Beginning with the Calendar Year (CY) of January 1, 2025-December 31, 2025, SAMHSA and its Federal Partners are shifting from using the Section 223 Demonstration Years (DY) as the quality measure Measurement Year (MY) for the Behavioral Health Clinic (BHC) measures to using the CY.

2024 Technical Specifications

Quality Measures for Behavioral Health Clinics Technical Specifications and Resource Manual February 2024 – This February 2024 update to the technical specifications for the Behavioral Health Clinic (BHC) quality measures provides information about the required quality measures under the Section 223 State Demonstration programs, Section 223 Demonstration Planning Grants, and SAMHSA's CCBHC-IA and CCBHC-PDI expansion grants.

Data Reporting Templates for Behavioral Health Clinic Quality Measures February 2024 – This February 2024 update to the reporting templates for the Behavioral Health Clinic (BHC) quality measures providers the template for use by Section 223 Demonstration states and clinics, Section 223 Demonstration Planning Grant states, and CCBHC-IAs and CCBHC-PDIs.

Guidance for Quality Bonus Program Transition Planning for Existing Section 223 Demonstration States and Clinics – Transition to Calendar Year as Measurement Year (PDF | 157 KB) – As SAMHSA and its Federal Partners shift from using the Section 223 Demonstration Years (DY) as the quality measure Measurement Year (MY) for the Behavioral Health Clinic (BHC) measures to using the Calendar Year, this document provides guidance for Quality Bonus Programs during the transition year of 2024.

The quality measures were updated along with the CCBHC Certification Criteria in 2023. Click here for more information about the previously existing 2016 quality measures.

Webinar Series

On November 9, 2023, the Substance Abuse and Mental Health Services Administration (SAMHSA) held a webinar discussing what CCBHCs can do to prepare for reporting the four optional updated clinic-collected Behavioral Health Clinic quality measures, specifically: Tobacco Use: Screening & Cessation Intervention (TSC), Major Depressive Disorder: Suicide Risk Assessment (SRA-A and SRA-C), Weight Assessment and Counseling for Nutrition and Physical Activity for Children/Adolescents (WCC-CH), and Controlling High Blood Pressure (CBP-AD).

On November 1, 2023, the Substance Abuse and Mental Health Services Administration (SAMHSA) held a webinar discussing what CCBHCs can do to prepare for reporting two of the required updated clinic-collected Behavioral Health Clinic quality measures, specifically: Screening for Depression & Follow up Plan (CDF-AD and CDF-CH) and Depression Remission at Six Months (DEP-REM-6).

On October 27, 2023, the Substance Abuse and Mental Health Services Administration (SAMHSA) held a webinar discussing what CCBHCs can do to prepare for reporting three of the required updated clinic-collected Behavioral Health Clinic quality measures, specifically: Time to Services (I-SERV), Social Drivers of Health (SDOH), and Unhealthy Alcohol Use: Screening and Brief Counseling (ASC). Additionally, the webinar discussed details related to stratification and lookback periods for reporting certain measures.

On July 20, 2023, the Substance Abuse and Mental Health Services Administration (SAMHSA) held a webinar discussing preparation that Section 223 Demonstration states and, especially, CCBHCs, as well as CCBHC-PDI and CCBHC-IA grantees, can do prior to release of the updated quality measure specifications in the fall. Items addressed include technical infrastructure and working with your IT vendors; preparation by clinical, administrative, and IT staff for workflow modifications; learning collaboratives; and the importance (for Demonstration participants) of state and clinics working together.

Preparing CCBHCs for Quality Measure Data Collection and Reporting webinar slides (PDF | 1.7 MB)

On June 1, 2023, the Substance Abuse and Mental Health Services Administration (SAMHSA) held a webinar discussing the use of quality measurement as a tool for continuous quality improvement (CQI) by CCBHCs and CCBHC-PDI and CCBHC-IA grantees.  It addresses the updated criteria requirements on CQI and how they relate to the  quality measures, including lessons learned from the national evaluation and lessons from  the field. An expert panel of existing Section 223 Demonstration states and CCBHCs provide valuable insights based on their experience.

Quality Measurement as a Tool for Continuous Quality Improvement at Certified Community Behavioral Health Clinics (CCBHCs) webinar slides (PDF | 1 MB)

On May 11, 2023, the Substance Abuse and Mental Health Services Administration (SAMHSA) held a webinar introducing quality measurement for new Section 223 Demonstration states and CCBHCs, as well as CCBHC-PDI and CCBHC-IA grantees. The webinar explains why quality measurement is part of the CCBHC model, some basics of quality measurement, and general information on reporting requirements for the CCBHC programs.
