The Iowa Federation of Families for Children's Mental Health's Statewide Family Network project targets families with children and adolescents who have serious emotional, behavioral, mental and social disorders. Uniquely, this project includes partnerships with the Uiverity of Iowa's Resouce Center for Family Centered Practice and the Disproportianate Minority Contact Resouce Center for youth leaderhip development programming and program evaluation services. Across the state of Iowa, this project assists families through one-to-one mentoring, information dissemination, individual assistance, and education family members and professionals who work with the families who have mental health issues. A user-friendly up-to-date website and a toll-free phone number is heavily advertised and marketed specifically for families. The long-term goals of IFFCMH include: 1. families stay together, 2. families have social support and do not experience stigma; 3. children are successful in school, both academically and socially; 4. children are happy; and 5. children become successful adults. In order to accomplish these individual family goals, IFFCMH works toward the following systemic goals: 1. families have access to a comprehensive, coordinated, individualized, strength-based system of care in which they are seen as partners in determining the nature and voume of care provided; and 2. communiites are supportive of families with children who have emotional/behavioral challenges. |

The Northeast Iowa Child Mental Health Initiative (CMIII) will build upon existing resources to implement a system of care for children with serious emotional disturbance (SED). This community-based initiative will be developed in partnership with youth and families to target children at risk for out-of-home placement, hospitalization, involvement with multiple systems, and those transitioning into adulthood. The 10 county northeast Iowa region was chosen as the site for the CMIII because of its unique characteristics and its potential to be a leader in the state for serving children with SED. The CMHI system of care will use a wraparound approach to support individualized, child- and family-centered services developed through collaborative partnerships between families and providers. |

| Iowa's Project LAUNCH seeks to develop the necessary infrastructure and system integration to assure that Iowa children are thriving in safe, supportive environments and entering school ready to learn and able to succeed. Iowa's Project LAUNCH targets children ages 0-8 and their families in a seven-zip code area in inner city Des Moines (Polk County, Iowa) with a focus on low-income and minority populations who are traditionally underserved. Outreach, recruitment, and retention efforts will specifically target African American, Hispanic, Asian, Non/Limited English Speaking Immigrant/Refugee and low-income populations. Overall, project goals are to: 1.) Build state and local infrastructure to increase the capacity and integration of the children's mental health system into a comprehensive early childhood system of care; 2.) Deliver family-centered, fully integrated evidenced-based services for children living in a targeted community at-risk for poor social emotional outcomes; and 3.) Promote sustainability and statewide spread of best practices for system development. | |

These projects aim to help alleviate access barriers by using telemedicine, in conjunction with existing mental health access support systems, to assist patients in receiving appropriate placement and treatment. This initiative will also allow for better utiliztion of hospital inpatient beds, improve the utilization and access to neuropsychologists and psychiatrists, and help reduce the overall cost of care. | |

| The Network Now project will enhance infrastructure development and capacity building for effective mental health services and systems transformation by expanding IAMHR's efforts to connect and empower consumers. Activities will include continuation and expansion of three current IAMHR initiatives and of recovery advocacy and systems transformation through five new initiatives. The initiatives include Social Inclusion, Co-Occurring Disorders Systems Change, and Peer Employment Development, Cultural Competency, Leadership Development, and Sustainability planning. Specific activities include training and technical assistance; gathering and publishing of recovery stories; development of a Speaker's Bureau; workshops to promote leadership; monthly newsletters; support for and promotion of consumer-run business models, recovery wellness centers, and respite centers; development of a warm line; and development of a cultural competency initiative for IAMHR. Key to these activities will be outreach through the Integrated Tele-networking Initiative and the IAMHR Recruitment Drive's face to face outreach through statewide regional and local invitational workshops. Through these outreach activities, Network Now will focus on expanding IAMHR membership, increasing connections between members and community partners, and increasing individual and collective empowerment of mental health consumers and allied partners. | |

The purpose of the Sober Truth on Preventing Underage Drinking (STOP) Act grant program is to prevent and reduce alcohol use among youth in communities throughout the United States. The STOP Act grant program will encourage existing local community coalitions to develop, assess, and implement effective strategies to prevent and reduce underage drinking. Strategoies may include: changing local attitudes and norms, and re-evaluating existing laws and policies. (1) Grantee must participate in national evaluation activities of the STOP grant program. (2) STOP Grantees must use the Strategic Prevention Framework (SPF), a five step evidence based process for community planning and decision-making. The five step rocess includes: needs assessment, capacity building, planning, implementation and evaluation. (3) STOP grantees must plan and implement a comprehensive approach inclusive of multiple strategies as emphasized in the 2007 Surgeon General's Call to Action to prevent and Reduce Underage Drinking located online at: http://www.surgeongeneral.gov/topics/underage drinking/calltoaction.pdf Emphasis should be given to environmental strategies that incorporate prevention efforts aimed at changing or influencing community conditions, standards, institutions, structures, systems and policies. In addition, grantees must select strategies that lead to long term outcomes. (4) STOP grantees must enhance, not supplant, effective local community initiatives for preventing and reducing alcohol use among youth. For current Drug Free Community grantees, STOP ACT foods can not be used to supplant or replace activities that are presently being supported by Drug Free Comunity funds, and , separate DFC and STOP ACT accouting systems must be maintained for the purposes of reporting. |

The purpose of the Sober Truth on Preventing Underage Drinking (STOP) Act grant program is to prevent and reduce alcohol use among youth in communities throughout the United States. The STOP Act grant program will encourage existing local community coalitions to develop, assess, and implement effective strategies to prevent and reduce underage drinking. Strategoies may include: changing local attitudes and norms, and re-evaluating existing laws and policies. (1) Grantee must participate in national evaluation activities of the STOP grant program. (2) STOP Grantees must use the Strategic Prevention Framework (SPF), a five step evidence based process for community planning and decision-making. The five step rocess includes: needs assessment, capacity building, planning, implementation and evaluation. (3) STOP grantees must plan and implement a comprehensive approach inclusive of multiple strategies as emphasized in the 2007 Surgeon General's Call to Action to prevent and Reduce Underage Drinking located online at: http://www.surgeongeneral.gov/topics/underage drinking/calltoaction.pdf Emphasis should be given to environmental strategies that incorporate prevention efforts aimed at changing or influencing community conditions, standards, institutions, structures, systems and policies. In addition, grantees must select strategies that lead to long term outcomes. (4) STOP grantees must enhance, not supplant, effective local community initiatives for preventing and reducing alcohol use among youth. For current Drug Free Community grantees, STOP ACT foods can not be used to supplant or replace activities that are presently being supported by Drug Free Comunity funds, and , separate DFC and STOP ACT accouting systems must be maintained for the purposes of reporting. |

| Prairielands Addiction Technology Transfer Center (PATTC) will serve the States of Iowa, Minnesota, North Dakota, South Dakota, and Wisconsin from 2007 until 2012. PATTC's goals are to disseminate empirically supported best practices in substance abuse treatment. Activities will be principally targeted towards substance abuse professionals, health care professionals, professional/recovery coaches who are working in recovery high schools, and helping professionals in recovery oriented systems of care. PATTC will disseminate culturally sensitive curricula and services, with specific focus on Native American, Hispanic/Latino, African-American, and LGBT issues in substance abuse service delivery. The mission of Iowa's program is to ensure that persons seeking recovery have real and relevant choices for care through an expanded and enhanced system that includes traditional treatment, community-based support services, faith-based support and counseling, non-traditional treatment provided by Native American Tribal communities and bi-lingual services. Iowa has prioritized women and men that are parents, co-parents or have care giving responsibilities within their family or as adults living with children in the household.
