Governor Christine Gregoire of the State of Washington is leading Partnerships for Recovery with the full support and participation of the Director of every Department and Division serving people with mental illness in the State of Washington. With consumers and family members as equal partners, Partnerships for Recovery has launched a deep transformation effort to achieve the goals of the President's New Freedom Commission for all people in the State of Washington. The template for Partnerships for Recovery is the President's New Freedom Commission Report. However what will emerge in Washington State will be unique to the needs of the consumers and families of Washington. Partnerships for Recovery is building the infrastructure to an on-going process of planning, action, learning and innovation that will result in measurable improvements in the lives of both young and old throughout the State. Key elements of the initiative will include a social marketing initiative to reduce the stigma of mental illness, increase awareness, strengthening of the statewide infrastructure for consumer and family support and development of a comprehensive approach to insure participation of consumers as service providers. Reduction of ethnic and geographic disparities. Adoption of a strengths-based, consumer-driven care planning model. Implementing training and fiscal and regulatory incentives for the expanded use of evidence- based recovery focused practices. Development of a web-based data infrastructure that will support direct service.

The MHD currently reports all 20 URS tables, and is currently collecting survey data to report the new NOMs, social connectedness and functioning. MHD's current mental health information system (MHD-CIS) integrates information reported from providers, the state hospitals, and community hospital. The Mental Health Division works closely with DRDA, who has developed an interdepartmental database. A continuing focus of the new grant will be to increase access and dissemination of the information collected for the URS tables. In addition to enhancing the reporting system, MHD plans to hire a data quality coordinator, study ways to improve response rates.

Through Project LAUNCH Washington, the Department of Health will work with state agencies, Yakima County, and other stakeholders to expand child wellness (physical, social, emotional, mental and behavioral health) efforts for children birth to eight and their families. A state Child Wellness Council will coordinate key child-serving systems. In Yakima County, a range of evidence-based services and programs will be provided to at-risk children and families. The goal of Project LAUNCH Washington is to create a shared vision for the wellness of young children that drives the development of state and local networks for the coordination of key-child serving systems and the integration of behavioral and physical health services. The expected result of Project LAUNCH is for children to be thriving in safe, supportive environments and entering school ready to learn and able to succeed. The target population for Project LAUNCH is children and families, who face multiple risk factors.
A range of EBPs will be provided, including behavioral health consultation, Incredible Years, Positive Behavior Support, Valley Intervention Program, Parents as Teachers, and SafeCare. This project will address the interconnected challenges facing young children and their families, including learning, behavior, and mental health problems; poverty; substance abuse; domestic violence; and child abuse and neglect.

The Yakima County Youth and Family Coalition will implement a single, integrated system of care to provide comprehensive, community-based mental health services and supports for all Yakima County youth, including the Yakama Nation, with SED and their families. Planning and implementation will be anchored with the Partnerships for Success (PfS) Community Planning Process and wraparound care coordination in accord with National Wraparound Initiative standards. We will initially prioritize service to youth age 10-21 with SED and involvement in juvenile justice or child welfare systems, youth experiencing co-occurring challenges related to substance use and youth in transition, with specific focus on Native American and Hispanic youth. We anticipate expanding to preschool and school-age children in Years 5 and 6. Our system of care will be governed through a multi-agency Governance Team featuring consensus-based decision making with youth and family representatives as full partners.

The coalitions not only serve families across the state but also assist in develpment of infrasurcture of SAFE WA as will as providing voice in sysem impementation and design.

The purpose of the Sober Truth on Preventing Underage Drinking (STOP) Act grant program is to prevent and reduce alcohol use among youth in communities throughout the United States. The STOP Act grant program will encourage existing local community coalitions to develop, assess, and implement effective strategies to prevent and reduce underage drinking. Strategoies may include: changing local attitudes and norms, and re-evaluating existing laws and policies.
(1) Grantee must participate in national evaluation activities of the STOP grant program.
(2) STOP Grantees must use the Strategic Prevention Framework (SPF), a five step evidence based process for community planning and decision-making. The five step rocess includes: needs assessment, capacity building, planning, implementation and evaluation.
(3) STOP grantees must plan and implement a comprehensive approach inclusive of multiple strategies as emphasized in the 2007 Surgeon General's Call to Action to prevent and Reduce Underage Drinking located online at: http://www.surgeongeneral.gov/topics/underage drinking/calltoaction.pdf Emphasis should be given to environmental strategies that incorporate prevention efforts aimed at changing or influencing community conditions, standards, institutions, structures, systems and policies. In addition, grantees must select strategies that lead to long term outcomes.
(4) STOP grantees must enhance, not supplant, effective local community initiatives for preventing and reducing alcohol use among youth. For current Drug Free Community grantees, STOP ACT foods can not be used to supplant or replace activities that are presently being supported by Drug Free Comunity funds, and , separate DFC and STOP ACT accouting systems must be maintained for the purposes of reporting.

Together! For a Drug Free Youth Coalition was awarded a $48,296 Sober Truth of Preventing Under-aged Drinking (STOP Act) FY 2009 grant by the Substance Abuse and Mental Health Services Administration (SAMHSA). The Coalition services Chelan & Douglas Counties in WA with a population of 102,000.

Together! Policy Board Coalition, 11 Community Coalitions and 9 school-based Youth Coalitions with over 400 members have, in a cooperative, coordinated, and collaborative manner, developed a long-term commitment to reduce alcohol use among youth. Through the STOP Act, these same coalitions will begin implementing environmental strategies and show that underage alcohol use is their local problem that they can solve through concerted and dedicated action.

STOP ACT project goals: (1) enhance cooperation, coordination, and collaboration among communities in Chelan and Douglas Counties to develop a long term commitment to reduce alcohol use among youth; and (2) reduce underage drinking in Chelan and Douglas counties by promoting environmental strategies.

Objective 1-1 assist policy board to learn how to identify and implement environmental strategies on preventing underage drinking.

Objective 2-1 foster cultural changes in Chelan-Douglas counties to prevent and reduce underage drinking by implementing STOP Act strategies and Surgeons General's Call to Action.

Two Universites of Washington programs-the evidence-based Parent-Child Assistance Program (PCAP) and the Center on Infant Mental Health and Development (CIMHD)-proposes a partnership to pilot an important and innovative infant/mother mental health intervention.
Together they propose to conduct a targeted pilot project in which they supplement the standard 3-year PCAP intervention with a nested 12-month infant/mother mental health intervention delivered in the home by CIMHD-supervised infant mental health therapists. They will evaluate the pilot by comparing outcomes from the enhanced infant/mother intervention group (N=40 infant/mother pairs) with data from a matched comparison group (N=40 infant/mother pairs) that receives standard PCAP intervention alone.

The goals of the Coalition are to: (1) establish and strengthen collaboration among the Neighborhood House partner organizations in support of the community's effort to prevent and reduce substance abuse among youth; and (2) reduce substance abuse among youth in South Seattle, WA, and, over time, among adults by addressing the issues in our community that increase the risk of substance abuse and promoting the factors that minimize the risk of substance abuse.

The Project STOP Act will achieve its goals by implementing these strategies: (1) expanding and strengthening the long term capacity of Neighborhood House's Community Advisory Coalitions to compressively address underage drinking; (2) to reduce access and availability of liquor to underage youth by expanding our environmental strategies to impact community/population level change statewide, countywide, and citywide and (3) to change community attitude to discourage underage drinking using the Surgeon General Call to Action to Prevention and Reduce underage drinking.
The evaluation plan will disseminate Project STOP Act data, reports and for sustaining the comprehensive approach emphasized in the 2007 Surgeon General's Call to Action to prevent and Reduce Underage Drinking long after the CSAP grant ends.

Washington State Division of Alcohol and Substance Abuse (DASA) will utilize ATR funds to provide social service intervention over the 3 year grant period to individuals in crisis because of drug or alcohol misuse. Clinical treatment and/or recovery support services will be provided to these individuals and their families based on clinical assessments. Individuals and families will be offered a choice of treatment and recovery providers, and will work with assigned Recovery Support Specialists to develop personal recovery plans that identify services needed to achieve and maintain abstinence. Individuals with recent history of methamphetamine use or incarceration will be prioritized for enrollment to support stated program goals. Also, based on community input, individuals who are veterans of the Afghanistan or Iraq hostilities will recieve special consideration for inclusion in the program. Funding will be allocated to the six existing ATR counties: Clark, King, Pierce, Snohomish, Spokane, and Yakim, with additional counties or tribal organizations being included based on a competitive process. County and Tribal Alcohol and Drug Coordinators will manage the voucher disbursement at the local level with overall responsibility resting with DASA.

The Pierce County Drug Court proposes an expansion and enhancement to target an underserved population of veterans who have become involved with the criminal justice system and have been determined to be drug dependent and, in many cases, suffering from combat-related mental disorders. The program proposes to access the continuum of services necessary to stabilize and reintegrate the veteran into the broader community. The program will invoke evidence-based protocols and procedures to provide needed intervention, treatment and wrap-around services, with the ultimate outcome of the veteran's successful re-entry to the community and the capacity to sustain long-term recovery and a healthy lifestyle. The program will expand the current adult treatment court to accommodate 50 veterans a year (150 over the 3-year grant period), with enhanced services accessed through local veterans affairs offices.

Through the Recovery Support Services Enhancement Project, the Northwest Indian Treatment Center will promote client-centered recovery by improving the quality and intensity of culturally-infused, individualized substance abuse treatment and wrap-around aftercare services. The project will develop and enhance comprehensive referral relationships with recovery support service providers in Northwest Indian Treatment Center clients' home communities. The Squaxin Island Tribe's Northwest Indian Treatment Center (NWITC) is a residential chemical dependency treatment facility clinically designed to serve American Indians from tribes located in Oregon, Washington and Idaho who have chronic relapse patterns related to unresolved grief and trauma. After completing the treatment programs at the NWITC, clients and alumni often return to situations where they are at-risk of using again. A safe home and community life and post-treatment resource coordination are especially critical for those who have recently completed substance abuse treatment programs and are returning home. The plan is to serve 480 clients over the three years of the project as they transition back to their home communities after treatment.

The goals of the TCE are to: 1) increase capacity to treat youth alcohol, tobacco, and drug use; and 2) increase capacity to address the specific problem of HIV/AIDS risk behavior by youth. To achieve these goals, the TCE will increase the number of youth receiving services as a result of this award from serving 50 youth per year to an additional 50 youth per year for a total of 100 youth per year. Service enhancement will include the use of the Matrix Model of Adolescent Treatment developed by the Matrix Institute in Los Angeles, California and offering the OraQuick Advance Rapid HIV-1Antibody test.

Multifaith Works will support the establishment of a recovery support service information network that is driven and led by peers in recovery. The Network will provide administrative, emotional, and supervisory support, as well as volunteer recruitment, training, and leadership skill development for peer volunteers. Services include the widest possible array of recovery support options for recovering participants. the Network's aim is to support existing peer recovery programs while expanding their reach into the GLTBQ recovery community.

Peer recovery services targets members of the Seattle/King County GLBTQ community who are battling addiction to alcohol and illegal substances including but not limited to crystal methamphetamine, crack, cocaine, heroin, and marijuana. The target population ranges in age from 14 to 82. Twenty-one percent of the client population is people of color. A majority of the population live on a monthly income of $500 or less. As the services rendered in this proposal will be free of charge to any people who access them, eliminating costs for services as a barrier.

This project represents a collaboration of four agencies, each of which brings unique experience and services to the Network. By combining services, the collaborative team creates a continuum of care that addresses the spectrum of needs within the GLBTQ recovery community without duplicating specific services.

The King County Assertive Adolescent and Family Treatment Project will expand a County wide, multi-year effort to implement evidence-based practices throughout the county substance abuse provider network. King County will partner with Central Youth and Family Services (CYFS), a local community-based contracted substance abuse/mental health provider to implement the Adolescent Community Reinforcement Approach (A-CRA) coupled with Assertive Continuing Care (ACC) with transition age youth ages 18-24, their families, and where appropriate, significant others, mentors or other appropriate adults. Transition age youth were selected for this project because of the great need associated with this population, needs which are not the same as adults, and needs that are further complicated by the early onset of substance use. The goal is to assure that transition age youth receive treatment that is youth-oriented, developmentally appropriate and offers the tools to succeed in the transition into the adult world. The Global Appraisal of Individual Needs (GAIN) is the current standardized assessment used within the King County youth provider network and will be used in this project. Treatment services will focus on the interaction between transition age youth and their environments, family (as defined by the participant) and will be community-based. Strategies and interventions will be consistent with the A-CRA/ACC model, implemented with fidelity and consist of problem solving skills to cope with day-to-day stressors, communication skills, and active participation in positive social and recreational activities with the goal of improving life satisfaction. Field and strength based case management along with home visits will be used to reinforce engagement and adherence to treatment goals and increase the likelihood of family and participant success.

Community Psychiatric Clinic (CPC) proposes Project THRIVE, designed to provide outreach and engagement to homeless veterans, access to services, integrated treatment, permanent supported housing and other services that will lift veterans out of homelessness, support recovery and prevent future homelessness. Project THRIVE is a new initiative for homeless veterans which will create a "no wrong door" into veterans services in King County, Washington that have historically been fragmented due to funding/system gaps. Project THRIVE will serve homeless veterans who have dual disorders of mental illness, and substance abuse, including PTSD. Emphasis will be given to those in jail/inpatient settings.
