This project will continue the State's effort to build infrastructure to collect data and report the remaining Mental Health Block Grant Uniform Reporting System Developmental Measures. Grant efforts will focus on (1) local provider training to improve data quality, (2) implementation of web-based technology using DS2K + data standards to collect, report, and improve accessibility of data, and (3) strengthening internal and external database linkages. Project outcomes will include consistent data definitions, timely capture of data, improved measure of service outcomes and client change, improved data quality, and enhanced ability to analyze and report on developmental measures such as school attendance, school performance, and involvement with the criminal justice system. The project outcomes will be evaluated based on the ability to produce the data required for URS and other desired reporting. The project will also be evaluated in terms of its ability to produce data that is useful to and is used by system stakeholders.

The Oklahoma Department of Mental Health and Substance Abuse Services plans to develop an integrated system of care for persons with co-occurring disorders that is accessible to consumers and their families, culturally competent, and grounded in evidence-based practices. To support this vision, the Department will work to develop, implement, and evaluate a standard protocol for the screening and assessment of persons with co-occurring disorders across mental health and substance abuse treatment settings, and to develop, implement, and evaluate an integrated treatment model that conforms to the best standards of care for persons with co-occurring disorders. To develop the infrastructure necessary to support these goals, the project will build upon existing systems strengths, including training, information technology, the leadership of the Single State Agency, and the active involvement of consumers and their advocates.

Oklahoma’s vision for a transformed mental health system is one in which people of all ages and cultures prosper and achieve their personal goals in the communities of their choice. Through comprehensive planning, this proposal will develop a strong, sustainable infrastructure to promote lasting changes across all state agencies, enabling persons with mental illness to access individualized care and support readily. Resilience is woven throughout Oklahoma’s history from its proud Native American heritage, to the pioneering spirit of the land runs, to the survivors of the Dust Bowl, and, more recently, the Oklahoma City bombing. Oklahomans have faced tough times and have come through them stronger and with hope for the future. Building on this strength, the state will conduct a thorough needs assessment and collaborate with SAMHSA to develop, implement and evaluate a Comprehensive Mental Health Plan (CMHP) that will enable people with mental health needs to achieve and sustain recovery. A Transformation Working Group (TWG) will develop this plan, which will prioritize strategies to achieve the state’s vision. The TWG will include state cabinet secretaries, agency directors, representatives of Native American Tribes and health organizations, people receiving services, family members, advocates, legislators and members of philanthropic and business communities. Designated staff members will work within agencies as transformation agents to facilitate infrastructure and policy changes.

Family and Children Services, Inc. (F&CS) and its partner organizations are developing the Oklahoma Community Treatment and Services Center--a private/public partnership that serves child/adolescent trauma victims in each of the Oklahoma Department of Mental Health and Substance Abuse Services service populations: mental health, domestic violence, and substance abuse. The project's goal is to improve the quality, effectiveness, provision, and availability of therapeutic services delivered to children and adolescents within the public/private system who have been trauma exposed. The four organizations and their continuums of care include: 1) general outpatient treatment through its Community Mental Health Center and family services and outpatient child abuse treatment; 2) Oklahoma Youth Center -Oklahoma's only public psychiatric hospital for children and adolescents; 3) a comprehensive domestic violence agency with best-practice outpatient, shelter, and transitional living programs serving victimized women and their children; and 4) Tulsa Women and Children's Center - a 52-bed residential treatment program for chemically-dependent women and their children, virtually all of whom have experienced significant trauma in their lives.

The Linking Tulsa Adolescents At Risk With Mental Health Services evaluation grant proposal developed by the Mental Health Association in Tulsa, Oklahoma, in response to SAMHSA funding opportunity titled Linking Adolescents at Risk to Mental Health Services Grant Program (Short Title: Adolescents at Risk). The proposal describes the Mental Health Association in Tulsa’s use over the past five years of the Columbia TeenScreen® system developed at Columbia University in New York.In order to learn more about the effectiveness of the linkage component of the TeenScreen® process, the Mental Health Association has secured the services of Q2 Consulting to an provide evaluation of the referral, linkage, and treatment components of the screening process. The Mental Health Association’s Columbia TeenScreen® program is projected to screen approximately 1200 students in each of the two evaluation years, and proposes to evaluate the effectiveness of the linkage and referral process of the approximately 300 positively screened students to treatment in each of those years.

The operational goals of this program are to: provide educational and training services to the college community; train and counsel student clients in effective techniques for managing stress, substance abuse issues, dysfunctional families, and peer relationahips; assist students in developing a positive self-concept; train and counsel student clients in interpersonal skills; organize and implement peer counseling groups; provide an intervention service for those students who are identified as having difficulties dealing with stress, dysfunctional families, peers, and personal and school related adjustments; and facilitate and promote long term counseling for students who are identified as being in need of such service. The management goals of this program are to: develop and maintain links with appropriate outside agencies; organize and implement effective internal and external referral systems; and organize and manage a communication and record keeping system. The program services are provided in four venues: educational services, intervention services, counseling services, and group services.

A feature of the Circles grant was completion of the Community Readiness model to implement a system of care.

The University of Oklahoma Health Sciences Center will develop the "Indian Country Child Trauma Center" (ICCTC) as part of SAMHSA's National Child Traumatic Stress Initiative (NCTSI). The overarching goal of the ICCTC will be to develop trauma-related treatment protocols, outreach materials, and service delivery guidelines specifically adapted and designed for Native American children. The treatment protocols, outreach materials and service delivery guidelines developed by the ICCTC will incorporate both common and tribal-specific Native cultural perspectives and traditions; will focus on principles of current evidence-based models; and will accommodate the substantial individual-to-individual variability in cultural identity among Native people. In addition to direct clinical treatment protocols, the ICCTC will define and evaluate strategies and materials for improving service access and retention among traumatized Native children, and in adapting the overall service delivery model to the realities of service utilization and community perceptions in Indian Country.

The University of Oklahoma Health Sciences Center, Department of Psychiatry and Behavioral Sciences will establish and manage the Terrorism and Disaster Center (TDC), a new Treatment and Service Adaptation (TSA) Center, of the National Child Traumatic Stress Network (Network). TDC will focus on improving the standard of care and access to culturally proficient mental health services for children and families affected by mass trauma resulting from terrorism and disasters. TDC will take a leadership role to identify, develop, adapt, evaluate, standardize, and disseminate promising practices in the field of child disaster mental health.

The OK DMHSAS has applied for this cooperative agreement to establish and coordinate a System of Care for children with SED and their famillies. This project will be in the OK counties of Kay, Tulsa, Oklahoma, Canadian and Beckham. It is expected that over 300 children will be served. DMHSAS will develop interagency collaboration and networking through the SOC State Team, which is comprised of parents and family members, youth, child-serving agency staff, advocates and family organizations. The primary functions of the SOC State Team will be to (1) manage, implement and develop systems of care; (2) identify and facilitate the removal of barriers; (3) hold SOC accountable for meeting high standards of care including standards for cultural competence and family involvement; (4) ensure standards of practice that are evidence-based; (5) monitor that cooperative agreement funds are expended appropriately with the community, and (6) monitor the clinical and functional outcomes of children to ensure that services are making a positive contribution to the well-being of children and their families. DMHSAS will contract with Parents as Partners to provide training, advocacy and support to families and children involved in systems of care. DMHSAS will participate in the national evaluation by employing 2 program evaluators and comply with all the requirements of the evaluation. OK will establish a comprehensive, integrated system of care with the expansion of formal services, and non-formal support services; active involvement of families and youth throughout th eproject and at all levels in the administration of the system of care; and ensure that family members have voice and choice in the treatment of their children. OK Systems of Care will be child-centered, family driven, community-based, culturally competent and offered in the least restrictive environment.

The cultrual appropriateness of the project shall be assured through the active participation of community members, consumers, tribal leaders, tribal members, and highly qualified and experienced native staff who bring their own traditional beliefs and values to the planning, implementation, and evaluation processes.

The award will expand the availability of comprehensive, high quality residential substance abuse services for low-income American Indian women, ages 18 and over, who are pregnant or postpartum, and their minor children ages 11 and under. They will add an additional 12 adult beds and 24 child beds/cribs to the program.

This project proposes to serve 552 American Indian adolescents over three years. The Communities Mobilizing for Change on Alcohol and MET/CBT model programs will be used to empower local Communities and individuals to reduce the influence of alcohol and drugs.

Oklahoma Citizen Advocates for Recovery and Treatment Association (OCARTA), an RCO in collaboration with over a dozen community organizations and substance abuse prevention and law enforcement agencies, will implement Sister to Sister, the state's first model of peer-driven substance abuse recovery support services for women in Oklahoma County who have children. This four-year project will serve 580 women in all stages of recovery and their children. Based on extensive 2006 peer survey and focus group work, the project will provide members with: peer-led case management; 1:1 peer mentoring and counseling and support for family reunification (emotional supports); life and job skills training and parenting education (informational supports); and The Recovery Zone, a clubhouse-type environment where members can socialize and access program services in a comfortable infant and child-friendly peer setting. Key to the project will be the provision of childcare and transportation assistance (instrumental supports) to support women's participation in recovery support activities, and family-oriented recreational events demonstrating the quality of "clean/sober" socialization.
