This project will continue the State's effort to build infrastructure to collect data and report the remaining Mental Health Block Grant Uniform Reporting System Developmental Measures. Grant efforts will focus on (1) local provider training to improve data quality, (2) implementation of web-based technology using DS2K + data standards to collect, report, and improve accessibility of data, and (3) strengthening internal and external database linkages. Project outcomes will include consistent data definitions, timely capture of data, improved measure of service outcomes and client change, improved data quality, and enhanced ability to analyze and report on developmental measures such as school attendance, school performance, and involvement with the criminal justice system. The project outcomes will be evaluated based on the ability to produce the data required for URS and other desired reporting. The project will also be evaluated in terms of its ability to produce data that is useful to and is used by system stakeholders.

This SAMHSA funded project supports and expands suicide efforts in Nevada by refining the current suicide prevention plan into a comprehensive statewide plan, expanding a pilot project in Clark County into a more comprehensive and sustainable system of suicide prevention, disseminating information from the pilot project statewide, and implementing a utilization focused evaluation system to inform decision making and bring this public health crisis under control. This proposal: refines the current state suicide plan into a comprehensive and statewide plan; develops and implements a comprehensive pilot project in Clark County that will strengthen the public/private partnership, implement evidence-based programs to promote protective and reduce risk factors for suicide, mount a public education campaign to reduce stigma and promote suicide awareness, provide screening and referral for 9th grade students, and for youth in the child welfare and juvenile justice system, develop a coordinated continuum of services to support the identified needs of youth and suicide survivors, and provide training for gatekeepers to support suicide prevention; Disseminate lessons and materials from the Clark County pilot statewide; Develop an evaluation system that monitors the implementation of the project.

The project will support the development of sustainable state and local infrastructure resulting in a seamless system of integrated access to science-based early intervention and intervention services for children and youth with behavioral health challenges and their families. Through 2001 legislation mental health consortia were formed in each of the three jurisdictions of the state to coordinate assessment and collaborative planning for mental health services. This SIG will aid that process by funding infrastructure activities including: reforming a state advisory committee, developing an integrated cross system vision and plan for behavioral health services, expanding system assessment to include integrated financing and science based services, increasing statewide family support and advocacy capacity, increasing the capacity to provide culturally proficient services and supports for children and families, improving interagency coordinating mechanisms, developing an expanded focus on science based practices at all levels, implementing a workforce development plan that includes a focus on science based services, effective supervision, and strengths-based professional development plans, developing integrated financing plan including Medicaid redesign, and implementing an integrated performance management system

The Strategic Prevention Framework State Incentive Grants are used to advance community-based programs for substance abuse prevention, mental health promotion, and mental illness prevention. The SPF SIG implements a five-step process known to promote youth development, reduce risk-taking behaviors, build on assets, and prevent problem behaviors. The five steps are: (1) conduct needs assessments; (2) build state and local capacity; (3) develop a comprehensive strategic plan; (4) implement evidence-based prevention policies, programs and practices; and (5) monitor and evaluate program effectiveness, sustaining what has worked well. These grants will allow the programs to provide leadership, technical support and monitoring to ensure that participating communities are successful. The success of the grants will be measured by specific measurable outcomes, among them: abstinence from drug use and alcohol abuse, reduction in substance abuse-related crime, attainment of employment or enrollment in school, increased stability in family and living conditions, increased access to services, and increased social connectedness. Nevada's Strategic Prevention Framework State Incentive Grant is designed to prevent the onset and reduce the progression of substance abuse, including childhood and underage drinking; reduce substance abuse-related problems in communities; and build prevention capacity and infrastructure at the state and community levels.

Nevada Hispanic Services, Inc. has received a five year grant to provide substance abuse prevention and HIV and Hepatitis prevention sevices to minority populations and minority populations re-entering the community from incarceration. The purpose of the proposed project is to allow Nevada Hispanic Services (NHS) to build a solid foundation for delivering and sustaining effective substance abuse, HIV, and hepatitis (SA/HIV/Hep) prevention services, targeting high-risk Hispanics and African Americans in Washoe County. Within the Hispanic and African American populations, this project will focus on four subpopulations: men who have sex with men, injecting drug users, non-injecting substance abusers, and reentry populations. The mission of NHS is to identify and address the needs of minority communities through direct service, education, advocacy and community involvement.

Clark County, Nevada Department of Social Services intends to enhance outreach and expand substance abuse treatment options, as well as to provide HIV/AIDS services within the Las Vegas metropolitan area where racial and ethnic communities are highly affected by the twin epidemics of substance abuse and HIV/AIDS. This project was transferred during the Summer of 2006 when it was relinquished by the previous grantee, EOB Comunity Action Partnership, under the old grant number TI15887.
