The project targets students at high risk for suicide and uses a strategy of increasing awareness of suicide risk, warning signs, and campus resources among gatekeepers -peers, family members, and university faculty and staff who may come into contact with distressed students who may be contemplating self-harm. The intent of the Many Rooms Project is to establish a web site with resource rooms developed specifically for student users and for each type of gatekeeper. For example, the student page will include depression screening tools and information on recognizing trigger and reducing stress, and will identify resources to which students can turn to for help. The university faculty and staff page will include information on how to talk to students about stress, depression, suicide, and self-harm. The project will additionally create a digital video disk (DVD) on suicide risk and suicide prevention as a take-home resource for parents and family members of Wright State students. The program includes an aggressive outreach strategy to make students, parents, the Wright State community, and the broader local mental health community aware of this new resource and make use of it. The project will track website use and will ask users to identify knowledge gains and intended behavior change. SOPP and CWS as the implementing unit for the Many Rooms project have a long-standing history of taking a leadership role in campus-wide initiatives to promote wellness, respect diversity, and address problems that threaten students' academic progress and quality of life. A long-term goal of the project is to stimulate the development of comprehensive suicide prevention strategy that will reduce the risk of suicide or suicide attempts within the Wright State University community.

Cullen Center,will provide direct services using the Trauma Focused Cognitive Behavioral Therapy (TFCBT), and TF-CBT adapted for very young and physically or mentally disabled children with are therapy, and will expand its array of trauma-informed treatments in the next four years by extending its reach to high-risk children in school and juvenile justice settings using several additional group-focused practices in collaboration with local and Network partners.Cullen Center will continue to work collaboratively with Ohio Department of Mental Health and other Ohio NCTSN sites to develop an infrastructure and promote evidence based practice for traumatized children and families throughout Ohio.The center will provide training, consultation and other outreach to local and state service providers and will expand its liaisons with schools, juvenile justice system, child protection agency, and other local child service systems.Cullen Center will provide evidence-based trauma-focused treatment in a variety of settings to at least 600 children each year identified with traumatic stress symptoms and living in northwest Ohio and southeast Michigan. Children who experience traumatic stress will receive appropriate and effective support services and treatment within a cohesive system of health, mental health, social services, and other community supports.The center will use the strengths of its existing community-based collaborative, including participation by adult survivors of child trauma, to promote evidence-based traumafocused services.

Mental Health Services for Homeless Persons, Inc. (MHS) proposes to serve traumatized Children of ages 4-18 years who are referred to the Department of Children and Family Services (DCFS) of Cuyahoga County. MHS and DCFS staff members would work with the National Center for Child Traumatic Stress (NCCTS), and the Treatment and Service Adaptation (TSA) Centers to develop and implement a screening tool for use by members of the DCFS intake staff to identify at-risk children. During the course of the grant period, MHS would provide training for all 750 DCFS staff members and 100 DCFS supervisors, to help them integrate trauma-informed practices into their work. MHS would also utilize the talent and resources of the NCTSN to provide presentations on youth traumatic stress to professional and community groups, and to prepare and submit research findings for publication in professional journals.

Project TAPESTRY enhances Cuyahoga County's current systems of care efforts by increasing mental health service access and capacity. This project merges a premiere mental health case wraparound model (the PEP - Positive Education Program Connections) with a pioneering child welfare reform initiative (the Annie E. Casey Foundation's Family-to-Family initiative). The welfare initiative mobilizes families at a neighborhood level to work with professionals in order to improve child outcomes. Four high-poverty neighborhoods will be demonstration sites with increased access to an expanded array of high quality mental health services. Connections will provide the vehicle to link children and families to these services, including a menu of evidence-based treatments that will be developed as a direct result of this project. Both the schools and neighborhood partners will serve as primary referral sources for youth with SED, linking the education and child welfare systems for mental health services. The Cuyahoga County Family and Children's First Council (FCFC) is the organizing entity behind systems of care development. FCFC is spearheading the Strengthening Communities Youth (SCY) project through SAMHSA' s Center for Substance Abuse Treatment, which concentrates systems of care development through the substance abuse and juvenile justice systems. TAPESTRY expands and complements SCY by adding resources to the child welfare and education systems. Each system's reform efforts are linked together via their connection to the FCFC's system coordination plan. TAPESTRY has been designed to extend the influence of two other federal initiatives, Project SYNERGY!; a Safe Schools/Healthy Students initiative whose funding concludes in October 2003, and TDM Connect, a child welfare initiative currently under consideration for funding. Finally, the 6,400 youth with SED and their families currently being served will receive more effective services.

The System of Care for Older Adults enhances the current system by increasing access and capacity through the collaboration of mental health service providers, the county Department of Senior and Adult Services, and Adult Guardianship Services. It serves the most vulnerable of Greater Cleveland's older citizens, those in a crisis or homeless. The project creates an interagency assessment team to respond 24/7 to crises. An ongoing interagency treatment team will provide Illness Management and Recovery, Family Psychoeducation, and Integrated Dual Disorders Treatment. The assessment team is jointly staffed by the mental health system's mobile crisis service and the Department of Senior and Adult Services. The team consists of a crisis intervention specialist, an intake worker, and a nurse. The assessment team resolves the crisis and links the older adult to ongoing services with a specialized interagency treatment team that includes the appropriate combination of mental health professionals who specialize in the treatment of older adults, a substance abuse counselor, Adult Protective Services, Adult Guardianship Services, and a community resource specialist. The infrastructure enhancements create a collaborative approach to service delivery among systems that previously were at odds over responsibility for older adults who were in crisis. The mental health system was ill equipped to deal with issues of aging and Senior and Adult Services lacked expertise in mental health. Together the team has the skills and the resources to more effectively resolve crises and wrap needed services around the older adult. The project will improve access to services through outreach and engagement. It will also increase the capacity, both quantitatively and qualitatively, through the infusion of evidence based practices. These changes will lead to less disparity in service access and improved outcomes.

In the past two decades, Ohio's public mental health system has led the way to achieve reform and promote recovery. Now Ohio will build on that track record to achieve Mental Health Transformation. With strong leadership, the active involvement of all shareholders and support from the Mental Health System Transformation Grant, Ohio will knit together a wide range of resources and collaborations to achieve deeper change. Ohio approaches transformation as individuals and families approach recovery- as a meaningful process of internal change that requires strong external support. Ohio's resources include strong mental health leadership; effective advocacy groups; a demonstrated commitment to recovery, resiliency and cultural competence; nationally recognized approaches to promoting best/evidence-based practices, assessing outcomes, and evaluation research. Via this grant, Ohio will fully orient the mental health system and other systems to recovery, resiliency and culturally competent practices. Our goal and outcome is clear: children, families and adults will live their lives fully in their communities. Youth and adult consumers and families will be engaged in activities that affect their recoveries and service experiences, including person-centered planning, peer support and recovery/resiliency-oriented policy making. With the TSIG grant, Ohio will develop several new program approaches (i.e., trauma care for children and adults, older adult services and mental health supports for offenders reentering communities); integrate current policies and programs to emphasize person-centered planning, peer support and cultural competence; and develop the infrastructure to ensure effective collaboration and communication among all shareholders.

Southeast, Inc. is proposing to meet the HIV/AIDS-related mental health needs of African Americans and other persons of African descent in Franklin County, Ohio through Project HIP (Health Is Primary). Project HIP will provide mental health treatment and other supportive services to a total of 480 individuals over the five year life of the grant. Treatment services will be provided by an interdisciplinary team, including a team leader, psychiatrist, RN, advanced practice psychiatric nurse, peer specialist, pastoral counselor, case manager, pharmacist and counselor to provide services in the community. Clients may have a mental health diagnosis or may have mental health needs that do not meet the criteria for a mental health diagnosis. This project will provide a full range of mental health services that address HIV-related mental health needs.

Program seeks to develop a comprehensive, effective, culturally responsive, and sustainable system of suicide prevention at the Columbus and 5 regional campuses. Project will engage more than 25 campus and community partners to create a systematic and coordinated suicide prevention effort. Project will serve to enhance and strengthen existing services for students while simultaneously creating new approaches to suicide prevention. Major components of the program include: development of a strong partnership network to oversee, coordinate, and implement a comprehensive suicide prevention program; collection and integration of new and existing data regarding suicide risk; development of an extensive gatekeeper training program; expansion of suicide educationa nd programming to all students, to identified at-risk groups and to targeted high risk students; development and implementation of stigma-reduction and encouragement of help seeking campaigns; development of a comprehensive suicide prevention plan; and engagement in process, performance and outcome measurements that will be broadly disseminated and will move the field of suicide prevention on college campuses toward best practice models.

The Ohio Youth Suicide Prevention and Risk Assessment Project will provide 24 Ohio Screening Programs with assistance and training to initiate or expand research-based culturally competent approaches for early identification of youth at risk of suicide and/or suffering with an undiagnosed and untreated mental disorder that may result in suicide. The goal is to prevent suicides through early screening identification, professional assessment, and referral for treatment when necessary. Risk assessment will be made available, with active parental consent, to a minimum of 35,650 youth ages 11-18. In order to increase the number of trained professionals in suicide assessment in the Screening Programs, a "train the trainers" approach using the "Clinical Competencies in Suicide Assessment," developed by the American Association of Suicidology and the Suicide Prevention Resource Center will be provided to qualified professionals in Ohio.

SARDI, the applicant, housed in the Department of Community Health at Wright State's University (WSU) School of Medicine in Dayton, OH has received a 5 year Strategic Prevention Framework (SPF) grant to provide substance abuse prevention and HIV and Hepatitis prevention services to minority populations and minority reentry populations. SARDI is seeking funds for the Community Health Initiative (CHI) to reduce substance abuse, HIV/AIDS and Hepatitis risk factors primarily among at-risk African American males and females, including ex-offenders. Relevant community needs of the target group and the subsequent identification and implementation of prevention strategies will be accomplished by a collaborative of providers and consumers. The program will include outreach strategies to the target group, including a mobile health van capable of providing screening, testing, and appropriate referrals for African American neighborhood residents. The Community Health Initiative will integrate process and outcome evaluation activities inform and guide annual planned project goals and objectives with consumers. Local and national leaders with specific expertise in assessment, training, planning, program selection and implementation will assist with infrastructure development, to systemically prevent substance abuse, HIV/AIDS and HEP among African American men and women, including ex-offenders returning to their neighborhoods.

Wright State University through the Consumer Advocacy Model (CAM) program, an outpatient alcohol, drug, and mental health provider for persons with disabilities, proposes to address these needs through the creation of an e-therapy/community networks approach for Deaf persons referred to SUD treatment in Ohio. Over a period of three years, a minimum of 50 persons per year will be served through the state collaborative project that will both enhance the treatment experience and expand the number of Deaf individuals served. The proposed model will be based on knowledge currently available on best practices for this population, and it will include several components: 1. Individuals will be served in the "least restrictive environment" throughout Ohio in a combination of locally-available treatment that is augmented by e-therapy delivered via the CAM Program located in Dayton, Ohio. 2. Standard practices and levels of care will be enhanced through e-therapy that will supplement and strengthen the treatment episode, with an emphasis on learning about sustaining recovery. Group and individual counseling and support, and case management will be offered via electronic means, primarily though video conferencing and video phone technology. 3. All Deaf-specific services offered by CAM will be provided by individuals who come from a background in "Deaf culture", such as persons who are Deaf, children of Deaf adults (CODA), or Deaf services career professionals. Consumer feedback and guidance from a project Advisory Board will guide program content and service delivery. Enhanced services will be coordinated by a treatment plan shared with the primary community provider and CAM. The treatment episode will be expanded to include "recovery education" that will involve engagement with self-help support meetings (AA/NA) that will be held regionally via video conferencing. Sorenson video phones, Polycom video conferencing equipment, and Cprint options.

SARDI's enhancement strategy will include a neighborhood-based coalition approach with grass-roots partners and professional organizations, This coalition will operate the Mt. Olive One-Stop Center, which will provide outpatient substance abuse treatment, rapid HIVtesting, health education, employment assistance, and a food and clothing pantry in a faith-based, community-center setting. The Center will also use an existing, licensed, kitchen to serve light meals and offer Internet access to assist with GED and training activities. The Mt. Olive One-Stop Center will integrate three evidence-based practices with HIV and ancillary services to enhance substance abuse treatment. Each year the Center will provide case management, social network support, and HIV/Hepatitis education to 100 African American target members at highest risk for substance dependence and/or HIV. Evidence-based approaches will include: 1) Strength-based Case-management to improve outcomes related to treatment entry/engagement, substance use, perceived needs, physical/mental health, housing, employment, and criminal justice involvement; 2) Social Network intervention to address risk factors among target groups' family and friends and improve recovery support, and; 3) VOICES/VOCES, to improve knowledge and perceived risk related to HIV. These evidence-based interventions will be coordinated with rapid HIV testing, as well as other Center and community services. The outreach team will operate within a five mile radius where crack houses, shooting galleries, prostitution and illegal drug commerce prevail.

The Northern Ohio Recovery Association, Inc. (NORA) a faith-based behavioral health service organization will provide substance abuse and HTV/AIDS testing and related pretreatment, (n=5,000) treatment and recovery to African American women (n=250), some with children, (n=200) who live in East Cleveland, the poorest city in Ohio. Evaluation will show reduced substance abuse, reduced risk for HIV and an increase in the number of reunified families. Collaboration PUSH (People United to Stop HIV/AIDS) aka C-PUSH, will serve African American women and their children living in East Cleveland who fall through all safety nets, including TANF because they have been sanctioned and/or have utilized all other available resources. The targeted area is 93% African American. The Cleveland prevalence rate for females is 245.8 per 100,000. 47.4% of the Heads of Households in this area (primarily African American women) live below the poverty rate. C-PUSH will work with a collaboration of community agencies, particularly the Free Clinic of Greater Cleveland and the Cleveland Department of Health to provide indigenous outreach and Rapid Testing services in the field; utilizing evidence based program (Motivational Interviewing), followed by HIV/AIDS education (SISTA Project) and other targeted case management services.

The purpose of OhioÂ’s STAR-SI initiative is to promote state-level implementation of research-based Process Improvement (PI) activities to ensure accessible, efficacious treatment services for Ohio citizens. Ohio Department of Alcohol and Drug Addiction Services (ODADAS) is OhioÂ’s Single State Authority for substance abuse prevention and treatment services and will be responsible for the coordination and implementation of the Ohio STAR-SI. ODADAS has selected a partnership between ODADAS, STEPS at Liberty Center, a previous NIATx grant recipient, and local boards and providers to implement this project. This unique arrangement will facilitate the coordination and sustainability of both process and outcome continuous quality improvement efforts while making the most efficient use of resources. This arrangement will also provide a statewide network to disseminate lessons learned and encourage other providers to adopt this process.
