The Iowa Federation of Families for Children's Mental Health's Statewide Family Network project targets families with children and adolescents who have serious emotional, behavioral, mental and social disorders. Uniquely, this project includes partnerships with the Uiverity of Iowa's Resouce Center for Family Centered Practice and the Disproportianate Minority Contact Resouce Center for youth leaderhip development programming and program evaluation services. Across the state of Iowa, this project assists families through one-to-one mentoring, information dissemination, individual assistance, and education family members and professionals who work with the families who have mental health issues. A user-friendly up-to-date website and a toll-free phone number is heavily advertised and marketed specifically for families.
The long-term goals of IFFCMH include: 1. families stay together, 2. families have social support and do not experience stigma; 3. children are successful in school, both academically and socially; 4. children are happy; and 5. children become successful adults.
In order to accomplish these individual family goals, IFFCMH works toward the following systemic goals: 1. families have access to a comprehensive, coordinated, individualized, strength-based system of care in which they are seen as partners in determining the nature and voume of care provided; and 2. communiites are supportive of families with children who have emotional/behavioral challenges.

The Northeast Iowa Child Mental Health Initiative (CMIII) will build upon existing resources to implement a system of care for children with serious emotional disturbance (SED). This community-based initiative will be developed in partnership with youth and families to target children at risk for out-of-home placement, hospitalization, involvement with multiple systems, and those transitioning into adulthood.
The 10 county northeast Iowa region was chosen as the site for the CMIII because of its unique characteristics and its potential to be a leader in the state for serving children with SED. The CMHI system of care will use a wraparound approach to support individualized, child- and family-centered services developed through collaborative partnerships between families and providers.

DHS proposes to further refine data collection and reporting. We plan to obtain client satisfaction information for the December 2007 report but the methodology needs refinement. We plan to request bids from software vendors to address the need for a more statistically sound system for data collection. These improvements will also enhance the transmission of information into our data warehouse and reporting within the URS tables. We also plan to train county staff around data integrity issues and basic computing. Our project will improve the overall quality of the data we are reporting.

The purpose of the Sober Truth on Preventing Underage Drinking (STOP) Act grant program is to prevent and reduce alcohol use among youth in communities throughout the United States. The STOP Act grant program will encourage existing local community coalitions to develop, assess, and implement effective strategies to prevent and reduce underage drinking. Strategoies may include: changing local attitudes and norms, and re-evaluating existing laws and policies.
(1) Grantee must participate in national evaluation activities of the STOP grant program.
(2) STOP Grantees must use the Strategic Prevention Framework (SPF), a five step evidence based process for community planning and decision-making. The five step rocess includes: needs assessment, capacity building, planning, implementation and evaluation.
(3) STOP grantees must plan and implement a comprehensive approach inclusive of multiple strategies as emphasized in the 2007 Surgeon General's Call to Action to prevent and Reduce Underage Drinking located online at: http://www.surgeongeneral.gov/topics/underage drinking/calltoaction.pdf Emphasis should be given to environmental strategies that incorporate prevention efforts aimed at changing or influencing community conditions, standards, institutions, structures, systems and policies. In addition, grantees must select strategies that lead to long term outcomes.
(4) STOP grantees must enhance, not supplant, effective local community initiatives for preventing and reducing alcohol use among youth. For current Drug Free Community grantees, STOP ACT foods can not be used to supplant or replace activities that are presently being supported by Drug Free Comunity funds, and , separate DFC and STOP ACT accouting systems must be maintained for the purposes of reporting.

Prairielands Addiction Technology Transfer Center (PATTC) will serve the States of Iowa, Minnesota, North Dakota, South Dakota, and Wisconsin from 2007 until 2012. PATTC's goals are to disseminate empirically supported best practices in substance abuse treatment. Activities will be principally targeted towards substance abuse professionals, health care professionals, professional/recovery coaches who are working in recovery high schools, and helping professionals in recovery oriented systems of care. PATTC will disseminate culturally sensitive curricula and services, with specific focus on Native American, Hispanic/Latino, African-American, and LGBT issues in substance abuse service delivery. PATTC also plans to develop learning communities for professionals who are: preparing for their licensure and certification; interested in learning motivational interviewing; wish to learn best practices in clinical supervision; interested in learning recovery oriented system of care; are interested in the implementation of NIATx principles of organizational change; focusing on problem gambling treatment; want to participate in the PATTC Annual Leadership Institute; and have interest in adopting best practices of Recovery High School/College who are underage drinkers and binge drinkers.

The overall purpose of the Cedar Rapids Methamphetamine Clinic (CRMC) is to provide intensive outpatient residential treatment and wrap around services to indigent individuals with methamphetamine addiction in the target counties. In addition to the 400 plus methamphetamine clients currently receiving treatment services in the target counties, the proposed CRMC will serve 135 new unduplicated clients with 14 of those receiving residential treatment.

This will be accomplished by implementing a peer learning network and a core learning and development team that will be integral in spreading process improvement activities statewide. The goal of the peer learning network will be to establish an inclusive, self-sustaining network of key agency staff trained in process improvement techniques who will have a forum to share experiences and strategies as a support network. The core team will provide training, mentoring, coaching and technical assistance services to facilitate agencies' implementation of process improvement techniques statewide.
