The overall scope of the North Dakota Data Infrastructure Grant will be to enhance the current data and information systems infrastructure. This will allow North Dakota to meet the reporting requirements for URS/NOM's. This project is designed to meet three goals: 1) Improved business processes; 2) Improved client engagement; and 3) Improved client outcomes.

North Dakota Federation of Families for Children's Mental Health (NDFFCMH) Statewide Family Network program is designed to meet the needs of children and youth with emotional, behavioral and/or mental disorders and their families in dNorth Dakota. Children, Youth and their families will transform the mental health system to better meet the needs of children and youth with emotional, behavioral and /or mental disorders. NDFFCMH Statewide Family Network program will strengthen organizational relationships, foster leadership and business management skills among family members of children and youth with emotional, behavioral and mental disorders and identify and address the technical assistance needs of children and youth with emotional, behavioral and mental disorders and their families.

The Spirit Lake Suicide Prevention Coalition has collectively made efforts to provide suicide prevention for the Spirit Lake Nation, and the coalition submits this application on behalf of the agencies that work with our youth and families. The Wiconi Ohitika Project, which translates to "Strong Life" in English, is based on the Dakota culture, and will provide direct suicide prevention services to Spirit Lake community members, ages 10-24. The objectives of the project are:
- Objective 1: Partner with the University of North Dakota to provide doctoral clinical psychology graduate students for placement at Four Winds High School, Cankdeska Cikana Community College, Youth Healing and Wellness Center, and Indian Health Services to provide counseling and referral services and educational activities on suicide prevention.
- Objective 2: Implement suicide prevention training to the community, educators, and care providers.
- Objective 3: Implement literature, campaigns, and community presentations that are culturally specific for the Spirit Lake Dakota. This important undertaking will include the participation of tribal elders with the final product approved and blessed by the Cankdeska Cikana Community College Language Advisory Council of Elders.
- Objective 4: Conduct a public awareness campaign on suicide prevention.
- Objective 5: Develop a database to collect and analyze data that will be used to monitor program effectiveness.

Program: Circles of Care American Indian & Alaskan Native Children SM058822

Standing Rock Sioux Tribe (SRST), located on 2.3 million acres in North and South Dakota, purposes a planning and infrastructure development project that will assist the Tribe, the communities, and the tribal members in the transformation of the mental health systems for children. The grant will provide the tribe and communities within the reservation an organized plan for designing a holistic, community-based SRST system of care to support mental health and wellness for their children, youth and families. The proposed system of care will be community-based, family-driven, youth-guided, culturally competent and collaborative across multiple agencies. This will be achieved through development of a culturally appropriate System of Care (SoC), and by increasing the capacity and effectiveness of children's mental health services.

  

Center for Substance Abuse Prevention (CSAP)

The grantee will: (1) reduce substance abuse among youth and over time, among adults by addressing factors in the community that increase the risk of substance abuse and promote factors to minimize the risk of substance abuse; (2) establish and strengthen citizen participation and collaboration among communities, nonprofit agencies, and federal, state, local, and tribal governments to support community efforts to deliver effective substance use prevention strategies for youth; (3) use the Strategic Prevention Framework of evidence based prevention strategies to assess needs, build capacity, plan, implement and evaluate community prevention initiatives; and (4) assess and report on the effectiveness of community prevention initiatives to reduce age of onset of any drug use, frequency of use in the past 30 days, increased perception of risk or harm, and increased perception of disapproval of use by peers and adults.
  

Center for Substance Abuse Treatment (CSAT)

The Standing Rock Sioux Tribe Clear Vision Project acting through the tribal substance abuse department seeks to expand the provision of substance abuse treatment services currently offered to American Indian adolescents who reside within the boundaries of the tribal reservation in rural North Dakota. This project shall both expand and enhance the current program and shall provide the foundation for delivering and sustaining comprehensive, integrated, community-based, and culturally appropriate treatment services to American-Indian adolescents who suffer a substance use disorder. The Clear Vision Project will be crafted to further reveal and correct substance abuse and behavioral health treatment disparities and provide for appropriate services within the context of the Standing Rock Sioux culture.

The Parshall Resource Center (PRC) is a non-profit residential facility chartered by the Mandan, Hidatsa and Arikara (MHA) Nation. The Wrap-Around Project will include social detoxification, drug toxicity screening, cultural education, outreach and diagnosis of co-occurring mental health disorders. The target population is American Indians that live on or near the Fort Berthold Indian Reservation. The goals of the project are to increase the number of clients receiving low-intensity adult residential services; and increase positive treatment outcomes by enhancing the services for clients.
