The State of West Virginia, Bureau of Behavioral Health and Health Facilities (BHHF), will work to enhance capacity for emergency mental health and substance abuse response. Major activities planned for the upcoming year include the development of a statewide community support network, review and revision of existing plans, and expansion of current plans across all regions of West Virginia. In addition, State funds will be used to continue training of individuals who respond to disasters. Specific activities will include the revision of the current BHHF Response Plan for Disasters and Other Critical Incidents and Annex EEEE of the State Disaster Response Plans to include acts of bio-terrorism. The plans will be restructured to reflect six regions that will be used in disaster planning efforts.

This project will continue the State's effort to build infrastructure to collect data and report the remaining Mental Health Block Grant Uniform Reporting System Developmental Measures. Grant efforts will focus on (1) local provider training to improve data quality, (2) implementation of web-based technology using DS2K + data standards to collect, report, and improve accessibility of data, and (3) strengthening internal and external database linkages. Project outcomes will include consistent data definitions, timely capture of data, improved measure of service outcomes and client change, improved data quality, and enhanced ability to analyze and report on developmental measures such as school attendance, school performance, and involvement with the criminal justice system. The project outcomes will be evaluated based on the ability to produce the data required for URS and other desired reporting. The project will also be evaluated in terms of its ability to produce data that is useful to and is used by system stakeholders.

In response to flooding, the State of West Virginia received a Regular Services grant through the Crisis Counseling Assistance and Training Program, which is conducted through an interagency partnership between the Federal Emergency Management Agency (FEMA) and the Center for Mental Health Services. Services provided through this grant include outreach, individual and group counseling, and public education regarding the mental health effects of disasters.

The Consumer Organization and Networking Technical Assistance Center (CONTAC) will assist in transforming the mental health system by providing skill-building opportunities that foster consumer/peer-run programs, specifically in areas of recovery and grassroots program administration/management, emphasizing self-help, mutual support, and empowerment. Project activities will include skill development training; strategic planning events; curriculum development in self-management/self-help approaches; and increasing consumer participation in forming transformative policy. CONTAC will utilize a cultural advisory council for its ongoing efforts and will elicit indigenous involvement in developing trainings and translations. CONTAC will be available to a range of stakeholders, including consumers, state mental health systems, consumer supporters, service providers, family, and the general public.

Using funds now paying for out-of-state placements, the Mountain State Family Alliance will follow children home and support community-based alternatives, ideally reunifying families. This will be accomplished through: collaboration and coordination across providers, agencies and families at the regional and State levels, including a regional-State partnership in project governance; broadened interagency agreements; and increased reliance on family and interdisciplinary teams in service planning and delivery.

Strategic Prevention Framework State Incentive Grants (SPF SIG)-West Virginia The Strategic Prevention Framework State Incentive Grants are used to advance community-based programs for substance abuse prevention, mental health promotion, and mental illness prevention. The SPF SIG implements a five-step process known to promote youth development, reduce risk-taking behaviors, build on assets, and prevent problem behaviors. The five steps are: (1) conduct needs assessments; (2) build state and local capacity; (3) develop a comprehensive strategic plan; (4) implement evidence-based prevention policies, programs and practices; and (5) monitor and evaluate program effectiveness, sustaining what has worked well. These grants will allow the programs to provide leadership, technical support and monitoring to ensure that participating communities are successful. The success of the grants will be measured by specific measurable outcomes, among them: abstinence from drug use and alcohol abuse, reduction in substance abuse-related crime, attainment of employment or enrollment in school, increased stability in family and living conditions, increased access to services, and increased social connectedness. West Virginia will use the grant to complete and implement a comprehensive system that will allow the state to: 1) better coordinate alcohol, tobacco and other drug prevention funding; 2) improve the overall quality of prevention programs and the state's prevention workforce; and 3) increase the availability of prevention services to communities statewide.

The primary purpose of the ERA project is to improve coordination of outreach to the homeless (i.e. building trust, dedicated outreach staff), better trained clinical and on-site staff to provide a continuum of holistic rehabilitation services (i.e. mental health and substance abuse), and in- home aftercare services once individuals complete the intensive rehabilitation treatment program and enter into transitional or permanent housing so they do not return to homelessness.

The TARP project will serve 1,510 rural Appalachian residents in 50 remote communities by providing education and outreach, local substance abuse treatment services, and after care assistance in Boone, Cabell, Clay, Kanawha, Lincoln, Mason, Putnam, and Wayne counties in West Virginia. Expansion services will accommodate the already existing waiting list for substance abuse treatment in these counties, while enhancement services will allow for existing mental health services to include substance abuse services on site in these remote area as opposed to uprooting individuals and sending them to larger treatment areas -away from their homes and local support network.
