Regular Services Program (RSP)

The RSP is a Crisis Counseling Assistance and Training Program (CCP) grant program that provides disaster relief assistance for up to nine months after a Presidentially declared emergency with CCP designated or the President has issued a major disaster declaration with Individual Assistance (IA) designated.

The RSP provides funding for ongoing counseling services and support. Applicants must show a continuing need for services when applying for the RSP.

To apply for the RSP, a state, territory, or tribe must submit a completed application packet within 60 days of the Presidentially declared emergency with CCP designated or the Presidential has issued a major disaster declaration with IA designated. Following are the instructions and forms to be used in the RSP application process; if you submit all of the forms identified as required, your application will be complete:

• RSP Application Form (PDF | 762 KB) (Required): Fill out this application template to apply for the RSP grant.
• Application for Federal Assistance Standard Form SF-424 (PDF | 144 KB) (Required): The Office of Management and Budget (OMB) requires all grant applicants to complete this form. All entities that apply for CCP funds must submit a completed SF-424 signed by their governor’s authorized representative. To complete the form, the PDF must be downloaded and saved to your computer before the form is fully available for completion.
• Budget Information for Non-Construction Programs SF-424A (PDF | 132 KB) (Required): This is an OMB-required form for grant applications. Complete “Section B – Budget Categories,” Column one only for the total CCP budget. • Assurances for Non-Construction Programs SF-424B (PDF | 64.2 KB) (Required): This is an OMB-required form for grant applications. To complete the form, the PDF must be downloaded and saved to your computer before the form is fully available for completion.
• Project/Performance Site Locations (PDF | 110 KB) (Required): This is an OMB-required form for grant applications. To complete the form, the PDF must be downloaded and saved to your computer before the form is fully available for completion.
• Disclosure of Lobbying Activities SF-LLL (PDF | 98.7 KB) (Required): This is an OMB-required form for grant applications. The applicant may indicate “N/A” on the form if it is not applicable. However, the form is still required. To complete the form, the PDF must be downloaded and saved to your computer before the form is fully available for completion.
