The MHD currently reports all 20 URS tables, and is currently collecting survey data to report the new NOMs, social connectedness and functioning. MHD's current mental health information system (MHD-CIS) integrates information reported from providers, the state hospitals, and community hospital. The Mental Health Division works closely with DRDA, who has developed an interdepartmental database. A continuing focus of the new grant will be to increase access and dissemination of the information collected for the URS tables. In addition to enhancing the reporting system, MHD plans to hire a data quality coordinator, study ways to improve response rates.

Governor Christine Gregoire of the State of Washington is leading Partnerships for Recovery with the full support and participation of the Director of every Department and Division serving people with mental illness in the State of Washington. With consumers and family members as equal partners, Partnerships for Recovery has launched a deep transformation effort to achieve the goals of the President's New Freedom Commission for all people in the State of Washington. The template for Partnerships for Recovery is the President's New Freedom Commission Report. However what will emerge in Washington State will be unique to the needs of the consumers and families of Washington. Partnerships for Recovery is building the infrastructure to an on-going process of planning, action, learning and innovation that will result in measurable improvements in the lives of both young and old throughout the State. Key elements of the initiative will include a social marketing initiative to reduce the stigma of mental illness, increase awareness, strengthening of the statewide infrastructure for consumer and family support and development of a comprehensive approach to insure participation of consumers as service providers. Reduction of ethnic and geographic disparities. Adoption of a strengths-based, consumer-driven care planning model. Implementing training and fiscal and regulatory incentives for the expanded use of evidence- based recovery focused practices. Development of a web-based data infrastructure that will support direct service.

The Strategic Prevention Framework State Incentive Grants are used to advance community-based programs for substance abuse prevention, mental health promotion, and mental illness prevention. The SPF SIG implements a five-step process known to promote youth development, reduce risk-taking behaviors, build on assets, and prevent problem behaviors. The five steps are: (1) conduct needs assessments; (2) build state and local capacity; (3) develop a comprehensive strategic plan; (4) implement evidence-based prevention policies, programs and practices; and (5) monitor and evaluate program effectiveness, sustaining what has worked well.
These grants will allow the programs to provide leadership, technical support and monitoring to ensure that participating communities are successful. The success of the grants will be measured by specific measurable outcomes, among them: abstinence from drug use and alcohol abuse, reduction in substance abuse-related crime, attainment of employment or enrollment in school, increased stability in family and living conditions, increased access to services, and increased social connectedness.
Washington State's Strategic Prevention Framework will provide the resources necessary to enhance existing assessment processes, implement and evaluate evidence-based strategies to address critical needs based on epidemiological data, and establish reporting procedures that track progress toward preventing substance abuse and related problems, including mental illness, delinquency, and violence.

Neighborhood House proposes Project HANDLE (HIV/AIDS) Network Development and Life-skills Experience) to prevent and reduce HIV and substance abuse (SA) among high-risk Cambodian refugee community in Seattle/King County (KC). HANDLE activities include culturally appropriate peer education and intensive services to high-risk youth including tutoring, prevention classes and job skills. Washington State has the third largest number of Cambodian refugees (15,00) in the US with most living in Seattle/KC.
The Cambodian American youth of Seattle/KC are at very high risk for HIV/SA because of the favorable attitudes toward drug use, fighting and other and-social behaviors, the HIV/AIDS epidemic in Cambodia is and sexual promiscuity. Local needs assessment data show that compared to American youth, Cambodian American youth are nearly three times more likely to have sexual intercourse and 93% of the Cambodian-American youth do not talk to their parents about HIV/STIs infection, sex or reproductive health problems. The incidence of reported AIDS cases in 2001 among Asians in Seattle is double the national rate for Asian/Pacific Islanders (Seattle/KC Public Health Department, 2001). Of the 37 HIV non-AIDS cases in Seattle King County, 19% are Cambodian refugees.
The goals of HANDLE are to: 1) reduce high-risk behaviors and increase protective behaviors for high-risk Cambodian youth and their families; 2) increase parent's bicultural parenting skills and knowledge of HIV/SA; 3) increase community knowledge and awareness about HIV/SA; and 4) create Cambodian network and resources for HIV/SA. In collaboration with Cambodian Women's Association and other partners, our activities include intensive services to 50 high risk Cambodian youth and their parents including HIV/SA education classes, year-round youth employment and tutoring, parenting classes, community volunteering and youth cultural activities.

Two Universites of Washington programs-the evidence-based Parent-Child Assistance Program (PCAP) and the Center on Infant Mental Health and Development (CIMHD)-proposes a partnership to pilot an important and innovative infant/mother mental health intervention.
Together they propose to conduct a targeted pilot project in which they supplement the standard 3-year PCAP intervention with a nested 12-month infant/mother mental health intervention delivered in the home by CIMHD-supervised infant mental health therapists. They will evaluate the pilot by comparing outcomes from the enhanced infant/mother intervention group (N=40 infant/mother pairs) with data from a matched comparison group (N=40 infant/mother pairs) that receives standard PCAP intervention alone.

Multifaith Works will support the establishment of a recovery support service information network that is driven and led by peers in recovery. The Network will provide administrative, emotional, and supervisory support, as well as volunteer recruitment, training, and leadership skill development for peer volunteers. Services include the widest possible array of recovery support options for recovering participants. the Network's aim is to support existing peer recovery programs while expanding their reach into the GLTBQ recovery community.
Peer recovery services targets members of the Seattle/King County GLBTQ community who are battling addiction to alcohol and illegal substances including but not limited to crystal methamphetamine, crack, cocaine, heroin, and marijuana. The target population ranges in age from 14 to 82. Twenty-one percent of the client population is people of color. A majority of the population live on a monthly income of $500 or less. As the services rendered in this proposal will be free of charge to any people who access them, eliminating costs for services as a barrier.
This project represents a collaboration of four agencies, each of which brings unique experience and services to the Network. By combining services, the collaborative team creates a continuum of care that addresses the spectrum of needs within the GLBTQ recovery community without duplicating specific services.

The Division of Alcohol and Substance Abuse (DASA) proposes to utilize funding from the CSAT Adolescent Substance Abuse Treatment Coordination grant to develop a Statewide infrastructure that fosters cross system planning, and knowledge and resource sharing to enhance the existing adolescent substance abuse treatment system. Specific grant funded activities include:
- Develop and staff a Statewide Leadership Council (SLC) on Adolescent Substance Abuse Treatment to direct, coordinate and oversee efforts to integrate substance abuse treatment services across all systems statewide. Council membership will include State leaders from child welfare, mental health, juvenile justice, education, and health. Youth and family consumers will also be recruited to participate.
- Develop a subcommittee structure that reports to the SLC and involves statewide collaboration to: improve certification and licensure standards for programs, facilities, and counselors; enhance training opportunities, resources and materials related to evidenced based practices; and develop strategies to identify resources and gaps related to unmet needs.
- Create a new full time staff position with the authority and leadership support necessary to assess and facilitate ongoing, self-sustaining, and cross system planning and development.
- Conduct a needs assessment and prepare a State strategic plan to guide and sustain the development of coordinated substance abuse treatment for youth residing in Washington State.
- Create and sustain training resources, materials and opportunities, especially in the areas of screening and referral and implementation of evidence-based practices.
- Strengthen and sustain the role and visibility of the existing adolescent substance abuse provider association.
- Develop, promote, and coordinate with family recovery support organizations.

Washington State Division of Alcohol and Substance Abuse (DASA) will utilize ATR funds to provide social service intervention over the 3 year grant period to individuals in crisis because of drug or alcohol misuse. Clinical treatment and/or recovery support services will be provided to these individuals and their families based on clinical assessments. Individuals and families will be offered a choice of treatment and recovery providers, and will work with assigned Recovery Support Specialists to develop personal recovery plans that identify services needed to achieve and maintain abstinence. Individuals with recent history of methamphetamine use or incarceration will be prioritized for enrollment to support stated program goals. Also, based on community input, individuals who are veterans of the Afghanistan or Iraq hostilities will recieve special consideration for inclusion in the program. Funding will be allocated to the six existing ATR counties: Clark, King, Pierce, Snohomish, Spokane, and Yakim, with additional counties or tribal organizations being included based on a competitive process. County and Tribal Alcohol and Drug Coordinators will manage the voucher disbursement at the local level with overall responsibility resting with DASA.

In partnership with the Washington Department of Corrections, and several public and private non-profit service providers, Clark County's Department of Community Services and Corrections will establish a continuum of services for young adult offenders designed to ensuring successful community reentry and reducing the occurrence of relapse and recidivism. The Clark County model will be organized around a Program for Assertive Community Treatment and will utilize two research-based dual diagnosis treatment regimens: the Matrix Model and Seeking Safety. A minimum of 60 participants per year will benefit from the intensive group interaction and support in a structured treatment setting afforded by the Matrix and Seeking Safety programs. The project will incorporate a broad range of services to effectively address all risk factors for the young adults ages 18-24, including housing and targeted education and employment assistance. All services will be provided using Washington State's version of the Wrap-Around Approach, Individualized and Tailored Care.

The Community Counseling Institute will serve as the fiscal agent for the Targeted Capacity Expansion (TCE) Program for Substance Abuse Treatment and HIV/AIDS Services Grant which serves Tacoma and Pierce County, Washington. The goals of the TCE are to: 1) increase capacity to treat youth alcohol, tobacco, and drug use; and 2) increase capacity to address the specific problem of HIV/AIDS risk behavior by youth. To achieve these goals, the TCE will increase the number of youth receiving services as a result of this award from serving 50 youth per year to an additional 50 youth per year for a total of 100 youth per year. Service enhancement will include the use of the Matrix Model of Adolescent Treatment developed by the Matrix Institute in Los Angeles, California and offering the OraQuick Advance Rapid HIV-1Antibody test.
