This project will continue the State's effort to build infrastructure to collect data and report the remaining Mental Health Block Grant Uniform Reporting System Developmental Measures. Grant efforts will focus on (1) local provider training to improve data quality, (2) implementation of web-based technology using DS2K + data standards to collect, report, and improve accessibility of data, and (3) strengthening internal and external database linkages. Project outcomes will include consistent data definitions, timely capture of data, improved measure of service outcomes and client change, improved data quality, and enhanced ability to analyze and report on developmental measures such as school attendance, school performance, and involvement with the criminal justice system. The project outcomes will be evaluated based on the ability to produce the data required for URS and other desired reporting. The project will also be evaluated in terms of its ability to produce data that is useful to and is used by system stakeholders.

The Statewide Family Network funds will support the continuation and expansion of a family driven infrastructure which will be oriented to the needs of the families of children with a serious emotional disturbance. Parents and youth as partners in the design, development and decision making processes of a conumer needs based service delivery system is summed up on our theme of "Families Matter" when it comes to successful children's mental health services.
The Idaho Federation of Families for Children's Mental Health (IFFCMH) seeks to continue the development and implementation of a statewide integrated system of family advocacy services for families of children with mental, behavioral and emotional disorders throughout Idaho. The primary focus consists of two parts: 1. outreach to those families in rural/frontier areas, as well as urban, to provide information, education and training to famiiies and children/adolescents in order to increase their understanding, involvement, and desision making in policies, programs, services, and evaluation of such related to children's mental health services as a system and as an adult/sibling/child facing the challenges of dealing with a severe emotional disorder (SED) and 2. to strengthen the coalition among families, youth, servide providers, policymakers, and communities.

The State of Idaho proposes to develop, implement, promote and evaluate an integrated system of care that is community-based and family focused for children with SED. Improving care requires Building on Each Other's Strengths. We will combine family members, communities, and public agencies into lasting partnerships for care. Building on Each Other's Strengths is just beginning. Governor Kempthorne established the Idaho Council on Children's Mental Health (ICCMH) in 2001. The ICCMH is charged with the transformation of separate child serving agencies into a collaborative system of care. Under charter from the ICCMH, local community based councils join with civic leaders in each of the State's seven regions as regional councils. The regional councils provide resources, administrative oversight, and communications link between the ICCMH and local community- based councils. The local councils provide comprehensive assessment, individualized service planning, and review for children with SED at high risk of out-of home placement.

The Idaho DIG project proposes to strengthen and improve the AMH data infrastructure system. Goals to achieve infrastructure development and capacity expansion include 1) full implementation and strengthening of the data system to allow collection of URS and NOMs by automation and credible data capture; 2) identification of a single comprehensive data management system for state hospitals and SMHA 3) improving MHSIP reporting. Strategies to achieve project goals will include monthly data committee meetings with regional data specialists. Data specialists will be responsible to provide input into system development and train regional staff in data system use.

The proposed project aims to reduce suicide attempts and completions among Idaho youth aged 10-24 regardless of ethnic/racial heritage by implementing goals of the Idaho's Suicide Prevention Plan. Seven objectives support this goal: 1) Develop a state-level public/private partnership (Youth Suicide Prevention Early Intervention Coalition [the Coalition]) comprised of public stakeholders. 2) Culturally competent best practices for youth suicide prevention and early intervention will be developed-including adaptations for Tribal and Hispanic youth- and made training of university residence hall staff, other student staff, and community gatekeepers will be undertaken through the duration of the grant. 4) A TeenScreen technical assistance center will be opened to conduct training, technical assistance, and data collection to communities for TeenScreen. 5) Statewide suicide prevention referral sources will be identified and qualified resources included in the 2-1-1 Idaho CareLine database available on their Website, 24/7. 6) Low-cost campaign materials to increase awareness of suicide risks and available prevention resources will be developed and made available for community use through multiple venues. 7) A system for providing information and statistics on youth suicide in Idaho will be developed.
