ISA Psychological Services Center, College of Liberal Arts and Social Sciences, University of Guam, will create a sustainable Campus Suicide Prevention Program addressing student suicide risk through the design and delivery of information and skill development training and seminars; establishment of a comprehensive, cooperative campus network; development of print and digital materials for the campus and for families; and establishment of campus hotline services. The approach sets three priority objectives: 1) a training series for student leadership and University personnel on suicide prevention and effective response to students with mental health and behavioral problems2) the creation of a sustainable on-campus network of departments that currently provide, or that could provide culturally competent student services to outreach, identify, assess, treat, and/or refer mental and behavioral problems.3) the identification, adaptation, and development of informational materials that address suicide warning signs, risk and protective factors, help-seeking, appropriate actions for students in distress, symptoms of depression and substance abuse in a manner congruent with the cultural and linguistic characteristics of the target population.An evaluation research component of the grant will document learner outcomes of the training and seminars, the work and outcomes of the network, the development of the informational and educational materials with systematic participant feedback on them, the outcomes of the hotline feasibility study, with recommendations and subsequent action plan.

Guam Identifies Families Terrific Strengths (G.I.F.T.S.), Inc., a parent organization formed through the efforts of I Famagu'on-ta (Our Children) Guam's System of Care with Guam's Department of Mental Health & Substance Abuse, aims to provide suppport, advocacy, and training for children with Serious Emotional Disturbances (SED) and their families. G.I.F.T.S. intends to utilize "Gifts to Guam" to build its capacity to more effectively and efficiently facilitate and provide family-driven community-based services. The island-wide project will target 280 children/youth/young adults, up to age 26 if being serviced by an Individual Service plan, experiencing or at risk for SED and their families participating in Guam's child-serving agencies and I Famagu'on-ta- Guam's System of Care. The "Gifts to Guam" project will foster collaboration with community partners to provide training and support to enable G.I.F.T.S. to assume a leadership role in providing effective community support services to families/children with SED. a train-the-trainer approach will ensure continued availability of certified individuals to provide services. Through a link to Guams's Get Care website, G.I.F.T.S. will make information regarding services and training readily available. By training families to provide effective support services and expanding service sites, "Gifts to Guam" will increase the number of families receiving services by 40% to improve the mental health of SED children and maintain the child within the home/community setting.

Through Project "I'Famagu'onta" (our children) Guam plans to develop and implement a child-centered, family- focused system of care that delivers effective, comprehensive, community-based, culturally competent mental health and related services for children/adolescents with serious emotion- al disturbance and their families, and to ensure longitudinal studies of service systems outcomes. Recognizing that children from this population are frequently underserved and in many cases completely unserved, Guam's response is to return to traditional, cultural and family values to empower families and reclaim responsibilities by island leaders. Our community's commitment is to live true to our island heritage of "taking care of our own" and filling gaps by providing supports on island, rather than sending children thousands of miles away to off-island placements or not serving them at all. Banking on strengths and on cultural practices of pooling resources to do what needs to be done, Guam's families, community, service providers, policy makers and federal partners enter into a cooperative agreement to work jointly towards improvement of our children's mental health service delivery system. I'Famagu'onta will be administered by the Dept. of Mental Health and Substance Abuse, which will ensure program compliance and attainment of project goals/objectives. The Guam System of Care Council will provide community governance to ensure a community-based, child-centered, family-focused and culturally competent system of care. PROCEED, Guam's family-support organization, will play a key role in reinforcing family involvement and in providing outreach to other families. Core multi-agency partners include Education, Child Welfare, Superior Court, Youth Affairs, Department of Integrated Services for Individuals with Disabilities, and the University of Guam.

DMHSA with the help of the FY 2007 DIG will establish a web-based system that allows a flow of data on consumers who are jointly receiving services from DMHSA and private providers. It will also expand the scope and include clients receiving services from private providers who received referrals from DMHSA. The FY 2007 DIG will support efforts to integrate planning councils into the data infrastructure system and automate the Client Evaluation of Care project. It is DMHSA intent to automate the process and allow the capture of consumer perception of care through the TIER system. Finally, DMHSA will continue Phase III of the 1st DIG cycle, in order to complete its objectives.

The Strategic Prevention Framework State Incentive Grants are used to advance community-based programs for substance abuse prevention, mental health promotion, and mental illness prevention. The SPF SIG implements a five-step process known to promote youth development, reduce risk-taking behaviors, build on assets, and prevent problem behaviors. The five steps are: (1) conduct needs assessments; (2) build state and local capacity; (3) develop a comprehensive strategic plan; (4) implement evidence-based prevention policies, programs and practices; and (5) monitor and evaluate program effectiveness, sustaining what has worked well. These grants will allow the programs to provide leadership, technical support and monitoring to ensure that participating communities are successful. The success of the grants will be measured by specific measurable outcomes, among them: abstinence from drug use and alcohol abuse, reduction in substance abuse-related crime, attainment of employment or enrollment in school, increased stability in family and living conditions, increased access to services, and increased social connectedness. Guam will utilize the grant to develop a substance abuse prevention network that links a state-level advisory committee with community-based prevention mentors. Science -based programs will be adapted and evaluated for local application following the Strategic Prevention Framework process, and will cover the entire Territory of Guam.
