Guidance for Quality Measure Transition Planning for Existing Section 223 Demonstration States and Clinics – Transition to Calendar Year as Measurement Year (DOC | 78.2 KB) – Beginning with the Calendar Year (CY) of January 1, 2025-December 31, 2025, SAMHSA and its Federal Partners are shifting from using the Section 223 Demonstration Years (DY) as the quality measure Measurement Year (MY) for the Behavioral Health Clinic (BHC) measures to using the CY.

On July 20, 2023, the Substance Abuse and Mental Health Services Administration (SAMHSA) held a webinar discussing preparation that Section 223 Demonstration states and, especially, CCBHCs, as well as CCBHC-PDI and CCBHC-IA grantees, can do prior to release of the updated quality measure specifications in the fall. Items addressed include technical infrastructure and working with your IT vendors; preparation by clinical, administrative, and IT staff for workflow modifications; learning collaboratives; and the importance (for Demonstration participants) of state and clinics working together.
On June 1, 2023, the Substance Abuse and Mental Health Services Administration (SAMHSA) held a webinar discussing the use of quality measurement as a tool for continuous quality improvement (CQI) by CCBHCs and CCBHC-PDI and CCBHC-IA grantees. It addresses the updated criteria requirements on CQI and how they relate to the quality measures, including lessons learned from the national evaluation and lessons from the field. An expert panel of existing Section 223 Demonstration states and CCBHCs provide valuable insights based on their experience.
On May 11, 2023, the Substance Abuse and Mental Health Services Administration (SAMHSA) held a webinar introducing quality measurement for new Section 223 Demonstration states and CCBHCs, as well as CCBHC-PDI and CCBHC-IA grantees. The webinar explains why quality measurement is part of the CCBHC model, some basics of quality measurement, and general information on reporting requirements for the CCBHC programs.
