The U.S. territory of Guam requests funding to support Para Todu I Famagu'on-ta, which means "For All Our Children" in Chamorro. The proposed project will build a unified system of care, which provides a broadly supported, sustainable array of home-and community based services that enables children and youth to achieve their maximum potential and builds on the strengths of our diverse families.

Guam's proposed SPF-PFS project is based on its Vision for PEACE, an island community empowered and committed to making informed decisions and choices toward a healthier future for Guam. Its mission is to establish and implement sustainable prevention and early intervention policies, programs and practices that respond to the needs of Guam's people and effect positive behavioral health changes. Data-driven priorities are identified and guided by the Governor's PEACE Council and Guam's State Epidemiological Outcomes Workgroup (SEOW).
