond to students with mental ehalth and substance abuse problems; a cadre of trained peer educators to assist current counseling staff in the implementation of project activities including a suicide response plan patterened after the University of Idaho's Suicide Behavior Response Plan; annual ethnic diversity and mental ehalth wellness fair; and educational workshops on suicide prevention, identification, and reduction of risk factors. A unique feature of the project is an active outreach to families of Hispanic students to educate them on the college experience; and to teach them skills to reduce parent-child conflicts (a major cause of suicidal behaviors among adolescent Hispanic females). A two part evaluation, process and outcome, will be conducted.

This project will continue the State's effort to build infrastructure to collect data and report the remaining Mental Health Block Grant Uniform Reporting System Developmental Measures. Grant efforts will focus on (1) local provider training to improve data quality, (2) implementation of web-based technology using DS2K + data standards to collect, report, and improve accessibility of data, and (3) strengthening internal and external database linkages. Project outcomes will include consistent data definitions, timely capture of data, improved measure of service outcomes and client change, improved data quality, and enhanced ability to analyze and report on developmental measures such as school attendance, school performance, and involvement with the criminal justice system. The project outcomes will be evaluated based on the ability to produce the data required for URS and other desired reporting. The project will also be evaluated in terms of its ability to produce data that is useful to and is used by system stakeholders.

The New Jersey International FACES program promotes the well-being of refugee children and their families in Northern New Jersey through culturally and linguistically accessible holistic services designed to mitigate the effects of trauma associated with the refugee experience and acculturation in resettlement. Intervention is offered at multiple levels, with children, their families, their schools, and their communities to encourage individual and systemic understanding of the multiple cultural and psychosocial challenges facing refugee children and families, and to foster pathways to healing and adaptation. This comprehensive continuum of caring support services includes: On-site Bilingual/Bicultural Case Management Services; Individual and Family Counseling; Psychiatric Assessment and Treatment; New Americans Club Support Groups; Tutoring; Parent Workshops; Professional Development and Multicultural Training for Communities. Referrals are facilitated to community resources for a variety of practical concerns, as needed.

Due to the transfer of grant 10586-02 from the School of Social Work, Rutgers University to Montclair State University, the grant number was formally changed by Grants Management from 10586-02 (Rutgers, The State University of NJ) to 10817-03 on 6-23-05. The Paterson (NJ) Minority Substance Abuse (SA) and HIV Prevention (HIVP) Initiative seeks to expand access to SA & HIVP programs in a city vulnerable & at-risk populations and high incidence rates of SA and HIV infection. The use of CSAP and CDC endorsed prevention protocols ensures the quality of these services. Efforts will be undertaken to deliver the interventions in a culturally competent manner, addressing the particular needs of the target population. Further, a strategic plan will be developed at the inception of the project to implement sustainability activities that will ultimately contribute to the permanent expansion of integrated prevention programs in the city of Paterson.

This Motivational Enhancement Therapy/Cognitive Behavior Therapy, a five-session protocol, was previously proved to be effective with substance abusing youth.
